Review: Paid a higher price than was quoted on phone, left thinking it passed [redacted] a $5 cap that needed replacement, and cert would be issued upon return.

I was grossly mislead on the phone when told they would match the price and then when I got there, the girl quoted me a different price and told me that cuz all the other shops were closed for the day that I should just pay her regular price that she stated was the lowest in town. I took in a coupon and quote from competing shop as proof that they arent the lowest. The service tech looked over the car and didn't say anything, tested the car and it passed emissions. However he claimed the oil cap wasn't good enough, and that one of the CARB numbers for an aftermarket part wasn't valid. I was told by the girl manager and the young technician that if I bring back the correct CARB number and new oil cap that I'd receive the smog certificate. The next day I bought a new oil cap and found out that I did have the correct CARB info and that the technician did not know how to look it up correctly. I went back the following day to show proof of the correct information to the technician and the new oil cap. He told me that they would need to charge me am additional $30 for a new test. I told him that I was not informed at the time of service, nor given that info when told to go get a new oil cap. He called the owner and was told that is their policy. I asked him why didn't he tell me to go buy an oil cap the second he saw that issue as I was across the street from a pep boys, prior to running the entire test, I would've gotten a new one then. The tech didn't understand why that would've made a difference. I then asked the girl manager why I was told to being back the oil cap and would be given the certificate and she claimed to never say that and because I didn't pay the full price of $75 I would have to pay for a new test. She then called her owner who proceeded to say that he has the right to refuse service and to leave. I went to a competing location where I originally planned to go and they passed me 100 percent, and I even showed them the original oil cap and they had no issue with that, staying that as long as the cap functioned that it is passable. So in conclusion it's obvious that they used a bait and switch pricing technique by luring me in with the price match quote, then used incorrect diagnosis of a problem to get me to come back so they could try charging me additional money. I have seen additional evidence of this by their customer experiences on yelp, where other people had the same experience. This company obviously doesn't do business with any ethics.Desired Settlement: I am requesting a full refund of the $34.75 I was charged. The technician is incorrect in his diagnosis of the oil cap, as per the smog guidelines as no oil was exposed to open air and it completely sealed and the inability in looking up aftermarket CARB items.

Review: SMOG Tech offers $24.75 + $8.25 cert coupon online for smog test, a bait and switch sales tactic w/o condition. The reality, the smog test cost $53.

Date: 10July2013, P0# [redacted], Paid: $53.00. Services: Smog test. Local smog test cost under $30.00 + $8.25 DMVcert. Its deceptive adv of $24.75 will discount $5.00 but ended up costing $20.00 more. My Questions: 1) Should customer be informed of add'l cost prior to performing smog test? 2) Should add id additional cost? I communicated my concerns with sales rep and found out, no matter what car models, old or new, adv of $24.75 is a start of a switch-bait to get customers indoor. All car models will be charged more than local rates regardless. Desired Settlement: I request this merchant to honor their adv and charge accordingly, pull out the deceptive adv of $24.75, inform customers of add'l cost before performing smog test, and refund my money of $44.75 - 24.75 = $ $20.00. If the adv for services was honest, spelled out the add'l cost, will this company receive customers? It's unfair for other reputable local companies to compare on same merits with better pricing.

The company states that the coupon that she is referring to had certain restrictions printed on it. It only applied to vehicles made between the years of 1976-1995. If her vehicle is outside of these specific years then her vehicle did not qualify for the discounted price.

The complaint directed at business practices, hook & bate, not so much at coupon restriction. Though coupon didn't state price increases between 1976-1995, upon submitting the coupon and prior to performing the work, the business should inform customers of prices differences. It shouldn't not be after the fact when smog test is completed. Smog test would hve be rejected if prices was known ahead. This business continues placing the same adv but unsure if customers are informed of prices hijacking.
