Case ID: ***Customer: *** * **Customer was informed by us and multiple neighboring repair shops that vehicle had a preexisting conditionVehicle was not run on the dyno, was simply turned on and left idlingCustomer is trying to get us to pay for something that we have no control over

Revdex.com:I have reviewed the response made by the business in reference to complaint ID[redacted], and have determined that this proposed action would not resolve my complaint.  For your reference, details of the offer I reviewed appear below.
RESPONSE
My vehicle is being repaired right now and is not finished.  I have shopped around for the cheapest price, and am only requesting you pay for the final cost of repair.  It will likely be cheaper than the estimate by your neighboring repair facility which is how I established the original price for Revdex.com.  No repair facility ever stated this was a "pre-existing" condition.  In fact, it could never have passed your Smog Check with this condition.  It is simply impossible.  I know this, as I was a General Motors Engineer who interfaced with the CARB for designing on-board Smog Test software running in-vehicle.  It would be impossible to pass Smog Test with a broken head. The vehicle is getting an engine rebuild with new head.  Engine has not been run on gas power since I drove it to Smog Time and handed over the keys.  The vehicle not running when I received the keys was corroborated by technician at [redacted] the neighboring repair facility, who walked over to where Smog TIme last parked the vehicle to determine what was wrong, and how much it would cost to fix it.
After Smog Time gave me the keys, engine has never been able to start and only spun with battery power at crank speeds less than 200-300 RPM, and never started successfully.  I have pictures showing the engine has a blown head with large physical holes causing coolant to flow into the intake.  Engine rebuild specialist stated this damage could only be created by the force engine rotating at hundreds of RPM, and such forces could not have been caused by just engine cranking with the power of electric battery.  This is how we know that the engine was damaged when your technician was running the car with gas power.  As Smog Time ran my engine and passed the California Smog test, it would have been impossible that this was a pre-existing condition.  It must have occurred when it was under your care.  Regards,[redacted]
