Review: My husband and I signed a contract on February 17, 2013 for final floor plan designs for a major home renovation. The start date on the contract is Feb 17,2013 and the completion date is March 17,2013. It is now November 21st and after two attempts at getting the plans stamped by an engineer they are still not complete and ready to go to the town for approval. I am not an expert in the area of home design or renovations, the reason Solimine was hired, yet when the engineer wouldn't sign off on the plans the first time I had to go back and forth to tell them what was wrong or missing. We received a revised set of plan on this past Sunday. During that visit we learned their plumber isn't licensed in **, so there were no sprinkler plans (required for the town). As of today the engineer still won't put his name on the plans. I don't believe that these people are knowledgeable to complete the job at hand and at this point I wouldn't trust them to do any work on my house.Desired Settlement: Per the contract the second payment was to be made upon ths submittal of the plans to the building department. That payment was made in March 2013 and here we are in November and the plans still haven't gone to the town. At a minimum, I want the payment back that was made in March because the plans have not gone to the town and they are not ready to be submitted.

Solimine Contracting, LLC did sign a contract on February 17th to provide construction drawings to the homeowners. Solimine Contracting did originally provide the customer with the contracted floor plans in the contracted time agreed upon, however, we then waited for the homeowners to respond back to us. On more than a few occasions it would take more than a week before we heard back form them. There were longer periods of time than what Solimine Conntracting expected, for the homeowners to reply back to our emails. They asked us to make changes to the plans, which is something we expected to a certain degree, as there are always some changes that need to be made. At this point, after another lapse of time for them to respond to us, they asked to make a new design to their project to cut building costs. We provided them with a new design, to accommodate their needs.

Once the homeowners were happy with the design, Solimine Contracting attempted to submit the plans to the town for approval of a building permit. At this point, we were told that they wanted a structural engineer to stamp our plans. this is not something we would have known in advance. At times, depending upon the scope of work, the town/ city will then ask for additional information to proceed with the project. In our proposal, it clearly states that structural engineering/ surveys and tests are not included, as they are unknowns. WE immediately went to the homeowners once we were told that a structural engineer needed to get involved. We told them we could provide them with an engineer we knew and worked with in the past, but they opted to find someone on their own. Please keep in mind, that this, too prolongs our project with them. The homeowner, then told us that the engineer would not stamp our designs, and to contact him with what he needed for approval. We did what she asked, and attempted to contact him, and he refused to speak to us, stating we cold get the information from the homeowner. The homeowners, then felt we should automatically know what the engineer wanted, and was not happy with us even asking her what was needed to be done. Again, keep in mind, that we are making every effort to revise the plans per the request of the engineer, and to ultimately make the homeowner happy. Once we finally, received what the engineer needed to sign off on, we made the necessary changes, got in touch with the homeowners, and gave them a new set of plans. They then resubmitted them to the engineer, whom for whatever reason, would not stamp them again. We are not sure of the reason, as he will not speak to us about it, and as I've said we provided him with what he requested the first time. There should be no reason, why he will not stamp the plans for approval.
