I was hired by the Veterans Administration for a HISA "Home Improvement Structural Alterations" remodel. The money for the job was paid by the VA not the veteran himself. The contract stated that I shall turn a dining room into a half bath...

which has basic drywall and a 36" ADA Compliant door. The bathroom consists of a toilet and a sink. When I went to remodel the bathroom the vet and his spouse made me tear down the walls and ceiling which were plastered and replace them with drywall. The vet made me hire a plumber to plumb a toilet before he allowed me to frame any walls. Once the walls were framed I had to hire the same plumber to plumb the sink. The vet complained because after the water was turned back on the kitchen faucet had poor water pressure so I had to call the plumber back out which replaced every last water line and it turned out to be a calcium build up in the old faucet which I replaced also. Once the bathroom was framed and dry walled, the veteran broke the contract and demanded extra things in the bathroom. The list of products are polyurethane bead beard which were $25 a pack and I used 8-10 packs, baseboard trim, chair rail, a vinyl floor, extra trim which I was told after cutting that it was ugly. I was insulted on a daily basis and the other contractor who might have done the plumbing is their son that isn't licensed. Also if any other work was done on the house it was done illegally due to I have a lien on the deed. Therefore no alterations can be made to the property without a written statement from myself allowing said work to be performed. Also at the register of deeds office they informed me that the house besides the work I performed is out of code and if inspected can lead to condemning of the property until the house is brought up to code and passes a safety inspection. The shower in the basement drains onto the ground. The shower itself has electrical wiring wrapped around the plumbing and a light in the shower which the outlet is directly under the main water line supply. Most of the electrical has exposed conductors and not properly insulated. Also half of the house is wired with aluminum conductors rather than todays copper. I was nice and installed a half bath the way the veteran requested just to get grief due to the fact that their son wanted to do the job but didn't have the proper license and wasn't a registered government contractor. However I am in the process of taking the veteran to small claims court due to the fact that he broke the contract and refused to sign for the work. I think while I have them in court I will add defamation of character. Also the VA paid $3100 not $3400. Lastly I have the right under federal and state law to foreclose on their property if I am not compensated by the end of the lien.
