completed in a workmanlike manor. Approximately one month later the HO contacted the office to inform us that he had removed 15 gallons of water that had accumulated on top of the vapor barrier. Upon inspection we informed him that he had a groundwater issue. The reason that the water had accumulated was because he now had a sealed vapor barrier. The groundwater pushed its way up through the foundation walls and forced open sealed seams on the vapor barrier. We informed him that he needed to address the groundwater issue and that we would come back and repair the vapor barrier at no charge once the ground water mitigation work was completed. The HO states “in the 24 years I've lived in this home there has never been a problem with standing water in my crawl space" this is due to the fact that there had never been an impermeable layer of poly sealed to the walls of the crawl space to trap the bulk water once it is forced into the crawl space. The HO is the one who instructed the installation crew to seal off several of the vents because of his concern over rodents entering the crawlspace. However the HO did not want them unsealed. The HO states "I have in hand a quote in the amount of $13,957.20 from an engineering firm to fix the problems created by S/**.” I have attached a copy of that quote (all personal and identifying information has been redacted). I wish to make this part of the record. The quote is to fix a groundwater problem. It consists in its entirety of A) digging trenches around the entire perimeter of the crawl space and installing Drain Tile B) installing two Sump Pumps C) replacing the vapor barrier. The HO has a groundwater issue. The HO has a groundwater issue. When the HO was made aware of this the HO insisted that somehow installing the vapor barrier had caused the groundwater problem.
