Over (18) months ago, June, 2018 we signed a contract with Michael Spargo, a residential building contractor for an addition of a garage, bonus room and studio to our residence. He has abandoned the project off and on over the 18 months and we worked on the projects as homeowners as best we could to get everything finished that we could. The last abandonment time frame was for Over (6) months. Two weeks ago he showed up with his subcontractor to finish plumbing and HVAC and electricity.
When the plumber turned on the water to the new addition. Water from the ADA shower drain flowed into our new bathroom floor. I texted the builder, Michael Spargo and he texted me " that he was not responsible."
The next day we made A call to the City of *** Building Code office, spoke with The Supervisor, *** to ask if Michael Spargo Builder "is not responsible as he stated, who is? He advised us to speedily file a complaint with the NC General Contractors Board of License and file a complaint. He said Michael is responsible!
That day ,12/19/2019 before the final inspection was done we called the Board to find out how to get Michael to finish the final phase of this project with the caveats that we had plumbing concerns and we had ordered an additional piece for the shower to see if it would resolve the water issue. This was all because when Michael responded to our concern and texted he was not responisble for it and that the shower was installed correctly! He added that he and the plumber turned on the water.Also, The water lines were reversed in the coffee area
The wall toliet and wall sink was installed by him on an outside wall and we have concerns after (3) attempts to install with the 3rd attempt we do not think the insulation was replaced as we had the insulation in a large plastic bag and it did not appear to be opened or any taken out of bag. We are concerned of freezing issues if not properly insulated and we asked was the outside wall re-insulated when torn out. He said, yes.
Finish the job We (*** and ***) want Michael Spargo Builder to complete this home addition, by installing the shower water retainer to see if this will fix water overflow issue(s).2. Repair the bathroom wall where wall toliet and wall sink was reinstalled,dry wall and repaint. 3. Correct the ceiling and hall wall of staircase of recently installed header above stairs.4. Correct the light switch area where electrician had to cut sheetrock to reveal covered up light switch. 5.Replace damaged screen.
I entered into a contract with the *** and it was originally a 350 sq ft upstairs and a 750 sq foot garage. The plans they provided were drawn incorrectly, they decided to change the upstairs to double the size it was originally quoted, and they wanted to finish off a porch area to be finished. Mrs *** continually made changes that ended up being over 65 total. I noted each of those to them at each invoice and also explained that it slows down the project when those things happen. She was very difficult to work with and almost impossible to please. Regarding the shower, I didn't provide the fixture but we did install it per the manufacturers instructions. Its a low profile handicap entrance which allows some water to splash out without a door or long shower curtain. The plumber and I ran the water and checked it without any issues.
Family members told my subs that they weren't surprised that it took so long because of Mrs *** indecisiveness. Her claim that the project was abandoned or work wasn't done for six months is ludicrous. I continually had workers at the job to attempt to finish it but we either couldn't access the job or changes were being made. Even though it took much longer than even I wanted, there was no contract time frame. Mr *** complicated me on the projects final product and that the appraisal came in as I suggested. Also, upon receiving the final check, I spoke to Mr *** and explained that I would take care of any item he wanted for one year. I sent the plumber back this week to adjust the toilet and will have the paint and drywall touch up done soon, per my signed letter with Mr ***.
