Review: In late fall of last year (20I3) we hired Spicer Concrete & Asphalt Company from Pennsylvania. They claimed to do work in both Pa and Maryland. We agreed to resurface our parking lot with 2" of blacktop, solve my water flow problems to the new wall, just built with a swell of blacktop to move the water away from the wall. We also asked that the blacktop cover the holes in the new wall. I told him that the other person bidding on the job recommended I wait until the spring. He assured me 2" base would be fine as long as the temp was above 50 degrees.The job was a disaster. I paid him with a check and he said he needed cash for the job. So he went and cashed it. Everything seemed fine. The job was completed and I paid him the rest of the money. ( $8500) When the job was complete he told me that he did NOT recommend the Swell in Blacktop to cover the holes and suggested we fill the holes with cement. I did NOT like the idea but I trusted his judgment. 6 weeks later, we had the black top vendor track us down saying he was NOT paid for the blacktop on our job. He wanted the phone number for Spicer. He called us back several times saying they would NOT return calls. Several weeks later I started to complain that he had not finished the work on the wall(agreed to fill with cement) and that the blacktop was breaking up, a few "sink holes" formed and customers were complaining about the lot being slippery because the blacktop was breaking into small pebbles. I told him we needed to sweep and blow the lot twice a month to keep the lot becoming a safety hazard. I asked the company to come back and solved but they did NOT return my calls. Finally I told them I was going to seek legal action if I did NOT recieve a call. The wife (Trina S[redacted]) of the company called and said it was her company and we did NOT have a contract with her company and she was NOT going to do the work. In fact we did have a contract with her company.The place is a mess and I will attach picture.Desired Settlement: After talking to an attorney, he suggested to resolve in a fair and equitable way because bringing leagal action would cost more money to both companies in the end.I told the Spicer campany that I wanted the holes filled and the blacktop sealed so the breaking up of the blacktop would stop and I wanted the "sink holes" fixed. I also told them they would need to restrip the lot. I was willing to pay $500 for the materials to seal the lot.They refused to come back and do anything.
