ID [redacted], and find that this resolution is satisfactory to me, understanding that I will receive the refund as Spicer's states it will send.  I stand fully by my complaint and contest their response.  The chair in question was covered by them one year ago, along with four other chairs, at $75 each.  If I do not receive the refund check, I will follow-up.  Thank you for your assistance in resolving this very frustrating business transaction.

Review: Please see the following letter I drafted to the proprietor on 04/03/14. It was never sent because in a phone call on 04/09/14 - when I called him one week after he was supposed to return my call - he agreed to take $100 as payment for the chair when my husband came for it on Th. Apr. 24 because he "just want(ed) to rid of the problem." When my husband came for the chair on Th. Apr. 24, Mr. Spicer blatantly lied to my husband, claiming that he told me the charge was $125. He would not release if for any less. My husband relinquished and paid the $125. I am furious and expect and immediate refund for the difference I was quoted (below). Spicer's outright deception in quoting costs and hostage taking of people's property when they jack up the cost to almost DOUBLE the quote is unprofessional, manipulative and outright appalling. Based on other online reviews of the company I have since read, we are not the only victims of their deceptive business practices.

Dear Mr. Spicer:

We have been going back and forth on the price you are charging for reupholstering a small dining room chair covered in a large paisley.

As you will see from the enclosed invoice(s) you charged $375 on 02/02/2013 for reupholstering five dining room chairs - $75 each. [redacted] called and spoke to you about reupholstering one of the five (that which is currently in your shop) at 3:47pm on Wed. 02/05/2014. She conveyed to you that an upholsterer here in Pittsburgh had quoted $90 for the job and asked for your opinion on his rate. You scoffed, said he was trying to gouge us, and if we brought the chair back to you the next time we were in DC, the charge would be $65.

When [redacted] dropped the chair off to your shop on Fri. 02/28/2014, the invoice he brought back read $125. That is $60 more than you quoted on the phone and $50 more than you charged over a year ago. [redacted] immediately called and spoke to your son, who was rude and dismissive and said she had to speak to you directly. She had the same unpleasant experience with him the few subsequent times she called to reach you.

We do not discount the cost of inflation, as you argue in her phone call with you today. But we do contend that an increase in over half the price you quoted on the phone, and nearly half of what you charged one year ago, is inexplicable and hugely excessive. You argue that all the work you did was new. All the work you did was new last time too. We provided the fabric both times; you provided the labor. You give no legitimate justification.

We are asking you to stand by the $65 price you gave on phone. If you are truly unable to do that, we are asking you to better the $90 price the Pittsburgh upholster quoted the day you and [redacted] spoke. We feel that is more than reasonable. Had you not quoted $65, we would have simply had the work done here.
