He is not someone I will recommend SPINNER DEVELOPMENT, LLC. at all because the work is not done per code I am having roofing, plumbing ,electrical , plumbing , hvac issue and he is refusing to come to fix it, SPINNER DEVELOPMENT, LLC. is cutting corner with permitting getting corrupted inspector to pass his work, because once other licensed plumber, roofer, plumber and hvac licensed trade contractor , they told me that job is not professional . the whole roof need to be redone because the way SPINNER DEVELOPMENT, LLC. may wow people with the outside cosmetic work, but underneath is a mess and I am in this business to help people leave in secured home not just building any kind of dangerous, insecure way , just to make money. Nope I am not recommending him and I am actually filing complain with the DCRA because it is incomprehensible that the inspection did not fail and now the HUD inspector is reporting all these major issues and the roof looking like a pool full of water.SPINNER DEVELOPMENT, LLC. did not even perform the final inspection for all the Hvac,plumbing,electrical( the electrical panel was never certified, sticker is absent) and above all he is dishonest, SPINNER DEVELOPMENT, LLC. will claim that you did not pay him even though all the payment were done draw document bank draws and the lender is shocked when I told them that. this guy is just a jerk, GOD will eventually catch up with him, justice will be done in our US court or heavenly court sooner or later.

Review: My contractor [redacted] Spinner of Spinner Development (DC License Number [redacted]) abandoned the project of renovating my house in Washington, DC. I have not heard from him since October 3, 2013,and my phone calls,voicemails,emails,and text messages have gone unanswered.This is not the first time that he has been unresponsive during this project and he claimed it would not happen again. The first time was also for several weeks. The only reason I did not fire him is because he has my deposit and has not completed a deposit's worth of work. There has been very little progress on the renovations to my home since the work began in late July. I have expressed several times how very concerned I am at how long this this project is taking as it is now over a month over due and the demo work has not even been completed. When he was unresponsive before and I finally got a hold of him, the original contract deadline of August 29, 2013, had already passed. I asked how much longer it would take to complete the project and he said another 30 days; that conversation was on Labor Day, September 2, 2013. He claimed that you would compensate me for the large slip in schedule by renovating my kitchen. Since then the only thing that has been done is the electrical work for the recessed lights on the first floor and that had already been started towards the beginning of August. I asked for a timeline with weekly milestones so that we would both be on the same page regarding what was to be completed; this too went ignored. I was supposed to move at the end of August. Because I was not able to, I am now paying rent at my current home plus mortgage for a house that is uninhabitable. Furthermore, [redacted] Spinner took the water heater, A/C compressor and the refrigerator that were in the house but left all other appliances, trash, and debris i.e. he stole my water heater, A/C compressor and refrigerator! He is untrustworthy and dishonest.Desired Settlement: At this point I would like the money back for the materials that were never purchased including flooring, tile, water heater, paint, A/C compressor, dry wall, etc. and the work that has not be completed. Additionally, I would like the money for the rent that I am still paying since I am unable to move into my house.

1.) I am not familiar with who the arbitrator is, who she works for or how she was chosen. I would like to know who [redacted] is.

2.) It is now December 14, 2013 and I was not contacted this past week as the letter sent by **. Spinner dated December 8, 2013, stated that I would be.

I represent [redacted] Spinner with regard to Complaint No. [redacted] filed against him. It appears that **. [redacted] has not been completely forthcoming with the facts of this matter. I enclose a copy of the contract between **. [redacted] and Spinner Development.

The contract calls for Spinner Development to perform the following work;

1. Remove and replace hardwood flooring

2. Remove and replace carpeting

3. Install recessed lighting in the Living Room

4. Install Marble Tile at front door

5. Replace all interior doors and front exterior door, all door trim and all window trim

6. Replace light fixture in foyer

7. Replace Chandelier in Dining Room

8. Demo and rehab bathroom

9. Replace and relocate HVAC

**. [redacted] agreed to pay $15,000 for Items 1-8 and an additional $3200 for the labor involved in Item 9. She purchased the HVAC system separately. She gave Mr. Spinner an upfront deposit of $10,000, which included the $3200 for Item 9. This left $6800 for Items 1-8.

Item 9 has been completed with the exception of installing the Compressor unit as there is an access issue to the rear of the property.

I am rejecting this response because:

Review: contracted Spinner Development LLC for $2400 to remove and repair a concrete sidewalk on location at my home. at the time, Spinner Development was contracted to repair a house next door to me. the work was done late and in very poor quality, with no regard to building code or proper concrete installation. the surface was left in a very rough state and the slab was poured neither level or straight. water flowed unevenly towards my property and the finished product was extremely ugly. Spinner Development agreed that the work by subcontractor was inferior and not what was ordered or paid for. Spinner Development agreed to tear out the concrete slab and replace it. After more delay, Spinner Development simply coated the poorly done slab with a thin coat of concrete on the surface. anybody who works in concrete would know that this type of repair is cosmetic only and will not stand the test of time. a concrete sidewalk or patio might last 50 years. the work that was done is already chipping and flaking apart. Spinner development later agreed to refund the deposit $1500 in total. this has yet to happen.

the work done has ruined the value of the property and left me with a bigger problem than I had started with.Desired Settlement: I would like Spinner Development to remove and replace the improperly placed concrete slab, or pay for the damages done and pay somebody else to have the problem corrected.

I cannot even talk to Nathaniel S[redacted]. he will not respond to my phone calls or emails. I have documented ALL of our communications to date. he is MIA.

I believe that the demolition of the improperly laid concrete and a new sidewalk might cost over $3000.00
