On 11/1/07, Student/Complainant signed up for 12 credit hours of classes at St. Louis Community College (STLCC), and incurred total fees of $972.  She enrolled online in an automatic payment plan to pay the fees due.  On 1/3/08, she made the first installment payment in the amount of $243,...

which was applied to her account that day.  On 1/4/08, Student received a Pell Grant in the amount of $480, which was also applied to her account.  For some reason which is not clear, Student requested a "charge back," disputing the $243 payment she had previously made on 1/3/08.  On 2/15/08, Student made a cash payment on her account of $250.On 6/17/08, Student's Pell Grant of $480 was reduced by $275.52 due to the federal Department of Education's return of Title VII policy.  (This policy requires a Pell Grant be reduced if a student fails to complete 60% of her classes for which she received aid.  In this instance, Student's Pell Grant had been based on 12 credit hours, but she withdrew from one class and stopped attending 3 other classes.)  This created an outstanding balance on her account of $517.52.  The amount of Student's indebtedness to STLCC was eventually reported to the Missouri Debt Offset Program, which recovers outstanding student debt from any refund issued by the Missouri Department of Revenue.  Through that program, STLCC received payment of $230 from the Dept. of Revenue on 2/22/09; and an additional $160 on 3/30/10.  A balance of $127.50 remained due from that date.
