PS   This may be OK with me but my wife has no interest to do business with this company ever again.  She has a friend down the street by the name of Ju's or So Han who would take care of her needs as far as dry cleaning and alterations.

We have spoken with Ms. [redacted] Tuesday morning before 8:30 a.m.  We have decided to request garment back from Ms. [redacted]  She stated that she has left the garment at a different location and that she would recover it and let the hotel staff know when it is back in Oshkosh.  When that is done, we will re-examine that garment and if we should decide to, we may submit garment to [redacted].  [redacted] has agreed to this and we will keep her aware of updates as they develop regarding her garment.  Should she have any further questions she can contact us Monday-Friday 6am-6pm or Saturday 7-1.

The complaint below has been responded to by the...

vendor in question, Stannard Cleaners.
They did provide an explanation of the issue (new computer system) and did offer to provide me a refund for the over charges, and a gift certificate.
I am unsure if they had responded to this complaint as of yet, but I am satisfied they were genuine that this was a mistake related to their new system.  However, I am unsure how many others may have been charged this fee unknowingly.
