Good afternoon. [redacted] mentioned that she got my company info from [redacted] . On the [redacted] listing it mentions that there are no charges if there are no results. That is correct. This is an old content and is no longer the company policy. Truth be told, I had forgotten about the existence of that part of the ad. However, since [redacted] got my info from that ad, I must concede that she is entitled not to pay for the visit. The following two steps will be taken: 1. I will send [redacted] a revised copy oy the invoice, indicating that there is no charge . 2. I will contact the [redacted] website and have them change the content of the ad.

[redacted] is correct I have not paid a penny yet because the reason I contacted your agency was to dispute the charge.  As stated previously,after receiving this bill I did some more research and called other companies which stated that the price to change a radiator valve that I was charged was rather high especially considering that a master plumber ( I did a license look-up on  NYC.GOV – BIS MENU:  Skilled Trades Licensees / General Contractors / Registrant Search) did not do the job and it did not fix the problem.-      In some states and municipalities, the minimum threshold for requiring a license is based on the dollar value of the work. For instance, in New York City, any home improvement work that costs more than $200 is required to be performed by a city-licensed home improvement professional, since I was charged over $200 the individual should have a license.  The work performed is over $200 dollars so it is therefore subject to licensing requirements.-  I have attached a copy of the detailed, digitally written analysis that was provided via email to me. I did not edit it out previously, I just do not consider this a detailed digitally written analysis of my heating system.-  I got [redacted]’s information from this website [redacted]or [redacted]-  and under his name this is what it states:  “If we are unable to diagnose or solve your issues then you don't pay for work done. Period! 2. Feel free to put all details of all work done or suggested on  the WALL for critiquing.  -    This is the reason I called and believed the estimate would not cost what I was charged and am disputing these charges.-    I understand everyone works to make a living but this amount for an issue that was unresolved and for less than one hour is definitely not reasonable.  The detailed written analysis report is not that detailed and is not a report or analysis, it is a few short sentences.

Review: On May *, 2015 I had an appointment scheduled to check my heating system and get an estimate on what is the problem that does not allow heat to go to the third floor. [redacted] arrived at 6:00pm and left by 6:55pm. He changed two radiator valves. I did not authorize this. He later sent me a bill for $275 plus tax for a total of $299.41 for changing two radiator valves, repitching four radiators and a system analysis with no written report. I emailed him and told him this bill is extremely high for what he did and it did not fix the problem and I had called him for an estimate to figure out what the actual problem was. [redacted] emailed me back the following There are two rules of thumb to follow:1. Always start with the smaller things first.2. Always start with things that need to be fixed regardless. Radiators with poor pitch and clogged air vents will never work. These problems need to fixed regardless. Will it fix the no heat problem? Maybe yes and maybe no. One thing is certain. The radiators will never get hot if these problems aren't fixed.Just to give a comparison. Say someone takes their kid to the doctor because of ear or throat infections. First the doctor will exam the patient. The doctor will bill for that exam and may prescribe some light [redacted]s. If that doesn't work then he will prescribe a different and stronger [redacted]. This may go on for numerous visits. The doctor will charge for every visit whether or not the patient recovers.If that doesn't work then the doctor will do minor surgery such as putting tubes in the kid's ear. If that doesn't work, then the doctor may have the [redacted] or [redacted] removed. The doctor will charge for each and every visit because he is following the correct step by step process. DON'T ask me how I know this. I have now found out [redacted] is not licensed and a doctor incurs thousands of dollars and many years to learn their specialty, his analogy is baseless and an insult. I was expecting an estimate, not a $300 bill.Desired Settlement: I want to pay only for the parts, this bill should be reduced drastically since his radiator valves did not solve the problem, and I thought I would be getting an estimate, and I have now found out after calling several agencies that he is not licensed, so his system analysis might not even be correct. I also want a tax ID since he is charging me tax.
