John Baker and Jami Harris are crooks! These people are storm chasers that will take advantage of you and try to rob you of your money and everything that you own. They violated federal laws, during the transaction by utilizing illegal immigrants. Also, the local code laws Baker and Harris broke by trying to evade from attaining a building permit. Their van was towed, and the illegal immigrants were removed from the property. The construction was stopped due to John Baker’s (Steve Kemper’s Associate) negligence of following the law. They will try and get the job done in less than 2 hours by not replacing any damaged boards and will leave your front yard and a backyard full of broken roof tiles and nails. If you are approached by these people, call the police and have them removed from your property. Steve Kemper Builders are a team of CONS that will get their fluffy BOWLES/RICE or bowl of rice attorneys and try to take your hard-earned money. BEWARE! BEWARE! They took OVER $20,000.00 DOLLARS for something they didn't even complete, I had to hire someone else to complete the job. Don't let these people even come close to your house. WARNING! WARNING!

A porch roof and Main roof was removed and replaced. The whole project from start to finish was excellent. Including the homeowners insurance, and Steve Kemper Construction, and consultants, Natalie and Elma. I had no problems after completion or during completion.

Contracted with Jamhre the sales guy to replace the roof that was damaged in the May 2018 hail storm. Roof began leaking after the storm.
Guys showed up unexpected, was supposed to give us notice before arriving. No one spoke English, they replaced the roof in a hurry, left off the ice shields, nails were put through the shingles below the line, gutters were damaged, I could put a broom stick between the shingles and the actual roof after they left.
Gutter leaf guards were not replaced. Now 8 months later they are coming back for the 5 th time to finish the roof. They told me on the phone the leak is not their problem, it was not something they did to cause it. Would not recommend these guys to anyone. Went to their office to complain to management, they are not at the address on the website or contract. Complained to the Richmond BBB, they attempted to contact these guys with no response.

 First, I would like to thank Steve Kemper Builder, Inc. for their response.  I am a Disabled Veteran and attend multiple medical appointments regularly and try to follow-up promptly when I receive messages.  As per Steve Kemper Builder’s, Inc. statement, that Steve Kemper Builder, Inc. has tried to reach out to me several times, in total and to my knowledge, based on my phone records, since my inquiry through the Revdex.com (Revdex.com), my records indicate that I was contacted via telephone on only two occasions.  In reply, I have tried multiple times to contact Steve Kemper Builder’s, Inc. appointed representative (Jim M[redacted]) via e-mail and via phone with no response. One example that I have run into when I have called into Steve Kemper Builder, Inc. office’s based and located in Manassas, VA with a phone in my name that no one would pick-up.  Minutes later using a second phone were the caller I.D. would show a different name, a representative (Jamie H[redacted]) would pick up and would take a message. To clarify things, I am also willing to work with Steve Kemper Builder Inc. However, it was brought to my attention that documents were generated and falsified by the office representing Steve Kemper Builder, Inc. based in Manassas, VA which now moved to Richmond, VA that all of the repairs/work orders have already been completed and paperwork was finalized and submitted to my insurance company for work that was not completed. With this being said, I do not trust Jim M[redacted] or his business practices and do not wish to work with him moving forward.  If there is another representative within Steve Kemper Builder, Inc. that I can be referred to, I would be more than happy to discuss with them everything from the beginning to clarify my case and will provide detailed photo’s, video’s, e-mails and documents to support my case.  At this time, my home is still exposed to the elements, damages to my property still have not been settled and the work has not been completed. In closing, I am willing to take my case as far as it needs to go to get this resolved. If Steve Kemper Builder Inc. does not wish to continue business with me, I am requesting that my first check for $12,658.04 be refunded and that they continue to pay for all damages to my property. Review: My home sustained damage from the hailstorm this past May. My insurance company authorized the replacement of the house and shed roofs, gutters and downspouts, repair to torn window screens, damaged fins on the air conditioning unit, damaged siding on the home, and damage to some of the window trim and replacement of a damaged roof vent. In early September a crew came to the home unannounced to replace the roof. We were told we would be given notice when they would be coming and we were not. The crew that came to replace the roof could not speak English and arrived in a plain white van with no business logo and Florida plates. It took a while to understand who they were and why they were sitting in my driveway. They replaced the roofs on the house, start to finish in just under 4 1/2 hours. They left and took all the supplies with them, including the roofing felt, nails and shingles for the shed, which they did not replace. When a representative came later that day to look at the job, he said he would get the materials returned to us and have someone get back to roof the shed. We were also having work done on our home that day by a different contractor unrelated to the storm damage. He was there working shortly after the roofing crew arrived and told us that he knew there was no way that roof could have been put on correctly in that amount of time and when they left he went up on a ladder to look at the work and took pictures of the roof. Essentially, they stapled the felt paper down instead of nailing it with felt tacks, which were paid for and was part of the work agreement. They took all those supplies with them when they left. The shingles were not correctly nailed along the nailing line, as per manufacturers specifications, which essentially voids the warranty. Many of the nails were not nailed down but are sticking up and actually pushing the shingles up. In some places they put nails right through the new shingles (literally through the shingle of the row below where they were nailing!) They damaged some of the shingles by scraping the asphalt finish right off them and left them on the roof like that. They removed the old roofing, including the water/ice shield from where code says it is supposed to be and put a new water/ice shield at the bottom of the porch roof, not where code said it is supposed to be. We had a heavy rain on Wednesday, 10/15/14 and the roof leaked (where the chimney meets the lower roof and the old roof had a water/ice shield that they removed} causing water to come through the kitchen ceiling and run down the wall and fireplace bricks. They didn't repair all of the broken vinyl siding or replace the gable vent, they didn't repair the screens, air conditioner fins, window wrap, or wrap the back door sill as per the agreement.Desired Settlement: I want a roof put on my house that is done correctly, that will not leak and has water/ice shields where they need to be. I also want them to replace the gutter flashing/drip edge as they cut huge pieces out of it exposing the wood fascia beneath it. Not only does it look unsightly but exposing the wood defeats the purpose of wrapping it in the first place and allows water to seep in. I want my shed roofed and all the other work as originally identified by the insurance company as needing to be replaced/repaired completed. I honestly don't see how they can repair the sloppy workmanship on the roof. There are too many mistakes made and pulling the nails out of the shingles and not properly sealing those holes will cause even more leaks than the one we already have because of this extremely inferior job. Our old roof may have had hail damage but at least it wasn't leaking. Josh W[redacted] is aware of this. I have an e-mail proving that. He promised to come on 3 different occasions to discuss our concerns and did not come or call. He knows how bad the roof is because I sent him pictures of it in the e-mail as an attachment. In addition, when we spoke with him the last time, on 10/4/14 and he promised to come to my home on 10/6/14 at 3:30 pm (which he didn't) I told him I was going to be away from 10/8-10/12/14 and would be returning home on 10/12 and that I did not want any work done on my home while I was away. He agreed yet had someone come to replace the gutters and downspouts while I was gone resulting in the huge unsightly cuts out of the gutter flashing/drip edge.

Response:

We met with the [redacted] on Friday, October 24th, 2014 and addressed their issues. We replaced 2 pieces of drip edge where the gutter cut outs were, all damaged shingles, ridge vent, and caulked around chimney flashing. The ice and water shield was installed correctly, they just didn’t see it when they initially looked. We verified with the [redacted] that everything was to their satisfaction on that Friday. We will be finishing the work that is left, shortly.

Due to hail damage, needed just the front of the house re-sided, gutters and one window repair, and one side of garage re-sided. They started this just before Labor Day, it is now 12/18 and I'm still waiting for the window to be replaced and the flood light on my garage to be re-attached after it was removed, in September, for the siding. Project manager rarely returns phone calls. Calling the main number hasn't helped either, no one responds.
