My husband and I are over 60 and we are victims of unfair, fraudulent, and misleading trade practices by Strictly Solar LLC and specifically by owners *** and manager Chad Hefner. We entered a contract with them in Nov 2019, paid deposits, and other payments of approx. $33,000 for the installation of a solar system due to be working by January 2020. They began work in Dec and walked off the job in Dec 31 with out completing it. Though 'substantial? work was done, they left the job unfinished. In January, *** told us there was a shortage of panels in the US and the job was delayed. Finally, after many calls, Chad Hefner told us they had 'run out of money? and had none left to buy our solar panels and complete the jobs of two customers. *** had left the company by then. Hefner asked us to work with him as he would try to get a loan, buy the panels, and complete the job by April or May. No action, no work, no contact happened. My husband drove to their HQ address and no building'? We have an interconnection application with Duke Energy, and we are scheduled for the energy rebate IF the system is ever completed. Hefner tells us he and SS LLC have no money left and no loans to handle this job. Pope has disappeared. We have been advised by a lawyer that there is NOTHING we can do if the LLC has no money and that a judgement is worthless. We were told that NC has no real laws to help protect consumers from this type of fraud. Two other solar companies are quoting us $15-25,000 to fix and finish their shoddy work. They did not pull permits, installed faulty equipment (eg inside wiring on roof, did not connect ground wires, etc.), incorrectly installed equipment, breached safety standards, and left the job unfinished. We have faulty equipment on our roof and no kilowatts being produced. We need your help and resources please?

Desired Outcome

Refund We would like to have at least 80% of our money returned as they did a lousy job, used inappropraite materials, incorrectly installed many items, did not complete the job, and took our money without buying or installing our solar system. Other companies have sighted the mistakes and we have estimates of $20-30K to repair and complete the system.

Contractor did not complete work or obtain building final inspection of solar panel system.
I hired Strictly Solar/ Chad Hefner to install an 8kw solar panel system with an Electric Vehicle charger on my home at *** in Asheville NC and made my initial payment of $11,040.00 by check on 8-15-19 shortly before work began. Unbeknown to me, the contractor, Chad Hefner, did not obtain a building permit or obtain a structural engineer report (both which are required by Buncombe Co.) before starting the work. The work progressed and I made my next payment of $ 8,814.00 by check on 9-30-19. Chad finally produced a building permit for me to post on the job site in order to have the final building inspection by the county. When no inspector showed up for several weeks I inquired with the Building Dept. and was told that the permit I had was for another person whose work had been completed in August and the there was no permit issued for my job.

Throughout this time and into Oct., Nov., Dec., Jan., Feb. I was in contact with Chad, Duke, NC Utilities Commission, and Buncombe Co. trying to bring the job to completion and obtain permission from Duke and the NC Utilities Commission to start my net metering (so I would have my meter swapped so I could get credit for the power I was generating). I was repeatedly assured by Mr. Hefner that all was being taken care of and I would be done soon. No inspections, engineering reports or permissions from Duke have ever materialized.

Eventually Chad would no longer return my calls, emails, or texts. I have not been able to reach him since March 2nd. My car charger was never installed. In order to get credit for my power generation I have had to hire a new solar contractor to complete the engineering, electrical and permitting issues. And, I'm not done yet!
The new contractor has discovered safety issues with the wiring, conduits and structural supports used by Chad.

In summary, Chad Hefner/ Strictly Solar did not obtain necessary permits or complete the job in accordance with building codes, Duke requirements or our contract. He has not responded to my attempts at contact and I do not wish for him to deceive anyone else. If you need documentation of all the things that are wrong/unsafe I can provide info from the new contractor.

Desired Outcome

Contact from the contractor to arrange a refund of my payments made to Strictly Solar to reimburse me for the additional expenses incurred to correct and complete my job. So far about $ 2000.00 And, it may go higher as the job is not complete yet.
