Roofer contract signed 03/30 metal roof - work began approximately Apr 7th - to date, June 12th the roof is incomplete; leaking, mold, ceiling damage.
Pinnacle Roofing started roofing contract the beginning of April and has received payment of >$10K of the $15K cost. The roof still has not been completed as of today, June 12th, more than 2 months later and there has been many leaks into the garage - (the ceiling caved in twice due to the rain), the entire back patio ceiling is covered in black mold due to leaking, the solar panel for the water heater remains disconnected so there is no hot water to the home, the pool is covered in algae as the screen cannot be fixed until the roof is completed, and the roofer, ***, is non-responsive to calls and voicemails. The home owners as elderly, 85 and 81 years old and very anxious as we are now into hurricane season. The roof has been covered in blue tarp for the last 3-4 weeks. This has been the most stressful experience for my family.

Desired Outcome

Complete the contract within the next week. Repair all damage caused by the many leaks.

In my view, the consumer has two legitimate complaints. First, the project has taken longer than expected. Second there have been leaks into the interior of the structure. With regard to the time of completion, we are dealing with an extremely tight labor market in which there is a limited number of workers who are capable of doing roofing work. In addition, the president's tariffs on imported steel have created severe shortages in the availability of metal roofing.
The situation has been exacerbated by more than a month of daily heavy rains, which prevent us from working on the roof.
The leaks for the most part have resulted from a change in the way the City of PSL is requiring that the roofing underlayment be fastened. I have used the underlayment product for several years without issue. Since it is now required that metal tin tags and roofing nails be used for attachment, I have had several homes that have developed leaks around the new fasteners.
With regard to addressing these issues, we have done the following. The garage ceiling has been completely restored and the patio ceiling has been cleaned. Tarps have been installed to cover the entire roof. I have spent thousands of dollars to resolve these issues.
The solar panel, the screen room repairs, and the repairs to the swimming pool are issues that are independent from the roofing project. The consumer has elected not to do the screen and the pool at this time even though the repairs to the same are not directly affected by the roof installation.
At this time the roofing system has been delivered to the job site. After the owner's concerns about possible moisture in the attic have been addressed to her satisfaction, the roof system will be installed.
We acknowledge that a roof replacement creates a major inconvenience to our customers. However, I would hope that there would be some understanding from the consumer's perspective that there are variables beyond the contractor's control that have made this project inordinately more unpleasant.

Customer Response • Jun 22, 2018

(The consumer indicated he/she DID NOT accept the response from the business.)
While I can appreciate Summacors position, as a business that relies on customers, it is expected that the vendor communicate with the customer in a timely manner, and correct issues to the customers satisfaction.
While the garage ceiling has been repaired, the patio ceiling continues to leak (dripping, video available), and there remains discoloration to the ceiling; joints are collapsing, still obvious signs of mold and leak spots.
Regarding the pool and enclosure, while the roofer is not directly responsible, the company who will repair the pool and enclosure cannot complete the work until the roof is completed as the enclosure connects to the roof and the pool cannot be repaired until the enclosure is fixed. Also, there is large amounts of debris that has fallen into the pool from the removal of the old roof, gutters and drains are blocked and overflow when rain falls, nails collected within the gutters (which I expect will be removed at the end of the job) and empty drink bottles left around the yard when the workers leave.
The metal was delivered and the vendor stated the job would be completed this week, however, to date 06/22, the roof remains incomplete with the material still laying in the driveway.....and no communication from the vendor.
Very poor customer service.

As of this writing, the metal roofing system has been completed by the contractor. The City of Port St. Lucie has done the final inspection on the installation and has issued a certificate of completion. The job site has been cleaned up.

The contractor has met with the owners and all have agreed that the following tasks need to be completed to achieve the owner's complete satisfaction:
The front door needs to be planed

A light fixture needs to be installed in the garage where it was removed to make dry wall repairs

Some staining needs to be removed on certain areas of the drywall where water leaks caused minor damage.

Mrs. has indicated that she will consider the job to be complete when the above items have been addressed.

Summacor came out and took the roof off of our house and doesn't have the ability to put on a new one. It's been 5 weeks without a roof and no ETA.
We signed a contract with Summacor on 11/15 to engage their services to replace our roof. At that time we were told they were about 8 weeks out. We were also told that once they started the job would be completed within a week. They came out on 1/27th and took off our old roof and put on a peel and stick water barrier/underlayment. It is now 2/27 and we still do not have a roof and the peel and stick is eroding as its exposed to the weather and elements. We paid extra for the underlayment and now it will not be the quality product we agreed to purchase. Furthermore, the owner ***, will not return phone calls or text messages. On Feb. 5th *** told us that we were 10-14 days from finishing our job. That timeline expired on 12/26th. On Feb 6th, ***'s son told us that the roof would be done by the end of the week. He also told us he would be out this past Saturday 2/24th to install our flat roof. They did not show up and they did not call. We have paid $17,500 and we owe another $8700.00.

Desired Outcome

We want this job finished and finished correctly. We want the underlayment re-assessed for quality before the metal roof goes on. We also want some consideration for the time delay and frustration this company has caused us. A little communication could have gone a long way to appease us but the owner *** doesn't give his customers the consideration they deserve. I want daily communication from this company until this job is complete.

The roofing industry has been in a state of crisis for more than a year. Insurance companies are cancelling the policies of owners who have substandard roofs. Lenders and buyers are demanding new roofs when homes are sold. Hurricane Irma has created shortages in materials and labor. Finally, new regulations limiting the number of hours that truckers may drive without stopping has caused many truckers to leave the marketplace.

In the case of the complainant, all of the above factors have caused delays which have been explained to her. In addition, the customer has requested three new skylights which are very unique in dimension and performance characteristics. Thus they needed to be specially ordered from the manufacturer in Texas. The aftermath of Hurricane Harvey and the above-mentioned transportation crisis have resulted in significant delays in the delivery of the skylights.

The old skylights and the curbs on which they are mounted are in very bad condition. The customer is aware of this situation. The roof is ready to receive the metal roofing panels, but the metal can not be installed without first replacing the curbs and the skylights.

My company has done more than 150 roofing systems in the last year. The time frame on this project has been fairly typical based on the current economic environment. The customer's roof is secure and the materials are designed to be exposed for extended periods without being covered.

If desired,I can provide you with a log of some of the text messages from the customer just prior to the filing of this complaint. I can also supply you with an expletive-laced voice mail message that I received from her husband. As the customer has stated in her complaint, she demands daily communication throughout the course of the project. She has been apprised of the situation many timesquite often 2 or 3 times daily. The skylights are scheduled to arrive the week of the 23rd of March. She has known this for weeks, but she insists on daily time-wasting updates.

At this time, I have 46 other roofing projects pending or in progress. This roof will be completed expeditiously when the skylights arrive and the delivery of the panels can be arranged. In spite of the customer's persistence, I am unable to change the current market conditions.

At the customer's request, we will be making an inspection of the skylights this weekend to reassure her that they are secure in the event of a storm.
