Complaint: ***I am rejecting this response because:
According to the law Summit Towing failed to post signs in the areas designated by law. The law states that if they are going to tow a vehicle from a parking lot less than hours, there must be a signs POSTED AT EVERY ENTRANCE. It doesn’t say that in lieu of posting signs at the entrances they can post signs in front of a dumpster (hidden by cars parked in front of them) or two on the cement wallSummit Towing doesn’t get to circumvent the law by providing extra signsThere are entrances, and Summit Towing, has only posted a sign at one of the entrances, which is low to the ground, and covered in shrubs. It is deceptive and more than likely why Ryan S*** continued to get calls from ** *** on July 15, removing cars from that lotYou would think if Ryan S*** cared about the public he would have followed the letter of the law. I am glad that ** *** did feel a responsibility to the public by posting a few “No Lakefair signs” at the lot on the 16th, too bad he didn’t do it on the 15th as well I do not believe that mistakenly parking in a lot that I have parked in for years, equates to a towing company taking my possession, hooking it to their truck and risking getting into an accident with my car because I parked in a lot for hour.
RCW
Signs for publicly owned or controlled parking facilities need to disclose that unauthorized vehicles will be impounded and must also disclose a phone number for redeeming a vehicle. Signs must measure at least 15” by 24” and the lettering must be clearly visible to customers
No person may impound, tow, or otherwise disturb any unauthorized vehicle standing on nonresidential private property or in a public parking facility for less than hours unless a sign is posted near each entrance and on the property in a clearly conspicuous and visible location to all who park on such property
There are entrances to the parking lot; two are accessed from Legion Street & one from Columbia StreetThe entrance from Columbia Street has no “Summit Towing” sign posted; the closest Summit Towing sign is feet away from the entrance and is blocked visibly if a car is parked in the parking space it shares. At the second entrance (Legion Street) the closest sign is feet away and is at a degree angle, not clearly visible The only sign (Legion Street) at an entrance is covered in shrubs and low to the ground. A driver driving into the lot cannot see it.We have Summit Towing on video and we did not see them meet with anyone as they towed different cars from the lotDoes the public have access to the records of towing? I have learned that towing companies must keep a log, is that public access? Do we have access to the towing company log book? Are towing companies inspected? Are their books public record? Can the public report towing companies and who to? Who checks the towing company? All of us are governed and watched by someone, who are towing companies inspected by?When I arrived at Summit Towing on the 16th to retrieve my car, I asked the young receptionist what the form was she was having me sign, I told her I didn’t have my glasses. She told me it was to release my car. Not once, did she mention anything about a hearing
What I find ironic is MrS*** keeps referring to a picture taken by my friend on July 16, regarding a large sign in that lot, which is at a degree angle to a driver driving into the lotIt is also in the treelineMrS*** neglects to mention the other pictures I've posted and share, that are posted of the sign that is on the ground near the entrance surrounded by shrubs, and the signs by the dumpster that are blocked by cars parked in the lot. As I have said before we are no different than anyone else, when we park our vehicle in a parking lot that has been familiar to us, we don’t do a to see if there are towing signs. I did not see the sign, neither did my friendHad Summit towing followed the law and placed a visible clearly posted sign by the entrance I would have never parked in that lot
Summit Towing mentioned the cost to me, it wasn’t just monetary. I know they don’t care, but it has cost me more. The place I have enjoyed and loved for years, I haven’t been back to. I am saddened by the whole experience
On August 6, I went back to the lot and noticed a whole parking lot full of cars parked to attend "Music in the Park". As I was taking pictures, I spoke to two elderly ladies; they asked me “can we no longer park in this lot?” I told them about my experience, they told me they had parked there for years and obviously so have others They couldn’t believe that a towing company would be so ruthless As I was talking a lady who was parked in the lot, said, “that’s all I have to hear”, she turned around got in her car and left, but before she left the lot she leaned her head out and said, “what has happened to Olympia”
What was very very interesting to me was that someone, be it the towing company or ** *** cut all the shrubs around Summit Towing sign. Wow!! What a difference. I wish they had had that sign that visible when we arrived on the 15th of JulyIf Summit Towing had placed clear visible conspicuous signs at the entrances of the lot, especially the one I drove through I would have not parked in the lot.
It is to Summit Towing"s advantage not to place clear signs at the entrance I do question why Summit Towing was not on the lot on the 6th of August to remove several cars that were parked in “their” lot. It appears that they saw the week of Lakefair as a lucrative opportunity and it was a great time to take advantage of the public.
The bottom line is, had Summit Towing followed the law that governs towing, and placed visible, conspicuous signs at each entrance I would have NEVER parked in “their” lot. Summit Towing does an injustice to the public they serve by not being honest and fair by placing clear conspicuous signs, I truly believe that Summit Towing purposely doesn’t place signs at the entrances so that the public does park in the lot and they can remove the cars (especially during Lakefair) and ends up being very lucrative for Summit Towing. What I’m not sure of, is ** *** also a part of the deception? Sincerely,*** ***

Signs were posted at all entrances, in the middle of the lot, visible from every street, and additional areas around the lot. Ms. [redacted] would have clearly seen them if she was not simply following a pattern that she is claiming was routine for her. All RCWs were followed and Summit Towing acted in accordance of the laws. We have pictures indicating that the signs were posted in all accurate areas, taken prior to the dates of the impound.
