Complaint: [redacted] I am rejecting this response because: MrY [redacted] is harming consumers with unfair and deceptive practicesIncluded in these practices is dishonestyMr Y [redacted] failed to provide a signed written agreement/contract from owner as required including the disclosure per RCW because the owner never signed any such documents/agreement/contractMrY [redacted] took $10,from the owner and failed to refund to the owner when requested repeatedly when MrY [redacted] would not issue an acceptable agreement between partiesMrY [redacted] inaccurately and dishonestly has stated that he was contracted with the terminated General Contractor and not the owner - this is as MrY [redacted] received and cashed $10,from the owner only and a copy of the cleared check has been presented to the State of Washington Attorney General and compliance divisionMrY [redacted] has signed a legal document under the penalty of perjury that he has a signed contract/agreement with the owner and he cannot produce such document as the owner never signed any such agreementTo the opposite the owner continually and repeatedly requested the required contract/agreement and MrY [redacted] failed to accept texts and calls for three weeks following meeting with him The owner requested a refund as there was another reputable firm that the owner preferred to purchase cabinets from and MrY [redacted] refused to refund the funds when owner requested over and over and over again The owner met with MrY [redacted] March 24th in person for a complete design review at the property and requested the agreement/contractor & disclosure as required and he again failed to provideAfter meeting MrY [redacted] he failed to accept calls and texts for three weeks until finally the owner threatened to legally obtain a refund of the $10, In the event MrY [redacted] tries to claim he was a subcontractor behind the terminated General Contractor he is unable to do so also according to the licensing requirementsNot only was he being paid directly from the owner as the confirmation he was not contracting through the General Contractor yet also the legal General Contractor's agreement with the owner includes the disclosure that all Subcontractors are licensed and bondedMrY [redacted] is not licensed and bonded and was operating fraudulently as if he was a licensed contractor MrY [redacted] was notified by the project manager that he would be assessed $per day for delay of project The project manager is properly licensed and bonded The cabinets MrY [redacted] provided are unsatisfactoryThere are numerous drawer faces in which he failed to include the inlay matching the other drawers and doors - he left them blank with no inlay or designThe owner is forced to have another contractor build the new drawersMrY [redacted] installed the upper kitchen cabinets unevenly by feet - he failed to center the cabinets to the hood vent and wasn't off a small inch or 1/inch these were installed inaccurately by feet! The owner had to pay another contractor to correct this at an excessive cost MrY [redacted] inappropriately arranged for a handyman to install the cabinetsThe compliance division with the state of Washington has confirmed that a handyman does not have the ability or requirements to install cabinetsMrY [redacted] is requesting payment for the unacceptable work of cabinet installation under his company Sunrise Kitchens LLC which is unlicensed and not bonded of $ MrY [redacted] is required to remove any liens against this homeowner and property due to his fraudulent operating procedures with some included aboveMrY [redacted] is not due any funds due to his fraudulent, unfair and deceptive practices to consumers and this owner Sincerely, [redacted]

I am rejecting this response because:  Mr. Y[redacted] is harming consumers with unfair and deceptive practices. Included in these practices is dishonesty. Mr....

Y[redacted] failed to provide a signed written agreement/contract  from owner as required including the disclosure per RCW 18.27.114  because the owner never signed any such documents/agreement/contract. Mr. Y[redacted] took $10,539.01 from the owner and failed to refund to the owner when requested repeatedly when Mr. Y[redacted] would not issue an acceptable agreement between parties. Mr. Y[redacted] inaccurately and dishonestly has stated that he was contracted with the terminated General Contractor and not the owner - this is false as Mr. Y[redacted] received and cashed $10,539.01 from the owner only and a copy of the cleared check has been presented to the State of Washington Attorney General and compliance division. Mr. Y[redacted] has signed a legal document under the penalty of perjury that he has a signed contract/agreement with the owner and he cannot produce such document as the owner never signed any such agreement. Mr. Y[redacted] is requesting payment for the unacceptable work of cabinet installation under his company Sunrise Kitchens LLC which is unlicensed and not bonded of $3255.00.          Mr. Y[redacted] is required to remove any liens against this homeowner and property due to his fraudulent operating procedures with some included above. Mr. Y[redacted] is not due any funds due to his fraudulent, unfair and deceptive practices to consumers and this owner.
