To whom it may concern: The customer brought in his Commercial vacuum cleaner to be service and was given a free estimate. The estimate given was as follow:Coupon service 14.00Clean roller areaClean bag areaBelt 3.00 Bag 2.00 Remove and replaceMotor filter 10.00 Remove and...

replaceCord 24.00 Labor to install Cord 18.50 Total PartS 39.00 Total Labor 32.50 Tax 3.12 Total estimate S74.62The customer did not want us to replace the bag and the cord and was given a price without these items which was a total of $28.04, which he approved. Then customer changed his mind and wanted us to replace the Cord but not the bag. The estimate was $72.46. This estimate was approved and the work was done. When the customer came in to pick up his vacuum cleaner, he refused to pay for the labor charge to replace the cord, in the amount of $18.50. We took off the new cord and put his old cord back on his vacuum. The customer is expecting us to replace the electrical Cord without paying for the $18.50 labor charge to put it on. This is unreasonable request and we do not feel obligated to do so. He was charged the $28,04 to do the work that the customer originally agreed for us to do. Contrary to what he claims, the $18.50 labor charge was definitely included in the original estimate given to him which included replacing the Cord. When replacing parts is involved we must charge a fee to replace the parts. This takes additional time to do and requires an additional charge.Respectfully, [redacted]

I have reviewed the response made by the business in reference to complaint ID [redacted], and have determined that this proposed action would not resolve my complaint.  For your reference, details of the offer I reviewed appear below.
This is simply not true. As previously stated, the tech I spoke to did not include the labor charge in the oral estimate given to me. And, as previously stated, I repeated the total back to him several times to verify the amount. Anyway, I'm done with this. I don"t expect anything from this company. I would just like my complaint posted on your website.Regards,

Review: We had a solar pool heating system installed on May **. We have gotten ineffective results from the heating system. The water is not coming back into the pool discernibly warmer than the water already in the pool, and our suspicion is that the water is passing through the panels too fast to heat up. We have been contacting the company for almost 2 months now. We twice have scheduled appointments to have someone come to the house to look at the system. Both times we waited a week for the appointment and both times no one showed up. Alternately the office staff attempts to tell us that the results we are getting from the system are sufficient, even though no one has looked at it. Promised return phone calls are made to us about 1/3 of the time. The rest of the time we have to call or e-mail to get someone's attention.

After 6 weeks of conversation and "meetings" within the company, a decision was made to install a sensor to determine what the water temperature is when it is coming off the roof. After 2 weeks of delays in receiving the sensor, Sunshine Solar has now had it for 3 days but it has not been installed even though we were told it would be installed the day they received it. After calling the company again this morning, we were promised a call back today with an installation date and no one contacted us.Desired Settlement: We have repeatedly asked for a plan to correct the speed of the water passing through the panels. This might involve reducing the size of the pipe so that less water can move through it, or diverting some of the water so that the pressure pushing the water on to the roof is slowed down, enabling the water to stay on the roof longer and heat up. We understand that the company wants to test the temperature of the water before taking any action, but 2 months have gone by and we don't even have a potential plan for corrective action. We don't even have the sensor installed yet.

We do not want to determine the fix - we are not engineers. We also do not want a solution that puts a strain on the filtration system, which has worked beautifully and without any problems since it's installation 4 years ago. We want prompt responses, and would like this resolved before the end of July. I have correspondence that summarizes the promises made to us and the dates of contact.

Response:

I have reviewed the complaint from [redacted] and want you to hear our side of this story. The customer had solar pool heating installed and was not happy that it was only getting up to 90 degrees. In most cases a custoemr that was getting 90 degree temperature is someone we would use a a reference. She insisted that she knew best and that the flow was not correct. Her feeling was that because the temperature was set at 95 degrees she should be getting temperature that hot. We did in fact order this extra sensor thermometer which we have only installed one in all our installation and that was for a commercial pool. We did not charge the customer for this thermometer which she insisted on having nor did we charge her to install it. Even upon installation, and she saw the temperature from her roof and pool, she felt the difference shold be greater.

In our professional opinion, this is a system that is working properly and has been since the intial install. We have not heard from the customer again since we installed this thermometer sensor.

Response:

I have reviewed the response made by the business in reference to complaint ID# [redacted], and have determined that my complaint has NOT been resolved because:

I was disappointed to read distorted information in the response from [redacted] of Sunshine Solar, who is an office manager and not a technician. Please let me clarify a few things.

1.We began questioning the efficiency of the system after the install in May. During several days of 90+ weather early in the summer, our pool never got over 82 degrees, which seemed inconsistent with the claims made to us both verbally and in the company literature we were given. If extreme temperatures did not produce warm water, we did not see how the situation would improve.

2. We did not "insist" on having any sensors installed. We asked if the temperature of the water coming off the roof could be measured, because it did not feel discernibly warmer than the water already in the pool. We were told that a sensor would be installed (which took well over a month to occur). I had already held a thermometer in the stream of water coming in from the pool filter return and knew that it was about 2 degrees warmer than the water already in the pool. I told both the technician, [redacted], and the salesman, [redacted], but they said that they wanted to install the sensor to be sure. To imply that the installation was generous and that we should have been charged for it is ridiculous.

3. It seemed to us that water passing through black tubing over a hot roof in full sun should be more than 2 degrees warmer, especially since we had more than enough collectors up there. Even a garden hose has hot water in it when it sits in the sun.

4. [redacted] seems to imply that the sensor accomplished something. It only confirmed that the water coming back into the pool was about 2-3 degrees warmer than the water in the pool. It did not correct or alter the results in any way and in our opinion wasn't necessary as we had already determined this. She also was the person that told us the system was working correctly before anyone had even come to the house to look at it, which took a month. We're not sure how she could know anything about it, sight unseen.

5. We were told by [redacted], the salesman, that he wouldn't even swim in a pool under 85 degrees, and up until July we never reached that temperature.

6. Since the literature promises that the usable season would be extended by using this system, it seems like a misleading claim. Our pool did not heat up until we had consistent hot weather both during the day and during the night in July. With temperatures that high the pool would have warmed up without the solar heat.

7. It is suggested that the use of a solar blanket will enhance the warmth of the pool early and late in the season - this is actually a requirement, as far as we can determine. We were not told that our results would be poor without it.

8. [redacted] gave us the name of an engineer at Heliocol, the panel manufacturer. He was very helpful and informative, and explained some of our questions far better than anyone at Sunshine Solar. He had concerns about the installation and believes that we may have water moving out of the collectors too quickly on one side. He told us to go up on the roof and feel the tubes to see if they are warm, which would mean that there is no water in them. We have not had the chance to go up there - we have to borrow a ladder.

9. [redacted] also showed us that there is a way to restrict the water flow, which was already on the filter. If someone would have come out promptly, we would have known that before we had to file a complaint.

10. Bottom line - this complaint was filed because after 2 months of our calls, lack of response, missed appointments and no explanations, we were not being taken care of. Also the performance of the system is very spotty and this is not made clear in the literature, In fact it even says that the water will heat when there is no sun out, and that is completely misleading. We will experiment with the water flow, and probably purchase a solar blanket so that we can maintain some warmth in the pool when the temperature drops to the low 80's out.

11. At this point we do not expect that Sunshine Solar will do anything further for us. Their customer service after the sale was very poor and we would never recommend them to anyone. They also need to tone down their pamphlets and literature to be more realistic to what the homeowner should expect, especially when the weather is not very hot.
