I had a medical service at one of SUNY Downstates clinics on 8/**/2012 (account number [redacted]).Turns out my student insurance was expired and I had to pay out of pocket. They sent me a bill of $2300, and I could not afford it. I had lots of other Doctor share bills and mammography and medications that I paid out of pocket too. but this one was too much and after discussing a hundred times I wrote to their charity care. I did not get any reply and they kept sending me the bills again and again. Therefore to avoid the late payment fees and credit issues, I paid $500 and I asked them to give me some time to pay in installments. a couple of months later, on 7/**/13, that charity care got back to me with this decrease of the bill to $119. since then I have been calling them and asking for a refund, I never got an answer. Last time was two weeks ago, they told me that there is no [redacted] and SUNY Downstate is having financial problems and they will get back to me! It seems like they never placed a refund order for me. That's why I am writing this to get some help.

Review: In July of 2012, my doctor at LICH, [redacted], ordered two tests to be completed by SUNY Downstate Medical @ LICH Clinical. These tests were: (1) Procedure code [redacted], dated 7/**/12 and (2) Procedure code [redacted], dated 7/**/12. I received billing statements for my $15.00 copays for these tests dated 10/**/12 and 10/**/12, respectively. I paid the $30.00 total that I owed and my checks, from Wells Fargo bank #[redacted] and #[redacted] were cashed by SUNY Downstate Medical. My original account numbers for these two services were: [redacted] and [redacted]. Due to an error on the part of SUNY Downstate Medical, I received duplicate statements for these same services dated 11/**/12 and 11/**/12; at the time these were mailed, I was living out of the country and my mother, who was managing my mail in the USA, received them and paid another $30.00 thinking my payment had not already been made. My mother's check, from Citizens Bank #[redacted] was also cashed. At this point, my family had overpaid by $30.00 for the services rendered last July. Due to a further error on the part of SUNY Downstate Medical, I received a collection notice for the payment of one of these tests dated 1/**/13. At that point, I called SUNY Downstate Medical and spoke with a representative named [redacted] who told me there had been an error. Since there had been two original dates of service (7/**/12 and 7/**/12), she told me, I should only have needed to pay the $15.00 copay once for each of those dates - a total of $30. She further told me that I would receive a refund for the $30 overpayment my mother had made. This was in March, 2013. After a month and no further action, I called again on 4/*/13 and spoke with a representative named [redacted] who told me that while she did not oversee refunds, she assured me that a refund was in progress. It is now July and I have received no refund. The following is a list of all account numbers I have seen printed on statements relating to the two tests performed last July: [redacted] I am unclear as to why my account number changed with each statement I received, or why when checks are being cashed by SUNY Downstate Medical, there seems to be no concern on the part of the company to make sure the money received is credited to someone's account. I was annoyed when I received a collections notice (a threat to my credit score) when SUNY Downstate Medical is still sitting on $30 of my money that they never should have received.Desired Settlement: I would like to have my $30 overpayment refunded, as I have been told the company would do twice now (most recently on April *, 2013).
