To whom it may concern:
I was contacted by [redacted] to check an apartment which had been without power for 2 plus years.  i asked why it had been dark for so long and was told that the old tenant had done a lot of...

damage.  I am [redacted] cut/tap and meter certified and told [redacted] this.  I went to inspect the apartment first visually, finding the walls intact and no obvious wires missing, and then by jumping from 1 circuit panel to the other to temporarily energize the apartment.  I then plug tested the apartment and found several safety issues.  Specifically; an ungrounded 2 prong duplex in wire mold in the living room, the washer outlet had reverse polarity, the refrigerator outlet had a broken face so that someone could easily come in contact with with the internal contacts and receive a shock, the bathroom GFCI had no ground and in the child's small bedroom an outlet with reverse polarity.  The [redacted]'s did not want to pay to have these problems fixed.  I told [redacted] how to correct the problems, even suggesting that he correct them before the power was turned on to avoid his being shocked.  After the inspection I contacted [redacted] and was told that [redacted] knew that a Certified Electrical Underwriter  had to do the inspection.  I contact the Inspector that I normally do business with and put him in contact with the [redacted]'s.  I did a safety inspection, found several unsafe conditions and so should have been paid.
I am responding to this complaint so that if the unsafe conditions were not corrected and there is a problem in the future then the [redacted]'s cannot claim ignorance or blame anyone else for it.

Review: I contacted [redacted] online looking for and electrician certified through [redacted] to do a safety test on and apartment for a tenant to have electricity turned on. I was charged $150.00 for the test which was useless to [redacted] because he was not certified to do a line safety test for [redacted] and then referred me later to another company that had the power to do the safety test and approved and authorized through central hudson. So I gad to have a 2nd test done in which I paid another $100 because the company felt bad about the experience with [redacted]. After speaking with [redacted] about him taking $150 from me knowing good and well that he was never authorized through [redacted] to do the safety test and took my money for a test that was worth nothing to [redacted] because he was not certified or approved to do a safety test. [redacted] stated that I did not understand how the business works. All I know is that [redacted] was fully aware from the beginning what I needed done and the report had to be sent to [redacted] and he needed to be authorized to do the safety test so that power could be turned on. I am out $150 by a dishonest [redacted] that misrepresented himself as a authorized [redacted] certified to do safety test on electrical line that was not worth the paper written on. I want my money back.Desired Settlement: I want my $150 back because the service was not fulfilled due to misrepresentation.[redacted] was not certified to do a safety test needed by [redacted] to have power approved and authorized to turn on. The test done was not worth anything to [redacted] because [redacted] was not certified to do the test nor is he authorized.
