We are working on *** ***'s complaint internally, we have a key person on vacation that has delayed the processWe will be contacting *** *** next weekand Tell us why here

I am glad to have a chance to respond to the concern submitted by Ms***, a custodial parent whose back child support case was placed with NCS for enforcement. Since 1992, NCS has been providing enforcement services to both government child support offices as well as private
custodial parentsNCS has worked over a dozen-government child support enforcement contracts yet also represents private custodial parents in certain jurisdictions where we do not currently have government contracts. NCS has successfully enforced millions of dollars for thousands of custodial parents. To clarify our operating policies as outlined in our contracts with our clients, our clients never have to pay any money whatsoever for our services, upfront or otherwiseThey have no financial risk in NCS’s attempts to enforce. The risk is NCS’s risk and again never our client’s. NCS can spend countless hours working a case yet never be successful. When this happens, we do not earn any fee or even cover our internal costs for working the case. As such, we carefully pick and choose the cases we accept and screen them by talking with the potential clients prior to agreeing to accept the casesWe expect our clients and government offices to work together towards the enforcement of back child support Based upon conversations with the NCS staff had with Ms***, she signed a contract with NCS on June 3, 2013. NCS reviewed and accepted Ms*** contract on June 19, As standard operating procedure, NCS sent a letter on June 30, to Ms*** home address and an immediate background investigation was commenced with the goal being to verify the location of and the income and assets of the debtor. Numerous databases were searched including but not limited to the credit bureauNo stone went unturned in our attempt to verify the income and assets of the debtor NCS was successful on locating the debtor soon after placement. Collection efforts and strong demand letters were sent to the debtor A standard procedure at NCS for several decades and as outlined in her contract, Ms*** agreed that: * Fees for Services. I will receive sixty-six percent (66%) of all payments made by the NCP on my behalf until the DELINQUENT ARREARAGE I placed with NCS is collected. I will pay NCS a commission of thirty-four percent (34%) of all payments received by any government child support office, or me directly or received by NCS. Should the AP refuse to voluntarily pay me the child support I am due and legal action becomes necessary, I understand that NCS will notify me as to how to proceed. I will allow NCS to retain from any amount collected the percentage commission due NCS at that time. NCS will remit to me the net balance of such payments, less commissions, twice a month * Cooperation. I agree to fully and openly cooperate with NCS in its efforts to collect the DELINQUENT ARREARAGE on my behalf and in particular to do each of the following: ** I will deliver to NCS all SUPPORT payments that I receive directly so NCS may properly account for those payments and collect its commission and refer the non-custodial parent to NCS for discussions; ** I will sign supplementary documents, if necessary, from NCS. These documents may include, but not limited to, a change of address notice to the Child Support Enforcement Agency, and a statement of arrears request for the Child Support Enforcement Agency NCS can email Ms*** a copy of her application and signed contract to help refresh her memoryNCS’s position is to follow the contract that Ms*** signed I trust this disposes of any questions of NCS withholding money. If not, feel free to call me Sincerely, *** *** Chief Executive Officer National Child Support ***

The information you received in the letter provided by National Child Support was NEVER provided to me at any time during my dealings with National Child Support (NCS) I never received any letter, updates or correspondence or information of any kind after the date I signed the contract with NCS The information that I provided to NCS was simply informational "leads" that I had obtained through various family members, etc I told them that at the time I provided the information and I was very clear about that My son told me his father had contacted him and told him he was a member of *** *** (**), was attending meetings in the southern San Diego region, was living in a trailer on his sister's property in Del Mar, California, which is close to the California/Mexico border, and was working as a carpet installation person for a carpet company in the Southern San Diego area *** *** has most likely obtained a social security number or has located a company that will allow him to work either, "under the table" or as a contractor instead of a company employee The problems arose when I began to ask NCS questions about their progress on my case and when I began to clarify information that I had previously provided to them They took that as me being "unsatisfied with their services" and promptly severed the contractual ties we had without further discussion Had NCS provided ANY of the information they provided to you in their letter, there would have been no problems and no further questions on my part They did not even have the common courtesy to respond to my email requests for information One of the email addresses they provided to me to direct my questions to was not even a valid email address and my emails bounced back to me There are many agencies available to assist in the collection of back child support and I interviewed many of them prior to deciding to go with NCS One of the contractual agreements was that I could not employ more than one collection agency at any one time I needed information from them about their progress so that I could make a decision about continuing my relationship with them It is my opinion that when you employ an entity to do a job for you, they should be able and willing to provide any progress made to you so that you can decide if you wish to continue working with them or if they need additional information from you, etc Communication is key to any successful business or entity The communication from NCS broke down almost immediately and every time I contacted them, it took two or three times before they would answer me and even then, the tone of the communication was one that I was "bothering" them That is no way to run a business It is also unacceptable for a business to sever a working relationship because a customer asks questions about their case.In conclusion, I find the actions of NCS extremely unacceptable It appears that my case was too tough for them and they were looking for an excuse to bring matters to a conclusion with my case and they used my communications to them as just that....an excuse I wasted time and effort trying to work with this company, who, by the way, were going to take one-half of anything they collected for me They just should have been honest and told me the case was too tough for them and their limited resources They knew the case was based out of California when they took it on They would have been fine with it if it were easy to collect on Not a good company and a big waste of my time and effort
