Complaint: [redacted] Good afternoon, In response to Mr [redacted] ’s message submitted on August 17, “We installed this roof for the previous homeownerHe was satisfied with the work and paid us in full.” Tarrant Roofing failed/refused to file the required permit with the City of Richland Hills for the work done for the original owner on November 21, Verifying the installation accuracy and integrity of the roof installed would have been done via inspection by a certified professionalHowever, Tarrant Roofing’s failure/refusal to comply with city ordinances calls into question the integrity of the company as well as those representing Tarrant RoofingThis is evident when the sales rep advised the current homeowner a permit was NOT REQUIREDThe previous owner was neither certified to perform roofing inspections nor was he physically able based on his age (83) and illness to access the roof to thoroughly inspect the final productHe was a man who took people at their word and expected them to do what they actually said they were going to do“Unfortunately, this homeowner passed away and the house was sold.” The death of the previous owner is unfortunateHowever, why would Mr [redacted] refer to the house being sold with the term “Unfortunately”? “We received a call from the current homeowner and she was reporting several leaksWe sent our installer out to diagnoseHe was not allowed on the house.” The installer showed up at the property without a ladder to access the roofIn order to inspect a roof, a ladder is neededA ladder is a standard piece of equipment required for a roofer to perform their jobA homeowner is neither responsible to nor obligated to provide a ladder for an installer to access a roofWhen a homeowner is expected to provide a ladder, prior notification and authorization at the time of access to utilize the homeowner’s ladder should be requested ” We then sent a different repair man out who was allowed to get on the roofHe found three areas that were shown to himTwo of the reported areas were outside the home along the patio cover and the carport.” The young man sent to inspect the roof was showed multiple areas (way more than three), including one area actually leaking and a potential second area with a leak in the back Northwest corner of the homeMr [redacted] was ONLY willing to address three of the areas after speaking with the repair man whom actually inspected the roofThe repair man also indicated he was hesitant to do any repairs instead of the actual installer, because he would then be liable for the entire job/installation“Two of the reported areas were outside the home along the patio cover and the carportThese were due to bad design of the add-onsWe never worked on these sections, as they were not part of the roof replacement.” The original sales rep committed to have the areas leaking between the house and the metal patio cover repairedThe carport was clearly part of the original roof replacement done by Tarrant Roofing, as shown in the attached diagramThe installers have also attached flashing to the patio cover, which is work performed in the area“The third area, we found a seam that had not sealed properly and addressed this.” The third area(s) along the seam were addressed at the time the roof was completely torn off after speaking with the owner of Tarrant Roofing“We replaced rotted wood on the fascia trim in several areas, we returned to replace more that she was concerned aboutAll rotted fascia was to be replaced per the verbal agreement with the owner of Tarrant RoofingAs per the text from Mr [redacted] there is still rotted wood requiring replacement, this is required in order for him to fix the flashingSee attached text message from Mr [redacted] “I have been trying to make an appointment with the homeowner to address pictures she sent showing some rotted fasciaDue to a death in her family we have been unable to meet at this time.” A final walkthrough has yet to occur with anyone from Tarrant RoofingThe sales rep advised on May 30, 2017, she would do a final walkthrough with the homeowner and the sales rep would contact the homeowner to scheduleOther than the request for inspections, the first request by Mr [redacted] to do a walkthrough was received on August 11, This is after Mr [redacted] sent the homeowner a text stating “This is [redacted] with Tarrant RoofingI wanted to come by Monday evening between 5:and 6”This message indicated he only wanted to come byIn order to find out the reason for the request, the homeowner asked via email “Will you please provide an agenda for the visit request?” This is when Mr [redacted] advised “I am wanting to meet with you and walk the property regarding the photos I received.” Attached below are the photos Mr [redacted] is referring toOnce again Mr [redacted] clearly states there is some rotted fascia, which the owner MrLeveret agreed to replaceThere is an area where the flashing is fastened down to the fascia replaced by Tarrant Roofing showing water running down the flashing onto the fascia, when the purpose of flashing is to deflect water away from the fasciaThere is another photo showing where the repaired and replaced fascia has already separatedStill another photo clearly shows the flashing resting/sitting on top of the repaired/replaced fascia rather than over the fascia to protect it from water damageThe last photo shows where they have two different installation methods used for the flashing and the corner is clearly exposedDue to a death in the family of the homeowner and other appointments previously scheduled during the week of August 14, the homeowner was only available to meet with Mr [redacted] at 7p.mon Monday, August Understandably, this was late and Mr [redacted] was unavailable to meet at this timeThe only previous meetings requested were for inspectionsWhile specific inspection times and notification were requested through the City of Richland Hills, the actual time of the inspection was up to the inspector/company the city contracts withIt’s concerning that the first actual walkthrough was requested on August 10, rather than prior to the first inspection The homeowner is available to meet with Mr [redacted] for a walkthrough on Friday, September 1st at either 6:a.mor 5:p.mRespectfully, Ms [redacted] Richland Hills, TX

following statements are my accounts of working with *** *** on her home
restoration after a hail storm.We signed a
contract and I walked through the install process about clearing the home of
vehicles, animals, and personal belongings so they won't be
damaged.After
signing the paperwork to agree for Tarrant Roofing to work on her home, I
called and sent her a message to do a walk-through of delivered materials the
day before the roof was scheduled to be installed.She sent me
text messages saying that she was in a meeting and would have to meet later in
the eveningI showed up at the agreed upon time and found that she wasn't
homeI called and messaged her without a responseI went to the house and
verified that all the materials were there according to plan.The next
morning of the roof install, I got a call from the roofing crew advising that
her dogs were in the back yardI then called *** to request the dogs be put
up as we discussed, but she didn't answer.I got there
a few minutes later, knocked on the door, texted and called her but no answer
At this point we had the front of the roof off and the dogs were in the back
yard.So, to
protect her home, I went to the back and knocked on the doorI found that the
back door was unlocked so I let the dogs in the house to protect against
debris.After
examining the roof, I left and got a call shortly from the roofing crew that
the dogs were in the back yardI went back because *** must have been home.I went to the
front door and knocked and called her cell with no answerI let the dogs back
inside and waited*** opened the back door and tried to let the dogs outI
asked that she not leave them out as we need to finish the roof as agreed upon
our contractShe apologized and informed me that she was out with friends
until 4am, that is why she didn't hear he phone or answer the doorI reminded
her that we needed to meet that evening to go over the roof and when she signed
off on the completed roof, she would make her 1st payment.I showed up
in the evening with no returned phone calls nor did *** answer the door to
review the completed work, so I did a walk through and left her a bundle of
shingles in the back yard walk way so no one would steal itI also collected
all the windows screens that were paid for on the insurance claim to have them
repaired.I made
multiple attempts to do a walk through but no response from LoriI completed
the window screens and had them installed, when I communicated that the work
was going to be done, there was no response.When we
scheduled the gutters to be installed, there was no response in phone calls,
door knocks, nor text messages.When we
scheduled and completed the fence stain, there was no response in phone calls,
door knocks, nor text messagesWe left the extra stain so she could know the
color we used.On 10/16/16,
I asked to do a final walk through with *** and collect final payment as
*** has sent all proceeds.She sent me
an extensive text message stating that she would have an attorney contact me
but would not say who or when they would contact me.I sent her
follow up text messages and phone calls on Oct18th with no response.I was
advised by my office to inform her that we needed to meet to review the completed
work by the 21st and collect payment, otherwise a lien would be filed on her

to reply that she wouldn't meet with me, and that I would be reported for
putting a lien on her home. *** ***

Update as of Thursday, July 20, 2017: Attached is a copy of the most recent inspection Once again, the roof failed the third failing inspectionAttached is the Letter to Certify provided by Tarrant Roofing on company letterhead stating the shingles and flashing are installed per manufacturer's installation instructions and the IRC The most recent approach utilized was a Band-Aids method to make corrections in order for the roof to pass inspectionScrewing down the angled edge of the drip edge portion of the flashing defeats the purpose for installing a drip edge flashing See the attached photos The Band-Aid methods utilized is surprising and concerningEspecially when during the conversation with *** ***, Owner of Tarrant Roofing, on May 24, he said: “Once there have been multiple, multiple, multiple attempts and we’re still at an impasse…just tear it off and redo itThere are too many Band-Aids on something that needs a castWe’ll just tear it off and redo it.” As of today, still awaiting copy of hand-written paperwork for materials signed on May 30, 2017, with *** *** (only the original was available - without a copy for customer)Request for document made to *** *** three (3) times beginning on July 12, Only a partial copy of the document was able to be photographed on May 30, See attached photo. We wanted to touch base on the [redacted] negative review. Our contract was not with her. She was not included in the original transaction. We have spoken with her and we are taking care of her today. We are redoing her roof.

This message indicated he only wanted to come by. In order to find out the reason for the request, the homeowner asked via email “Will you please provide an agenda for the visit request?” This is when Mr. [redacted] advised “I am wanting to meet with you and walk the property regarding the photos I received.” Attached below are the photos Mr. [redacted] is referring to. Once again Mr. [redacted] clearly states there is some rotted fascia, which the owner Mr. Leveret agreed to replace. Due to a death in the family of the homeowner and other appointments previously scheduled during the week of August 14, the homeowner was only available to meet with Mr. [redacted] at 7p.m. on Monday, August 14. Understandably, this was late and Mr. [redacted] was unavailable to meet at this time. The only previous meetings requested were for inspections. While specific inspection times and notification were requested through the City of Richland Hills, the actual time of the inspection was up to the inspector/company the city contracts with. It’s concerning that the first actual walkthrough was requested on August 10, rather than prior to the first inspection.   The homeowner is available to meet with Mr. [redacted] for a walkthrough on Friday, September 1st at either 6:45 a.m. or 5:45 p.m. Respectfully, Ms. [redacted] Richland Hills, TX 76118

I am rejecting this response because:Resolution and communication with Tarrant Roofing remains in progress. A request for a third inspection was made this morning through the city. Scheduling this inspection was pending the letter from the contractor on company letterhead stating the shingles and flashing are installed per manufacturer's installation instructions and the 2012 IRC as required per the previous inspection. (see attached) A copy of the inspection and any additional notes will be sent to [redacted], Dispute Resolution Specialist with the Revdex.com, after the third inspection.

As of today, the current homeowner has yet to meet Mr. [redacted], Owner of Tarrant Roofing, in person on site or otherwise, The homeowner has communicated with Mr. [redacted] via text, phone, email and voicemail. Therefore, the statement "[redacted] has met her once for sure on site" provided by Mr. [redacted] is inaccurate.As per information received direct from the manufacturers, Tamko & Certainteed, a new warranty is to be issued to the homeowner of record at time of installation of new product. As of today, the current homeowner is still awaiting new warranties for the installation of new Tamko & Certainteed products. Certainteed also advised the product detail MUST be included on the warranty, this information was omitted from the warrant for the previous product installation done on November 21st, 2016. The homeowner looks forward to receiving the original warranty forms as soon as possible and/or prior to the scheduled meeting with Mr. [redacted] at 6:45 a.m. on Friday, September 1st, 2017. Respectfully,[redacted]
