after tenant moved out Oct1, but it had to have a walkthrough inspection by Hannibal Housing to have assessment of condition of property vacated after a year tenancy by their clientThat inspection was scheduled for Monday, OctI never told her the duplex was going to be ready OctI told her the former tenant had lived there 5+ years and we had to do a complete renovationShe filled out the application and left it in the drop box 9/21/After I got the background check report 9/23, I called her and said her application was approvedI also had two other applications for this duplex, and I told her it would take about two weeks to do the exterminations and renovations, plus replace window and most floor coveringsShe stated family did not want her to remain at their home
I had told her the tenant in the lower unit was an assistant football coach at the local school, and she stated that was perfect, as her son played football and would like living near a coachShe stated she wanted the duplex for sure and asked that I not rent it to anyone elseMy answer was that I would not hold any property for anyone unless the person put up a non-refundable holding deposit, as I had been stung before by people changing their mindsI told her that when she rented the deposit could be used for rent or damage depositShe is mistaken about when I saw her at a local beauty shop as Octwas a SundayI showed her the pictures of the unit taken before last tenants move-in, and told her we would restore the duplex to that conditionIt was approximately Sept 29, when I showed her the picturesOctober 3, 2015, I picked up the holding deposit from the drop-boxI had no further contact with her until October 14, 2015, when I told her the new carpets were being laid that day and I could meet her Octto do the leaseI told her she could move in the 15th, and the lease would start the 16thShe met me and walked thruWe discussed the placement of beds, etcThe crew was there finishing the final scrubbing and touching up two closet doors the carpet layers had scratchedI told her the new oven handle was going to be installed early the 15th by my husbandShe stated she couldn't come up with the rent and get the utilities turned onShe then stated she couldn't give up an eleven year old cat left to her previously by her grandmotherI reminded her that Taylor Properties has a no pet policy, and she could not bring the catI did however offer to let her use the holding deposit for rent and I would divide the damage deposit payment over two monthsShe said "NoI will just take my deposit back." I told her the deposit to hold a property and not show it or rent it to anyone else was non-refundableThat was the reason she was required to put up the depositShe said she had short term memory problems and could prove it with a doctor's statementI told her she must have also forgotten the no pet policyShe called me the next day and said she was coming to my office on Third Stto pick up her depositI told I did not have an office on Third Stand never hadI did tell her that I was trying to call the other two persons who had applied, but that after she put the deposit up, they were notified the unit was no longer availableBoth persons had already rented other properties when I reached themI have been showing the duplex, but most people don't want to rent until the first week of the monthI did tell her that when I get it rented, I would settle with her by pro-rating the days I lost due to her announcing the pet cat and not having saved back the money for utilities and rentI would like for you to look at our websiteThe address is www.hannibalrentals.com
It is very clear that we do not accept petsShe conveniently left that question blank on her applicationI am a fair person, but she knew when she had to have the money to complete the leaseShe did not check with the Hannibal Board of Public Works regarding the deposit they require until the 15th of OctoberI do not feel my husband and I are to blame for her changing her mind, and not being ready to rent on the 15thI still plan to give her back any money left from the Holding Deposit if I get it rented prior to November 16, 2015, but not because I owe it to heronly because I feel it would be the fair thing to do

There was no verbal agreement to hold the apartment and not be able to show it the apartment was completely destroyed by previous tenant and was not even allowed to show because she did not want me to see it due to the damage that was done to it I did speak with her about trying to see it that is when she wrote me pictures of a completely different complexI have already spoke with an attorney and AM moving forward with small claims court since no legal documents were signed and the apartment was in no shape her exact words were other destruction she was unable to show or rent to anyone before the 5th and 14th was when I want to look at itI did call about the deposits she told me that they average around 175-Also said that it was a high efficient apartment which was not true it had an older and heating system that I had ever seen and the air conditioner was a built into the wallThe deposit was going to be over $for the duplex just for electric only and when I asked about previous months and how much it rain they had three to four months where it ran that is really came up with the deposit
