Review: Took a loan with Butte County Housing Authority. Was offered a choice of 3 General Contractors. Leaned on to take lowest bid. Work not up to code. Installing new bathtub, wood rot covered up. [redacted], Housing Authority, said "not bad enough to fix". Leveling under house, charged for 6 piers, installed 2. [redacted] verified good work of 6 new pours and piers. Cement poured on top of ground around pier. Does not penetrate ground. 3 Notches cut out of one beam to accommodate uneven floor. Unbalanced tilting Piers support 2ft to 5ft beams. Approximately 8ft foundation poured on side of house. Sheetrock and a rock used as a form. Cement blowout under house. Cement not connecting with seal plate in some areas. Accepted by [redacted]. Many interior substandard items. My living room furniture has been outside for approx. 5 wks. Electrical complete but plugs uninstalled for approx 5 wk. Over spray entire length of room 1/2 ft wide on hardwood floor. No sanding of any imperfections, scaling, chipping prior to painting. Scratches on new kitchen floor. Hired painter, my understanding no license. Carries no workmans comp. Housing strictly enforces licensed subcontractors.Desired Settlement: I would like the work re done by someone else. I am under certain conditions and only have til August 15 to get all work done, per terms of the loan. This loan was to make home more valuable and I think it is devaluing it.

Mrs. [redacted] has been uncooperative and unreasonable from the onset of this job. We have had to have the Housing Authority intervene and act as a mediator several times, generally over items that are not in the contract to be done. She has continuously held up progress on the job by not having her belongings moved out of the way, which is her responsibility according to the contract. She has been rude and abnoxious, screaming obscenities and slamming and breaking doors. She made an agreement with the Housing Authority to not be on the job from 8am to 3pm everyday, yet she continuously shows up on a daily basis. Several subcontractors will not return to the job, unless they are sure she is not going to be on the job. All subcontractors license numbers have been given to the Housing Authority, no one is working here without a license. I have passed all County inspections on work completed to this date. All completed work has been over seen by the Housing Authority and Nevada County Building Dept..to their standards. Mrs. [redacted] seems to believe that she knows more about the construction trade than the licensed Contractors that are working for her and the Inspectors that inspect the job. She is constantly second guessing how I perform my work and is unrealistic about how much time it takes to do the work. She is expecting a new house from a house that could be condemned. I have discussed pulling out of this contract with the Housing Authority and she declined letting me leave, and requested that she finished doing all the painting. I credited her for half of the painting. This person seems to be very unreasonable since she tells you one thing and then the Housing Authority another thing.Sent on: 7/23/2015 10:44:38 PM

I am rejecting this response because: [redacted] work has been unskilled and unprofessional from the onset. He seems to think that the "Grades and Standards" contract doesn't apply to him. When I said "you are suppose to paint over a defective free surface". He says to [redacted] "she's talking about that other paper" with a dismissive wave. When observing Sheetrock dust over the entire floor, I say "the contract says you are suppose to paint in a dust free environment". He says,"my sprayer doesn't create any dust". Housing Authority has intervened twice at my request. I have stopped progress once for two days because the six piers he was suppose to place under my house to help level it are not sunk into the ground and he only put two new ones down One with a 1-1/2 ft beam under a four ft beam giving my house no support. I reques[redacted] he have a building inspector check his work before continuing. He may have passed inspections called on but Building inspector was not called and piers were not checked. My belongings have been in the front yard for approximately 8 weeks and I occupy one bedroom in the house. He has had two contractors on sight. Because of the quality of work by the painter I ask for him not to return until he show a license. It took approximately 3 weeks and several requests to produce a license. I do not pretend to know more about construction than a licensed contractor but I do know what the surface of a wall is suppose to look like and what he is giving me is not right. I do have a problem with how long it takes for him to complete a job. He tore my only bathtub out on July 8 and it was not ready to use until July 22. On July 20 he screwd in one shower enclosure wall. On July 21 he screwed in another. On July 22 he installed the bathroom window. On the 23rd he trimmed it. On July 24 he installed the glass enclosure doors. ALl days showed no other work. His work days are approximately 3 hours long He asked I not be on sight when I insis[redacted] he protect my newly installed carpet before continuing to walk back and forth on it. I am not a violent person and I have not slammed or broken any doors. I was recently informed that he told a friend of mine that I've turned the electrician away four times because I'm not ready for him. This has not happened at all. Also he said if I did not stop this complaint with the Revdex.com, he was going to make things hard on me. When admiring the good installation he had done on my bedroom windows, I realized they had been installed on top of a completely rot[redacted] out window ceil and it had been caulked and pain[redacted] to conceal it. The massive overspray on my hardwood floor makes it impossible to use them as an advantage when selling the place. Most of The cut outs for the plugs are bigger than the plate covers He has left beer cans on the ground and I have had to request in writing he not smoke marijuana on the job. Debris everywhere and screws in the driveway. August 15th is the deadline and he is pressuring me into signing a change order so he can tear out a deck for $3200. Unless they uncover something then it would be more. He wants to do this and then if time permits finish installing the windows. [redacted] sees nothing wrong with his finished product. [redacted] says fill a few nail holes. The contract says paint over a defective free surface. Am I to understand that the "Grades and Standards" contact doesn't apply? That nothing in the contract counts and only minimal unskilled work is necessary with no regard to safety?
