We took our dog, [redacted], to the Texas Animal Medical Center on October 2, 2013 to have her examined for a skin problem. The recommendation was to bring the dog back on October 15, 2013 for a biopsy. At this time we talked with [redacted], D.V.M. about the cost of the biopsy, we were told it would cost around $150 USD. We were under the impression that the $150 would include everything, we even asked to make sure. Over the weekend the dog started to worsen, so we called on the 9th and told her the dog's condition and she told us to bring her in and we would preform the biopsy early. After the biopsy was preformed, we went to pick up the dog and were told our bill was $350+, this was a surprise to us since we had been told the original price of $150. We spoke with [redacted] about the dispute of price and told her that we were not expecting it to be over $200 and that we were not in a position to pay the total amount. We were not offered any options and after a brief discussion I told her that we could pay $200 but would not be willing to pay anymore since it was not what was agreed upon in the first place. She agreed to accept the $200 for payment and went on to tell me that she would have to call the lab at Texas A&M to tell the doctor not to study the biopsy but to let the students preform the study and that now the test results would take an extra 2-3 weeks to come in. I told her at that point that I was no longer going to even pay the $200 which we had just agreed on because she just told me that I would be receiving second rate service . I walked out of the exam room back to the front office to ask the clerk for my dog. She said it was going to be $200, which I refused to pay. She withheld my dog and threatened me, by saying she was going to call the police and have me arrested for theft of service. The police arrived, Waco Police Department, and I explained to them what was happening. We talked with the officers and they explained that this was civil matter and there was nothing they could do to me, but since they were here they would like to try to mediate the problem, which we both agreed to. Officer [redacted] talked with [redacted] in private then came back to us to ask what we wanted as a solution. I explained to him that I would not mind paying the $200 but explained that I feel I would not be receiving what I am paying for. I explained that I would not trust her to send off the biopsy nor the results she told me and want to be able to receive a physical copy of the results when they came in. He went to talk with her, once again, and came back to say the agreement was now $150 and she would continue on with the service. I asked him to double check that we would receive the results and there would be no additional payment. He came back after confirming with her that the $150, if we agreed to pay it, would include the test result. Therefore, we paid the $150 for the service. We have the invoice that shows we paid the $150 which includes the biopsy report. Then today, October 30, 2013 we called to see if the results were in, and they were but they had to locate them and call us back. An hour later we still had not heard from them so we called them again and were told they had a emergency and have not been able to locate the results. We asked if we could just receive a copy of the results, that we did not need to have a appointment or speak with the doctor. We were told that we would not receive a physical copy that we would only receive the results over the phone. [redacted] returned our call later and told us the results, she would not let us ask any questions regarding the results, rushed through the results and we could not keep up, and gave us the diagnosis but we had to ask her to spell it. I called Officer [redacted] to ask him if he remembered the agreement we made with [redacted], he said yes. That we agreed to pay $150 and that included the biopsy results, but unfortunately he could not help us since this was a civil matter. I called her office, once again, to inform them that I spoke with Officer [redacted]. That this was not what we agreed to and we wanted to know if I stopped by the office if I would be given a copy of the biopsy result and was told no once again.
