The Atlantic at Brook Run has become the worst place to live. After living here for 3 years, happy, everything changed. The management and resident manager.Jean J[redacted],the new resident, bullied and arrest me and my family on a daily basis. My living environment became a very hostile environment I expected to see the police at my apartment each and every day two to three times a day sometimes for no reasons don't expect any help from the management company because they returned no telephone calls this is the worst place you could ever do do not bring your father or your mother or your aunt or your cousin or your friend or anybody you care about to live in this place they would not be happy here ever

There are (2) two retention ponds that are located on a separate
Land Use lot that is called Brook Run II and it is not yet developed. The (2)
two ponds when developed will have fountain(s) and maintained landscaping. This
is...

Phase II, and is not yet been started. Ownership of this second parcel of
land has obtained landscaping contact information to have the back section of
the property listed as Brook Run II mowed. This is still a construction site,
and is not yet been developed. This has been relayed to residents who brought
up a concern about it.
Building maintenance has been maintained over the 5 years in
operation. We have had PT (32) hours of service since we have opened in 2009.
We have recently obtained (40) hours per week, full time maintenance technician
promoted from our sister property The Atlantic at Twin Hickory and The Atlantic
at Charter Colony. Our maintenance technician is attending school full time for
HVAC Training and certification.
Common areas for cleaning have been maintained by Dynamic Works
Cleaning Company for (3) three days per week (Monday, Wednesday, and Friday)
and on site office I maintenance team cleans halls Tuesdays,
Thursdays and Saturdays as needed. They hire from their own sources and staff
the cleaning crews. We are invoices by Dynamic Works Cleaning and have been the
only hall way cleaning company we have used. They are fully bonded and insured.
Carpet cleaning is done by Elite Carpet Cleaning, and they are scheduled 7/1/2014 to clean (2) elevators and TV room.
Resident(s) who have an affinity for stray animal(s) have been asked to keep from feeding
the feral animals, to no avail. Family members have been contacted to help
resolve the issue that is an ongoing issue -We have cleaned up patio and back
landscaping of food daily as we enter the community. We have contacted [redacted] to
Neuter and return, but they are not accepting new persons on their list(s). We
have maintained close communication with family member(s) to resolve any pet
issues as they arise. Unfortunately 3 kitten(s) were found in drain(s) and were
removed by animal control the week of 6/15/2014. Signage is placed in common
area(s) to not allow pet loitering where food is prepared. This signage is
still there. Every pet complaint is dealt with at the time it is brought to our
attention and is currently being adhered to. Any trash is removed from commons
grounds on a regular basis as needed.
We have replaced a motor and added refrigerant throughout common
areas HVAC units as needed, and cleared AlC drain lines as needed. The fourth floor
hallway HVAC unit needs a part that has been ordered but not received. We have
a Regional maintenance technician that is HVAC certified that troubleshoot(s)
our a/c issues that is based out of [redacted] 
We provide transportation every Friday for a four hour block of
time (9:30-1 :30pm) to go wherever the resident wishes to go. This service is
obtained through [redacted], who is licensed and insured and is
invoiced directly to the property. This is a service we provide to residents
free of charge. We have obtained Care Van application(s) for resident(s) who
need curb to curb service daily via [redacted] online application, and we have
requested [redacted] to add The Atlantic at Brook Run to their Bus route which
currently stops at Azalea and Brook Road.
Our rent is restricted to a maximum allowable rent based on the
size of apartment home. We are in compliance with this amount and this amount
is displayed continuously in the community rental office. Annually, we are
given the current year's annual median income numbers from VHDA and is updated
and displayed in the office.
We have routine pest control is provided by [redacted] twice
per month. We inspect (19) nineteen apartment home(s) per visit. We have filter
changes and sprinkler head inspections and smoke alarm inspections annually to curtail any housekeeping, hoarding
concerns that may arise.
Senior activities make the building thrive and neighbors getting
to know one another regularly. We have monthly birthday parties, sponsor gift
basket(s), and offer book clubs. knitting clubs, art clubs, and walking /
health clubs. Resident of the month board features any outstanding resident in
their community and their photo(s) and biography are listed of their
achievements. Residents have created their own activities committee grass roots
to ensure participation in events they wish to participate in. We have
community involvement from [redacted], Tax Services and Flu Shots given by [redacted] and
Jewish Family Services have sponsored flu shots. We have hosted Life Line
Screening for health benefits for the area every year we have been open. Health
and Community Resource Network is a volunteer organization that we participate
in that does community service projects for seniors in the Henrico County area
of which we are a proud member of. We have hosted Tea Parties, Costume parties,
Thanksgiving Suppers for all the residents and pot-lucks. We have done
patio/garden club, horseshoe pit, garden area and car wash area. We have two
grills, and patio is open to do cookouts all summer long. Our community room
has been host to weddings, veteran honorees, and fashion shows. We have offered
free portrait paintings to residents and given reverse trick or treating (gave
residents sack lunches to every apartment home, vs. resident's handing out
candy). We have [redacted] Bread donate bread donations, and church groups
donate food every week for seniors who cannot afford to buy groceries at our
community on site. We also have a pantry in the commons kitchen for free.
Attached is a sample activity calendar. Residents work closely with community
office to do activities they wish to do. They have monthly meetings and have
voted officers to work with the community rental office.
Our community office is open daily Monday through Friday 8am -5pm
and is conveniently located on site. We have twenty four hour emergency
maintenance, and maintenance is on staff Monday through Friday 8am -5pm. Our
owner has an office on site and is on site every week. Our management company
is in Richmond and does periodic reviews and site visits.

Review: After contacting our Rental Office Mgt., the owner, and [redacted] Planning offices regarding: Stagnant, filthy water in retention pond; uncut grass and bushes around pond-over 4'high; lack of consistent, qualified building maintenance; lack of building cleanliness in hallways, elevators and community rooms; hallway heat over 85 degrees; allowance of resident feeding feral cats (3 dead kittens in drainage spout) with food being set out daily; allowance of residents having pets to poop on front lawns w/o picking up behind them; allowance of dogs in community area where food is served & distributed. Continuous complaints are brought to the management's and owners' attention w/o any resolution ever being given. The retention pond is a breeding place for mosquitoes, the tall weeds for snakes, wild animals, etc. We are fearful of health issues from the cats and wildlife. Yet my rent increases between $36-40 per year. Since the building opened approx. 5 yrs. ago with 120 units, there has never been a yearly inspection to curtail hoarders causing bug infestations. They advertise that the building offers transportation and senior activities (very misleading).Desired Settlement: Get management and owners to get INVOLVED instead of just receiving rent! We would like to see these above health and cleanliness issues handled and resolved. Clean and inspect the building and grounds - yearly rental increases are required yet nothing is received in return! Hire qualified staff (presently have limited cleaning in hallways and community areas from mentally-challenged volunteers), which leaves a LOT to be desired.

Concern~ "WHAT ARE WE PAYING FQR?"

Dear [redacted]:

In response to the 3-page letter from the above rental management company, I/we (residents of The Atlantic) are responding in detail to the respondent's attempt to "sugar-coat" the serious concerns of the perpetual downfall of the building and management operations.

2 Ponds VS. 1: I stand corrected in reporting that there is one (1) retention pond when the respondent stated there are two (2). However both ponds are still stagnant, dirty and with overgrown bushes surrounding them - Double trouble! There is no construction site in progress because the issue of rezoning the area will not be discussed until later in the year (said the Planning Dept. of Henrico County on Wed. 6/11/14 @ 2:55PM). They also stated that a letter was sent to The Atlantic management's office about cutting the grass surrounding the pond(s) 2 months ago, and no response to date. Needless to say, residents are concerned over mosquitoes, etc. from the overgrowth and leery to sit out back because of this; however, NO resident has been Informed of any old or updated information.

Bldg. Maintenance: I'm concerned over the fact that The Atlantic has had 8 part-time maintenance man since 2009, but stated (on page 3) that they have 24-hr emergency maintenance and everyday maintenance from 8AM-5PM. The respondent also stated that the new, 40-hr. maintenance man Is attending school full lime for HVAC training & certification. So how many hours does this untrained technician have for repairs in our building? How does he handle emergencies

while still learning? How long is the certification process, and what do we do in the interim?

Cleaning Companies & Responsibilities: The respondent puts much emphasis on cleaning the hallways. there's MUCH more than hallways that need cleaning - and not on an “as needed" basis! I would like to believe that part of my rent is going towards professional cleaners and not OJT (on the job trainees). If they are only cleaning hallways, why is there a need for them to be bonded? There are no treasures there. Please note that since 2009 (bldg. opening), the carpets have never been cleaned. However, since our complaint to Revdex.com, they are now scheduled to clean the 2 elevators and the Community Room - huh? One former maintenance man tried to patch-wash the Communily Room several years ago, that left a lot to be desired.

Affinity for Stray Animals: The respondent misused the plural noun for resident(s), when actually ills only ONE resident who is feeding feral cats. However, the word "animal(s) was used - Which Is probably more correct because feeding the feral cats has drawn other wild animals. Why, oh, why would the respondent ask the [redacted] to neuter and RETURN the feral cats (pg. 1)? I spoke with Officer Ashworth on Fri.. 6/13, and Officer Brook on Wed" 6/25 who Informed me that they were advising The Atlantic to purchase large cages for the feral cats within the next few days. They also stated that they told the management office that after the resident has fed the feral cats, she becomes the owner. Therefore, the cats become private property and the owner must license and tag each cat or be fined up to 5250 with a Class 1 Misdemeanor charge, The respondent advised me that she indeed contacted the family regarding this strange resident, and they were shocked that she was doing the same thing she had previously done in 2 other dwellings. Are we to believe that this resident is "UNSTOPPABLE" or "UNTOUCHABLE"?

The 2 signs regarding pets in the Community Room were taken down (by whom?) only after a day. The signs were never replaced and to date, certain residents still bring their dogs into the room without any disciplinary actions.

Transportation: I don't use the transportation system, but I am told by other residents that transportation to "anywhere" is a laugh. But I do have a concern - if the transportation company is being paid/invoiced by The Atlantic management, is 9 part of our rent allocated for this "free service'?

HUD and Rent: On several occasions I have asked the management to give a presentation to fully explain how rents are determined and raised. The information that was once posted on the manager's door is no longer there, and residents have no clue What the next rental increase is, nor what it's based on.

Pest Control: It is not the job description for the pest control personnel or the fire inspectors to check for hoarders. Why does management continue to ignore this vital issue?

Senior Activities: Although the monthly birthday parties are provided by management, all other activities are provided by self-appointed individual and church groups. The AACT Committee has been the ONLY group supporting one· time Tea Party, a one-time Costume Party, a one-time Fashion Show, pot-lucks and certain holiday dinners from their participants donating $2.00 per month. Therefore, money prohibits a lot of these fun activities and management does not contribute to these affairs. The horseshoe pit has NEVER been used; and, the garden was only for one summer and has been overgrown for 2 years. The grills are practically unusable due to not being cleaned. Therefore, cookouts are not an option, and due to the feral cats residing in the same area, residents are not willing to share their space. Management talks in plural about weddings, fashion shows, and honoring vets; however, these events have occurred only once! The results

of one wedding are that the husband is not allowed to live with his wife - she is on one floor and he's on another. I am sure there are issues we're not privy to, but why boast of this living arrangement?

Monthly Calendar: As the respondent stated on page 3, "the AACT committee voted officers to work with the community rental office", is very misleading! The only activity AACT performs with the management office is checking the availability of open dates and times for the limited activities. Please note that the July calendar has more new activities than before. However, these senior activities- without food- are poorly attended and given by self-appointed residents.

Where's the Owner? The respondent stated that the owner Is onsite - where? There is definitely not an "open door policy" here. Residents' only conversation with the owner is in passing and the only meeting with the residents occurred a few years ago when there was an issue of our drinking water smelling foul and tasting awful.

Nothing was ever done with that Management discourages any open forum to air grievances, refuses to hold any community meetings, and the owner acts as if the residents don't exist.

Further Action: I/we, the residents of The Atlantic @ Brook Run Senior Apts. are contacting the BBS because we are purchasing a product (rental apartments) without the full benefit of a complete return for our money. False advertisements continue to be posted raving about the perfect place to live, when actually it leaves e lot to be desired. We are disputing the quality and quantity of services rendered by the management and owner(s).
