The property and regional manager are requesting that renters at [redacted] property get packages delivered to their work place or pick them up from the post office. 10 days before Christmas. The facility has 3 agents and 2 maintenaince reps. Prior to ZRS Management, the facility had 2 agents and 2 maintenance reps. Nothing was ever a problem and services did not take 3 months to be completed. The same amount of vacancies at the complex are similar.

First email sent at 1pm on Tuesday, December 15, 2015. 10 days before Christmas:
Dear valued residents,

We kindly suggest that you have your packages delivered to your place of work or pick up from the local carrier office. As of December 21, 2015 we are not permitted to sign for packages on behalf of the residents at the leasing office.

We apologize for any inconvenience this may cause and we thank you for your understanding.

Second email sent the following day:
I am writing to provide some additional clarification regarding [redacted]'s package acceptance procedures. When ZRS took over management at the end of last year, we identified the community received a high volume of resident packages and a substantial amount of time was being spent daily on package acceptance and retrieval for residents. The decision was made to install a package locker system so carriers could access directly, improve notification to residents and pick up, while freeing up time for our Associates to focus more on asset management and preservation.

The 35 lockers that were installed are staying full constantly and it is again requiring the office team to spend a substantial amount of time consolidating lockers and handling the overflow. We ask that if you have been notified of a delivery that you make every effort to retrieve it right away.

With the increase in online shopping and services such as[redacted], who contracts with numerous carriers outside FedEx and UPS, deliveries are coming in throughout the day. We are unable to sign for packages as we cannot accept responsibility for deliveries being made. We are encouraging the delivery personnel to use the lockers as the first point of drop for residents and then to leave at the resident door if the lockers are full. This is a common practice for these carriers at single family homes. [redacted] couriers or private delivery couriers will be provided access to leave the package at the resident door as they have not been trained on the locker system.

The US Postal System does require that we accept packages that will not fit in the mailbox in the office according to the approvals received during the property's construction. However, we are not required to and are unable to sign for them.

We certainly don't want to inconvenience our residents with this change in policy and procedure, but hope the above provides a better understanding with our decision making process. ZRS does not want our Associates to assume liability for packages. Additionally, with a property of our size and the staffing available, we need to push back on the carriers that have been paid for the delivery service to get these items to residents directly.

Multi-complex high rises in New York with close to the same amount of rent paid here have better customer service and accept massive amounts of packages with no problems. So why can't this low-rise building with 6 floors and not all apartments are filled not able to do the same?

It is management's responsibility to accommodate their staff and hire capable, experienced professionals to fix their issues. Renters should not have to be inconvenienced for a human resources problem.
