Review: In late 3/15/ I ordered 2 tickets on-line to the World Music Fest sponsored this year by The Center for the Arts, Grass Valley. I have attended this event previously, and have both brought, and referred several people from my area as well. On 7/10/15 I learned from the results of a biopsy that I had an aggressive form of squamous cell tongue cancer which would require immediate surgery on 7/14/15. I immediately attempted to call the World Music Fest # @ ###-###-####, but no one answered. On &/13/15, I called again, reached a volunteer? who told me that the box office would not open until the next day. I left a detailed message re: the above, then followed up on 7/14 with a call from the hospital ,pre-op. and was told the Manager was not available so I left another message about my emergency and need for a refund. I was told the msg. would be given to the Mgr and that I would be called back. On 7/16, I called again(no one had called back) & this time was told that staff was busy with event planning and that the Mgr would call early the next wk. By 7/20, still no call, so I called again and finally reached the Mgr. She said the matter of refund had to be discussed by The Board of Directors and I would be called soon. By 7/24, still no call back so I had to call again! This time I was told by the Mgr. that the Board had rejected the refund! She said they were a non-profit and would not grant a refund for any purpose! As an option, I asked if I could, then, receive credit toward tickets for next year, explaining my previous attendance and support. I was denied once again!/As can be seen I was treated neglectfully(by non response, unless I initiated continual contact), and with total lack of consideration for me and my situation! To me this is unconscionable, and inhumane./I have copies of my tickets and summary receipt in the amt of $344. Pending the outcome, copies of this report may be sent to Office of the Attorney General of Ca., the AARP Consumer Advocate, and several other of my civic Orgs.Desired Settlement: I am expecting a full refund and an apology for the manner in which I was so shabbily treated! If this is not forthcoming, I will proceed with contacting the above parties. I am now facing Radiation and Chemotherapy Treatments, but I promise I will marshal the strength to rectify this outrageous and callous inconsideration!!!

The Center is very sorry to hear of Mr [redacted]’s health issues and wishes him good health in the future.Mr. [redacted] complains that due to an unexpected and urgent health issue he requested a refund for two 4-day passes he purchased to attend the 2015 California WorldFest (WorldFest) held on July 16 – 19, 2015 and that he was treated neglectfully when attempting to obtain a refund. In accordance with the Refund Policy for the 2015 California WorldFest, Mr. [redacted] is not entitled to a refund or exchange. The Center, however, is willing to make a one-time exception to this policy. As gesture of good faith we would like to continue with an exchange for 2016 California WorldFest tickets and we have communicated that to Mr. [redacted] directly in an email on August 22, 2015.Please understand our refund policy as follows:Refund Policy for the 2015 California WorldFest: The Center acquired California WorldFest in January 2015 and due to the fact the acquisition occurred after tickets sales were underway for 2015, the previous owners requested The Center honor their limited refund policy for the 2015 WorldFest. The wording below shows the refund policy for the 2015 California WorldFest tickets. This policy was displayed on multiple locations of both The Center for the Arts and the California WorldFest webpages: http://WorldFest.net/Ticketletter-2015.pdf Ticket refund deadline is April 30, 2015. Handling fee is non-refundable.The following language was also printed on every receipt, including the receipt that Mr. [redacted] received on March 31st 2015:Tickets may be returned for a full refund until Thursday, April 30th, 2015. No exchanges. The $2 ticketing fee is non-refundable. In the event of a cancellation for which there is no rescheduled date, a refund for this ticket may be issued at the option of the managementRefund Policy for The Center for the Arts: The Center is a non-profit, public benefit corporation. It is the policy to not issue any refunds as all proceeds go back into the community programming. As noted above, The Center made an exception to offer WorldFest refunds until April 30, 2015. The Center’s standard refund policy is displayed on our website and on all ticket receipts as follows: http://thecenterforthearts.org/tickets/ Refunds & CancellationsAll ticket purchases are final. There are no refunds or exchanges. Ticket Donations/Unused Tickets: Unused tickets may be donated to The Center For The Arts for a tax-deductible contribution up to one week prior to the performance. Unused tickets that are returned the night of or after the event are not eligible for a tax-deductible contribution. To receive a tax deductible receipt, please call the box office at 530-274-8384 ex 14. The Center’s response during Mr. [redacted]’s outreach attempts:Mr [redacted] stated he called The Center several times between July 14 – 16, 2015. Putting on an event of this magnitude for the first time meant the Staff and most of our Board of Directors were offsite, at the WorldFest location, between July 14th through July 21st. The Center’s office was closed during that time, but we did have volunteers taking phone messages. Besides Mr. [redacted], there were other requests during the same time period for refunds from different patrons who were unable to attend the festival. Most of the patrons cited medical reasons as their reason for a refund. The Center’s Management and the Board agreed to stand behind our modified policy of no refunds after April 30th for the 2015 WorldFest festival. After the festival was over, The Center’s box office was returning a week’s worth of calls in addition to serving patrons for the 4 upcoming shows at The Center’s main venue during the week of July 20th and July 27th. We are sorry that Mr. [redacted]'s call was not returned before he called back on July 24th. Management had started processing an exchange voucher for his 2015 tickets to the 2016 California WorldFest, but that paperwork was still in process prior to his call on July 24th, which caused an additional miscommunication.We hope this satisfies Mr. [redacted]’s concerns and that all sides realize that a non-profit such as ours must have refund limitations to continue to survive as we do.
