In regards to Mr [redacted] complaint...
"I spoke with the inspector first before hiring and asked what his fee was to inspect a...

home in Norco,CA. The fee was $350.00 Dollars. "
Mr [redacted] insisted on a discount because he was a first time home buyer. Explained to him that I do not offer discounts. He called me back to order the inspection anyway.
"I hired him on Friday 6/3/16. He then replied he takes Cash, Check, and money orders when his done with the job."
What relevance this has is beyond me. My payment policy is my business. And I never said money orders.
"He then asked for me to send over the address to the home via text. He replied I'll be there on 6/4/16 to inspect the house later in the afternoon around 3:00PM. He took pictures and we talked about the house with my real estate agent and me. When Done I asked whats your thoughts of the house he said it needs lots of work but it would be worth something when completed."
Yes, we all spoke, both during the inspection and for about 30 minutes after the inspection about the distressed condition of this property and the massive amount of work it required. I am confident Mr [redacted] left the property with a solid understanding on what it what take to rescue this property.
I have been in business for over 25 years and I do NOT offer the clients a sense of future worth. That can only be determined by what the buyer does with the property.
"I then asked when would I be getting the report he repleid on Wednesday 6/8/16 evening."
I never give specific times as to when a report will be delivered. He was told 2 to 3 business days, which is my policy. He was also told that I had 6 other reports in front of his and that his report may take a little longer to deliver.
There is no requirement in the State of California for a home inspection report to be delivered by a certain time period. In most states, with licensing, the inspector has 5 to 10 days to deliver the report. In another example, appraisers typically take 7 to 10 days to deliver their report.
"6/9/16 no inspection report what so ever! Called Thursday morning and asked where the inspection report was. He replied via text message, I'll have it on Thursday evening got about and hours time to do. 6/10/16 I sent a text message asking where the report was he said your out of escrow so I passed you up, To tend to other people who were more important. I replied here's my address please refund my money since I've got no report. He replied by text I'll have it later this evening. It's now 8:41PM and still no report"
The morning in question, after receiving texts from Mr [redacted] at 4:00 am, I was informed by his agent, [redacted]@yahoo.com), that Mr [redacted] had made the decision to cancel escrow. I asked why and she replied that Mr [redacted] said that the house would take too much money to fix.
I NEVER told him, "To tend to other people who were more important." What I said was since he has cancelled escrow I had other clients who are still in escrow who's reports I must address now first. He received his report later that evening, specifically on 6/11 at 2:10 am.
In conclusion, the purpose of a home inspection is to provide the client with information so they can make an informed decision in regards to proceeding, or cancelling, escrow. Mr [redacted]' decision to cancel escrow was obviously based in the information he garnered at the home inspection. Therefore, I feel that he received the service he paid for, which is information. There is nothing in the inspection agreement between Mr [redacted] and myself that promises a written report within a certain time period. To my knowledge he was not at the end of his inspection contingency period and, according to the discussion after the inspection, he had yet to secure a loan for the property.
In my opinion, Mr [redacted] was in over his head and has acted irrationally. The morning I was informed that he cancelled escrow, Ms [redacted] said that she was very frustrated with him because she had showed him 40 houses prior to him making an offer on this very distressed property.
Initial Consumer Rebuttal /* (3000, 10, 2016/06/23) */

This has no regards of how many house I was showing! I hired you and paid for your services. To receive a report on 6/8/16 . To which you failed and when I finally received my report it was on 6/11/XX X:XXAM Saturday morning.
Final Business Response /* (4000, 16, 2016/07/05) */
As stated earlier, the consumer received the information he paid for and used it to his advantage. There is nothing in in inspection agreement stating when a report must be delivered. I consider this matter closed.
Final Consumer Response /* (4200, 18, 2016/07/07) */
(The consumer indicated he/she DID NOT accept the response from the business.)
The inspector is falsifying all obligations to the matter. I paid You!! To complete this job when you stated not seven days later and 2:17 AM Saturday in the morning. This conduct of being a professional inspector is unacceptable!!..
