The College of New Rochelle is a member in good standing of the National Association of College Admission Counseling (NACAC) which is a membership organization of over 13,college admission personnel and high school guidance professionals in the United States and abroadThe agreed upon
provisions that guide the work of the members of NACAC is called the Statement of Principles and Good Practices which outlines required and suggested best-practices for college and high school personnel as they relate to guiding students through the college admissions process
One key element of the SPGP refers specifically to May *, which is commonly referred to as “the national candidates reply date.” All colleges and universities are required to allow accepted students to have until May * of each year to review all of the acceptances, scholarship opportunities, housing opportunities, and financial aid packages that they have received from colleges to which they have appliedThese mandatory policies are articulated in Section I.B.3-of the SPGP and later interpreted further in Section II.B.3.a-c
In accordance with NACAC’s Statement of Principles and Good Practices, The College of New Rochelle refunds enrollment deposits prior to May *, and articulates this policy in each acceptance letter it sends with the following statement, “Please note that all deposits are non-refundable after May *, 2014.” The College’s policy is not inconsistent with many colleges and universities in the United StatesOf the over six hundred students accepted for the incoming class, no other students reported any misunderstanding of our enrollment deposit policy
The student in question was sent an acceptance letter in December in which the above stated policy was clearly articulatedThe student submitted the enrollment deposit on April **, The request for a refund was not made until late June, 2014, after the NACAC May * date, and after the refundable date articulated in the College's policy

Review: I am a student at the College of New Rochelle School of New Resources, Brooklyn Campus. I attended the college in the summer time and paid for the summer session with student loans that I took out. When I first started the summer session I was told by [redacted], the Financial Aid Counselor ([redacted]) that I needed to take out an unsubsidized loan to cover the full summer session. So I did that and part of the money that was left over was refunded to me and part of the money was credited to the Fall semester, which was already paid for by finacial aid grants( Pell and Tap) and a subsidized student loan. So I began to question why the rest of the unsubsidized loan was being credited to the fall semester. I spoke to [redacted], Senior Financial Aid Couselor ([redacted]) and [redacted] (Director of Finanical Aid ([redacted]), neither one of those ladies could offer a sound explanation. I attended the college for the fall semester, every student has an account with the college that they are able to view online. I found my account was being tampered with several different times from September 2013 to present. Financial Aid money was removed from my account, when questioned [redacted] stated that "she felt it was too much money". After that the money was added back to my account. A class that I was attending was removed (I put in a complaint with the Revdex.com) the class was added back. The removal of that class resulted in my Tap financial aid grant being removed due to less credits being taken (you have to take at least 12 credits), the class was added back to my account and so was the TAP Grant ( so I thought). I also found that part of my Pell Grant was moved over to the summer session around this time (the summer session was paid for and finished, no valid explanation was given). Upon checking my account it showed that I owed money to the school. I spok to [redacted], who stated that there was a problem adding my TAP back on to my account and that she was unable to resolve the situation, she directed me to contact the main campus. On 11/**/2013 @1:54pm, I spoke to [redacted] and she stated that due to me not completing the summer session (which I paid for out of my pocket) I was not eligible for the TAP grant, nor was I eligble for the SNR [redacted] grant (I have documentation from the school showing that I was still receivng this grant). When I stated to her that I paid for the summer session and the Financial Aid grants were taken out for the fall semester (I was not qualified to take our the grant for th summer due t only taking 6 credits) she stated that this was a rule of TAP and they took back the money and the SNR grant was reversed. The rules did not take place until after the school got paid and I put in a complaint with the Revdex.com. I have several emails from TAP stating the I received the grant, but not one stating that I was ineligble for the grant due to the summer semester. If what was stated by [redacted] was true I should have had a balance due to the school from the beginning of the fall semester or I should not have been able to enroll in the fall semester. I feel that as a result of my complaint I am now being harrassed by the people mentioned. They have access too my personal information and are able to manipulate the system. I have been receiving help from some people, like [redacted], [redacted] and [redacted] ([redacted], who tried to get me in contact with [redacted] supv, of [redacted]; she never stated that she had a supervisor). I also reached outto [redacted] , Director of the Brooklyn Campus, all she was able to due was add the class that was removed. For some reason my account is being targeted and I am getting n valid explanation as to why. I also believe that if my account is being tampered with so are a whole lot of othe individuals attending the school. Although I believe that academically the Colleg of New Rochelle may have alot to offer (several family members and friends of family members are alumni), I will not be attending the school in Spring 2014, due to my experience.Desired Settlement: I would like an investigation conducted by independent parties outside of the indiduals I mentioned to explain what is going on with my financial aid. I would like and investigation done by the MIS or technical support unit to see how many time these individuals went into my account and added/removed things at will. I would like to have my fiancial aid corrected once and for all.

Review: On 4/**, I paid the College of New Rochelle $400 (resident student enrollment deposit)

I was told (over the phone) the deposit was fully refundable

College of New Rochelle failed to disclose their refund policy: "Enrollment deposits are refundable before May [redacted] with a written request; after May [redacted] all deposits are non-refundable"

Last week, when I called to request the refund is when I was told the refund was non-refundable

I cannot afford to throw away $400 when my family is on the verge of Chapter 7 bankruptcyDesired Settlement: $400 refund
