Review: The Helm Center charged $50 for retrieval to and electronic copy of medical records to be sent to a new doctor. I believe this to be unreasonable as the patient (I am her advocate and personal representative) is unable to pay, HIPAA does not allow a charge for retrieval, and California law only allows for a "reasonable" per page copy charge for paper copies. Since this was for use in transferring to a new doctor and in support of an SSI application I believe the fee should be waived and what I paid should be refunded.Desired Settlement: Refund of the $50 fee.

The gentleman making this complaint is upset that we charge for providing medical records. The young lady he claims to be attorney in fact for (he had indicated to us that he is not an attorney) was provided 247 pages of medical records. The Medical Board of CA allows $.25/page. We charged $50, which is less than $.25/page. He is angry that we are,in conformity with guidelines laid down by the MBC, covering our costs. He has emailed us that he has complained to the Revdex.com, to the MBC and to Health and Human Services (for alleged, but unknown to us HIPPA violations), but, if we return $47 to him, these complaints will go away.

I first heard of his complaints on 12/8/13. On 12/7/13, the day before he complained to me, he published a lengthy complaint against us on Ripoff.com.
