Pedcor Management Corporation, doing business as The Meadows at Dunkirk, began accepting applications for the brand new community in late January. At this time, we received over 1200 applications via fax and email. Simply due to the fact the community has 204 apartments available, The Meadows at...

Dunkirk capped the number of applications we would accept this week at 306. [redacted]'s application was received the week of intake and was received number 695. The Meadows at Dunkirk accepted and processed the first 304 applications and proceeded to accept and process additional applications as availability opened. Additional applications have only been taken from the original intake list of 1200, to be fair and allow these applicants the opportunity to apply. The Meadows at Dunkirk is a Low Income Housing Tax Credit Community The application process can be lengthy due to the required income documentation as well as the Community processing 300+ applications at one time. Therefore, we ask all applicants to sign the attached "Application and Approval Process for The Meadows at Dunkirk" form. This form explains the number of applications accepted, in what order they are processed, how the process works and that the paperwork must be dated within 120 days of the move in date. [redacted] did sign this form when she submitted her application on June 30, 2016.The Meadows expects the application process to take approximately 30 days from the date we receive the application. [redacted]'s "number" of 695 was finally reached and we were able to accept her application on June 30, 2016. On July 8, 2016 her income verification was received by her employer. On July 18, 2016 her income was calculated and further clarified with her employer. [redacted]'s application was denied on July 18, 2016 due to her verified income exceeding the allowable amount under the Section 42, Low Income Housing Tax Credit program. The Meadows at Dunkirk completely adheres to all applicable income restrictions under the affordable housing program.Furthermore, it is policy of Pedcor Management to not advise any applicant to give notice to their current housing provider prior to their application being approved. For this reason, the "Application and Approval Process for The Meadows at Dunkirk" form also states, the applicant has 30 days to move into an apartment at The Meadows at Dunkirk from the date of approval. This is to allow the applicant time to give proper notice to their current housing provider.In closing, it is unfortunate The Meadows at Dunkirk was not able to provide housing to [redacted]. As the community is 100% restricted by affordable housing income limits, we do our due diligence to verify all income of the applicant to ensure program compliance. [redacted]'s income eligibility is strictly determined by the income verified by her employer and a current paystub. If she feels we do not have the most accurate income information, we welcome her to contact our Corporate office for further clarification.Thank you for the opportunity to respond to the complaint.
