I have reviewed the response made by the business in reference to complaint ID [redacted], and find that this resolution is satisfactory to me. 
I should add that I was disappointed that my refund (due in early March) did not happen until late July.  Also, frankly, receiving my refund was a surprise because the company's representative was no longer responding to my e-mails or answering his phone when I attempted to contact him.  (I last heard from him in early April.)
In retrospect, my guess is that I wasn't the only customer requiring refunds that couldn't be made on site at the time of the transaction.  SP Plus had recently installed machines to handle parking fee transactions, but the machines don't warn the customer if change can't be made.  That's likely to be a fair amount of money SP Plus would need to refund by mail because most people carry mostly $20 bills (from ATM dispenses) and would pay for a few or several dollars' parking fee with those, as I did.

Review: Today was at least the third time that I have been overcharged for parking in the Standard Parking lot at [redacted] run by Standard Parking. I had shopped at [redacted] and validated my ticket. The sign says that the validation is good for 2 hours. My mother is a resident of [redacted] and I brough the groceries up to her apartment. After I returned to my car, I waited at least 15 minutes in line while someone was having a problem using the machine to leave the parking garage. That has been a common problem since they installed the machines a few month ago. I was tired of waiting and drove to another exit and when I submitted my validated ticket to leave, the machine required me to pay for my parking. I pushed the assistance button and they told me that I was 1 minute over the time limit. I explained that I had waited at the other exit which was blocked by a customer having problems and they tole me to wait "one second". I waited 7 minutes and buzzed for assistance and was told that I needed to pay another hour. Since I had now been trying to exit the parking garage for almost 30 minutes I paid the amount and left.Desired Settlement: I wish for a refund of the amount paid, $6. I also want Standard Parking to insure that their machines are working properly so that issues like this stop reoccurring. As I stated above, if this was the first time I was overcharged by Standard Parking, I would let it slide but this appears to be their standard practice.
