Review: This Landlord assigned a roommate to my daughter's apartment (a roommate who was unknown to her). The roommate subsequently stored garbage/rotting food in the apartment, which led to the apartment becoming INFESTED with pests - primarily flies. My daughter, on returning to the apartment following a vacation, found the apartment unoccupied, save for the infestation. Unfortunately, in her determination to be rid of swarming flies, my daughter broke the interior portion of a window pane with a fly swatter. For several weeks now (since mid-August 2013), I have inquired as to the cost of replacing said window pane. I have inquired by phone, sent a letter with my rent check, and have brought up the matter in emails. Unfortunately, I have not been able to get this landlord to participate in a dialogue on the matter. Recently, I received a bill that was NOT itemized (with no explanation attached). I was notified, in a separate email, that the bill was for the window pane. I immediately submitted an electronic payment & followed up with a request for a receipt to the landlord. Unfortunately, I have not received a receipt. A week later, I again requested a receipt - but have STILL not obtained one. As it is now, I have no proof to show that I paid for the broken window or that the amount I paid has been "paid in full." I do NOT wish to be charged MORE THAN ONCE for window repairs. I would like to receive an itemized receipt that states that my obligation for the broken window has been "paid in full."Desired Settlement: I desire an itemized receipt for the window that explicitly states that the balance is "paid in full."

Response:
October 28, 2013 Ms. [redacted]:This letter is in response to a complaint filed against The Vue at College Square. We just received this complaint today. The ID number of the complaint is [redacted]. Ms. [redacted] did receive correspondence from our manager in reference to the damage charges. I have copied the email in this letter. [redacted] also spoke with Ms. [redacted] on 10-4-2013. Ms. [redacted] indicated to [redacted] she has received a receipt from paypal when she made her payment and did not require an additional receipt.

Response:
I have reviewed the response offer made by the business in reference to complaint ID [redacted], and have determined that this proposed action does NOT resolve my complaint: my request for a paid-in-full receipt was, unfortunately, blatantly ignored. For your reference, details of the offer I reviewed appear below: With the September rent payment (mailed at the end of August), I requested to be billed in full for a window that had inadvertently been broken by my daughter: I wanted to pay for the window repair in full, post-haste. On 9/4/13, I spoke by phone with [redacted], the landlord at the time. Unfortunately, she could not give me a conclusive answer as to cost for the window repair, but deferred to an afternoon meeting with her supervisor, [redacted]. When I called back the following day (9/5), Ms. [redacted] told me that I might be facing not only preliminary costs, but that I might be faced with additional costs later for a "more permanent" repair solution. On 10/3/13, I received a cryptic charge of $101.50, tacked onto my October rent bill. In response to my query for “itemization,” on 10/4/13 I was told that the $101.50 represented the cost for the window. However, I was not given any information concerning whether this charge covered the full price for repairing the window. On 10/4/13, I requested a paid-in-full receipt from the new landlord, [redacted], by email (see attachment). Unfortunately, I received no response. On 10/10/13, I AGAIN requested a paid-in-full receipt from Ms. [redacted], by email (see attached). Still, I received no response. On 10/19/13, Ms. [redacted] provided irrelevant information in response to my very straightforward request to receive a paid-in-full receipt for the window. I find this response from a business to be very unusual: the effort required to rebuff my request was, unfortunately, many-times-over the effort required to simply print & mail me a paid-in-full receipt for the broken window. To that end, I continue to look forward to resolving this issue. Regards,[redacted]
