I am rejecting this response because:
Actually I wrote MsM*** on July 23, 2014, within thirty days, concerning the extremely poor/dirty state that the property was left in by the outgoing tenants. As I have previously stated I did receive an "E" Mail from MsM***, on July 24, 2014, that clearly stated "Yes my assistant inspected the property when the tenant vacated and it was beautiful and clean." Fact is it was anything but and there was clearly damage beyond "wear and tear. There was paint splattered on a bathroom wall and on the dining room ceiling, a hole in the power room wall, unrepairable damage to the kitchen counter top. Further there was a "tree" stencil on a bedroom wall and a copious amount of dog hair on the carpet. If the carpet had indeed been professional cleaned it was a very poor job. Frankly the damage left would have ben hard to miss so, in addition, to a very poor carpet cleaning job and very poor inspection was madeI wrote to T & C Home Management concerning these issues and included photographs of the damage. It goes without saying I never heard back from T & C. An honest, and reputable company would have responded. The property was shown no more than six times before being rented. Frankly it is laughable for MsM*** to state "possible tenants had tracked the home up with dirty." That does not explain the dog hair nor damageThis is not the first time T & C has had issues with their handling of rented property. On September 28, 2010, we received an "E" Mail from T & C Home Management stating" We have noticed numerous irregularities in the way that Betty and George have conducted business. Some have been careless and some have been unethical." Perhaps the "unethical" part has again become the manner in which they, T & C, conduct businessWith regards to MsM*** postscript (PS) concerning my compliant number *** (*** Heating, A/C & Refrigeration, Inc.) I find it most interesting that in a "E" Mail to me on MsM*** stated "T & C Home Management is not the vender." Yet now she is using the word "we". As with my letter to T & C, *** never replied to my letter to them. Further *** steadfastly refuses to provide a manufactures part number for the items installed. Most certainly asking for this information is not reasonable. I was charged $plus a $"Service Charge" for one hour and fifteen minute of labor. When I asked that the bill be sent to me for payment MsM*** replied "The AC bill has already been paid and charged to your account." This was on May 24, yet the monthly accounting from T & C clearly reflects that the bill was not paid until June 2, 2014. Makes one wonder why T & C was hiding the fact as to the actual date the bill was paid

The tenant moved out of the property on 6-30-The tenant had the property carpets professionally cleaned and the home was in clean conditionThe home was inspected by T&C Home Management, LLC upon the termination of the tenants and there was no damage other
than wear and tearThe owner hired a different realtor to list their home for rent and they had hired the realtor as their new property managerWe told the owner that they were also free to inspect the home and inform us if there was any damage to the homeWe informed the owner that we had days to inform the tenants if there was any damage other than reasonable wear and tearWe never received any notices of any damage from the owner or their new agentThe new agent had the home on the market and called our office in August to inform us that the home needed another cleaning because it sat vacant for so long and that agents had tracked the carpet up while showing itWe informed their agent that it was her responsibility to have the home re-cleaned since possible tenants had tracked the home up with dirt.PSPlease note that we had already responded to the previous complaint number ***The owner *** *** approved the repair with *** Heating and Cooling and *** Heating & Cooling told him upfront what the cost would be*** *** agreed to the cost and the repair was made by *** Heating & Cooling*** *** called w*** after the repair was completed and complained about the cost and wanted a reductionT&C Home Management told him that he could contact the vendor directlyThe vendor would not reduce the price of the service because it was pre-approved by *** *** and the work had already been completedThank YouSusan M

I am rejecting this response because:
Ms. M[redacted]/T & C Home Management, LLC did provide a receipt for "professional" carpet cleaning.  I question the use of the word "professional" as the carpet required an additional cleaning due to the copious attempts of dog left.  At NO time was I provide with a receipt for "professional cleaning" and Ms. M[redacted] is well aware of this undeniable fact.  In fact the property required cleaning before a new tenant could move in.
Further Ms. M[redacted]/T & C Management, LLC was aware the there clearly was damage to the property above and beyond "normal ear and tear".  I provided T & C Home Management, LLC with photographs of the damage.  Paint splattered on a bedroom and bathroom wall, paint splatters on the dining room ceiling, a hole in the wall in the powered room, a "tree" stencil on a bedroom wall, and unrepairable damage to the kitchen counter top is clearly above a beyond "normal wear and tear".  I wonder if the property was well and truly inspected by T & C or perhaps it was too much work since T & C would not longer be the property management.

11-16-14First let me Thank You for your letter dated Nov. 6, 2014. The tenant moved out of the property on June 30, 2014 and provided paid receipts from professional companies that the carpets were professionally cleaned and the home was professionally cleaned. T&C Home Management, LLC inspected the home within 72 hours of the tenants move out and there was no damage other than ordinary wear and tear. Fairfax County consumer affairs will not permit deductions from a tenant's security deposit without supporting the deductions and a formula to determine the life expectancy of the components. This home has been a rental property for over 6 years for the current owners and normal maintenance and painting will be necessary by the unit owners. This home did not have new carpet or paint prior to becoming a rental property and had previous wear and tear on the walls and components.
