Mrs [redacted] hired my company Topp Of The Line Remodeling to perform a specified scope of work at [redacted] *** Pittsburgh, PaPlease review the screenshots of the signed & dated contractIn this scope of work my company was asked to remove a deteriorated structure, build a bathroom addition, frame a staircase to the attic and finish the attic to a converted living spaceOnce our initial payment was cleared and Mrs [redacted] actually obtained ownership of the home we began work on this jobI immediately made the necessary arrangements and hired a subcontractor whom was responsible for removal the delipated additionWithin three days the addition was removed and cleaned up as specified in the contractMrs [redacted] was so pleased with my work that she actually asked me to remove her chimney a portion of work which is outside of the original contractI gave Mrs [redacted] an extremely discounted rate of 60% off of our rate to perform this workThe total was $Mrs [redacted] paid the $and we removed the chimney as promisedIn the meantime I had give other employees working on building steps for Mrs [redacted] that I was told she would be "getting a permit"I also purchased all of the materials to complete the attic conversion and had these materials delivered to the jobsiteMy contract with Mrs [redacted] specifies that any work performed outside of the contract will be billed at $125hr along with other work such as electrical etc will be billed at a TBD rateMrs [redacted] requested that my electrician George begin removing knob & tube wiring from the atticThis request was a verbal request given directly to George from Mrs [redacted] and George obided by Mrs [redacted] 's request and removed the knob & tube wiring from the atticIn addition to removal of the knob & tube wiring Mrs [redacted] also requested that George add three way switches along with multiple receptacles all of which were not in our contractI explained to Mrs [redacted] that this additional work would be billed at a TBD rate along with an hrly rate of $125hr as explained thoroughly in our contractMrs [redacted] agreed to these terms and asked that we continue this additional electrical workWhile this extra work was being performed I kept asking Mrs [redacted] if she had obtained the necessary permits for the steep attic steps she requested us to buildShe insured me that the permit "will be here any day"Mrs [redacted] then asked my crew supervisor Joe to perform further additional work outside of the scope of work outlined in our contractThis additional work was to build three closets in the attic, reposition the bedroom door, repair damaged roof joists, repair damaged floor joists and frame a double header for new doorway entranceOnce again I explained to Mrs [redacted] that this additional work will be billed at the $125hr rate since it is not part of our original agreement & contractMrs [redacted] response was "okay no problem just get it done so we continued to make progress and "get it doneThe week that Mrs [redacted] decides to eject me from her job a very strange string of incidents occur as followsMy crew fullfilled all of the "extra work" load Mrs [redacted] sprung upon us and I worked up a bill for $11,After learning that she owed my company over $10,for all of these extras she suddenly has an emergency issue with the venting of her hot water

I explained to Mrs [redacted] that I am not a licensed plumber just a licensed contractorHer response was "well can't you fix this and just do it cheap." I said "yes" however I further explained and made it clear that I am not a licensed plumberI will not be able to meet the necessary requirements to obtain a certified inspection if I personally complete the workSo I suggested that Mrs [redacted] calls a licensed plumber since our contract had no mention of venting a hot water heater or any sort of work to be performed on a hot water heaterMrs [redacted] declined to heed my advice of hiring a licensed plumber and demanded that I personally performed the workI went out and purchased what I believed was sufficient to vent a hot water heaterI took 4hrs of my personal time and performed the work the best of my knowledgeAgain I explained I wasn't a licensed plumber nor would my work pass inspectionMrs [redacted] said "it looks good"Two days after receiving the bill of $11,for our additional work which happened to be one day after the hot water heater incident, Mrs [redacted] calls me up leaving me vulgar voicemails with name calling and saying that everything I did was wrong? She claimed that her life was in danger but she didn't even reside in the home? In fact no one lived in the home during the entire time I performed work at the home because Mrs [redacted] who is a wealthy California entrepreneur decided to stay in a hotel because of dust in the houseI explained once again to Mrs [redacted] that we should've just had a licensed plumber take care of the hot water heater and this time I demanded that she allow my lincesed plumber to fix the venting of the hot water heater to an accurate and suitable arrangementI paid my licensed plumber Dave Carr to vent the hot water heater to code this timeI then come to hear from my crew supervisor & electrician that Mrs [redacted] plans to eject me from this job? After hearing this alarming news I immediately contacted Mrs [redacted] and asked her what's going on with the permits for the steps? She then tells me that it is my responsibility to obtain the permit but since the steps are so steep her and I both knew this was an impossible task even though she demanded that I built the stepsI then asked Mrs [redacted] why was I hearing that she planned to fire me? She completely denied any of this however I knew what was going onI was owed $11,and Mrs [redacted] didn't want to pay me anymore money for additional work performedI then said until you have the permits for the steps and a check for $11,I refuse to continue workingThe very next day which was a Friday my crew who in good faith planned to finish the week out was told that if they were not gone within 30mins the Pittsburgh police would be called onsite to arrest us for trespassingI have all of these threatening text messages sent directly to each crew memberI myself received an email from Mrs [redacted] that stated she was requesting an immediate stop work order? Look all that I tried to do ever since day one was attempt to help Mrs [redacted] out by completing our original signed contractI come to find out that Mrs [redacted] was soliciting my workers to come and work for her behind my backShe clearly owes me a balance of $11,for extra work performed along with the remaining balance of our contract for $37,However without adequate & necessary permits and an unpaid balance of $11,there's just no way I'm agreeable to continuing my work at Mrs [redacted] 's job especially with the threat of police and trespassing charges if I were to return! Furthermore how can I finish a job that the homeowner refuses to allow me to comeback to and threatens to call the police if I return? Furthermore how can I finish a job being owed $11,(see attachment) plus a second installment of $16,(see attachment) which is part of the original contract if I was to return to complete the attic? The customer has clearly stated they refuse to pay my company anymore money! This is a non-payimg customer who threatens to call the police if I return to finish our contract! Then this customer wants to complain to the Revdex.com that I haven't fullfilled my contractual obligations? But how could I ever fullfill my contractual obligations if I am not allowed to return to the property & I'm not paid!? This is an invalid complaint and this case should be closedThe customer refuses to pay for work that has been done!!

I have reviewed the response made by the business in reference to complaint ID [redacted], and have determined that this does not resolve my complaint.  For your reference, details of the offer I reviewed appear below.
Topp of the Line Remodeling (TOTLR) clearly states at the end of the signed contract that THEY submitted as an attachment that they would be responsible for all permits.  They also committed to having their electrical engineer evaluate, secure and eliminate the knob and tube wiring for which he now is charging me over $7000 for.  Please refer to his attachment with the signature page of our contract. The "made up" bill for over $11,000 is their way of justifying the undelivered value owed to me.  I paid over $20,000 and received less than half of the promised work.  See the attached text message from TOTLR regarding what was supposed to be delivered for the amount paid to date along with documentation that the extra work was going to be billed at $2000 not $11,000+.TOTLR was terminated because they put my life and others lives in danger by completing a highly dangerous hot water heater venting solution and claimed in a text message attached that we were in ZERO danger.  After consulting 2 alternative professionals, I was advised to cancel all future work with a company that would do this kind of work. See photographs of the unsafe hot water heater venting with flexible hose and exiting the foundation just inches off the ground.  How would this vent in a snow storm? in addition, the exterior vent was "open" and directly below a kitchen window.   I have also attached TOTLR's response to their work, confirming is was unprofessional and asking for forgiveness and to keep the job.

This is all so silly.  TOTLR has submitted false information for which I have witnesses and provided actual documentation for on the following points:I never left any vulgar voice mails.  Please ask Tom S[redacted] to produce them.I did, along with a friend, indeed live and sleep at the house for over 2 weeks while the hot water heater was not vented or dangerously vented by a supposed "licensed general contractor" TOLTR.  I was told we were in ZERO danger - see text message previously provided.  I would assume that a licensed contractor should absolutely know better than to vent a hot water heater with flexible dryer hose horizontally to the exterior of the house and vent it just 3  inches off the ground under a kitchen window.I, not Tom S[redacted], insisted the the hot water heater be vented properly and safely by a licensed plumber.  I am sure the plumber would be willing to testify to this.TOTLR was to obtain all permits as noted in the contract (previously submitted).  The $2000 bill for "extra work" (as described by Tom himself, in the text messages previously submitted) mysteriously grew to $11,000+ after he was fired.  This is a fabricated invoice.This is a joke and I apologize for wasting the Revdex.com's time in this "he said - she said" story.  He has $20,000 of my money and I got less than 1/2 of the value.  I have witnesses and formal proof of everything I have stated and he has made of stories and made up invoices.  It isn't hard to see who is telling the truth but let me know what other supporting documentation or witness statements you need to bring this complaint to a close.
