August 12, 2015Revdex.comSan Diego, Orange & Imperial CountiesAttn: *** ***, Complaint DepartmentDear Ms***:RE: Consumer ID ***Your email to Dr*** ***, dated 8/8/2015, [copied pgs2-4] has been forwarded to me for review and
responsePlease be advised as follows:Regarding consumer ID *** and the student’s complaint about his 2014-Pell grant, the school did not receive a valid Institutional Student Information Record (“ISIR”) from the student in a timely fashion to appropriately award aid pursuant to federal regulationsAn ISIR is created when a student completes a Free Application for Federal Student Aid (“FAFSA”)Upon completion, the school receives the ISIR and is able to determine whether a student is eligible for federal student aid and the specifics behind what they may be entitled to.The student was sent emails on May 6, and on May 12, prior to the end of the semester informing him that he needed to add Touro University Worldwide’s school code to his FAFSA [ISIR] so that his Pell grant could be processedThe student did not respond to those emailsThe student’s ISIR was eventually processed when the school received it on May 18, from the Department of Education’s Central Processing SystemUnfortunately, the semester had ended on May 17, and, therefore, the Pell grant for 2014-academic year could not be processed since the process date was subsequent to the semester endingOn May 29, the student was emailed that the school had not received a valid ISIR prior to the semester end datePer federal regulations, “a student must be considered for a late disbursement if the Department [of Education] processed a SAR/ISIR with an official EFC [expected family contribution] before the student became ineligibleTaken from, http://ifap.ed.gov/fsahandbook/attachments/1415FSAHbkVol4Ch2.pdf pgSince the school code was not added to the student’s FAFSA until after the semester ended, the conditions for a late disbursement were not metTouro strictly follows federal mandate in awarding and disbursing federal student aid funds. In addition, regarding 2010-and 2011-Pell Grant, student is referring to *** *** which is another institution and Touro University Worldwide cannot commentPlease Revdex.com:
I have reviewed the response made by the business in reference to complaint ID [redacted], and have determined that this proposed action would not resolve my complaint.  For your reference, details of the offer I reviewed appear below.
Regards,
[redacted]
I would have to disagree with the colleges response. I have a lot of emails that have not been responded to and I have a lot of calls that have not been responded to, that are on my call log. I would be more than happy to call TUW and allow the Revdex.com to see that they are not responding to me. I have documentation that proves what I am complaining about. The school does not take responsibility to help you as they should. As well when a student starts college they are to answer to the catalog they started with. Changes in the curriculum do not apply to you. Again, I have a lot of documentation that shows my complaint. The school does not want to take responsibility on their part due to being held accountable. I have proof as well that  I have contacted A LOT of businesses. The school does not take the professional step to make a relationship with the business first, which falls back on the student. I just spoke with Kern County Mental Health about an hour ago and Bill Walker their stated that it was the colleges responsibility to be calling us. The MFT Department as well stated to me by email that they are only in on Wednesdays. The college needs to take more responsibility to help me with this or they can give me my money back. I as well did talk to the first person on grievance level, but she was not helpful, which I have proof of. I than tried going to the next level, but she refused to respond or give me the information for the next level, which I have proof of. So Dr. [redacted] N. statement that this is an unsubstantiated complaint is not accurate because I have a lot of proof of the way they are responding and treating me. Thanks,[redacted]
