I wish I could give 0 stars. Jeff is a complete ***. We hired him and his "company" in late 2018 to complete a basement remodel that was estimated to take 4 months. He never completed the project and walked away with thousands of dollars and materials that remain undelivered. His unlicensed "subcontractors" caused damage to our home with shoddy, unpermitted work that had to be completely ripped out and redone and compromised the safety and integrity of our home. They also stole valuable items from our home and came around asking for us to pay them (after we had already paid him) because he ghosted them and refused to pay them. This was a complete nightmare to untangle. BEWARE of All Star Basements StL and of Jeff ***.

I'd like to give 0 stars. Jeff's a liar. Our project started 6 months ago and we don't even have drywall up yet. He uses unlicensed subcontractors and did not obtain any permits costing us extra in fees. Then lied to us about resolving the problem after we paid out thousands more. We also paid for cabinets and flooring months ago that we never saw. Stay away from him.

I hired this business in March of 2018 to finish my basement and patio. The estimate for the job was $22,500 for the work and it was to take under 2 months to complete. We began to have a problem within the first couple of weeks. He would not show up when he said he would come, his workers were smoking in my home and when the issues were addressed with him he'd give excuses about not showing up and said he'd address his workers smoking. I paid 25% of the estimated cost initially to get the project started, and an additional percentage once the framing was completed, I last paid a percentage when the electrical work was done but that work was faulty and caused additional electrical problems to the back part of my home. The electrical problem was addressed with him and he eventually sent someone out in November but it did not resolve the issue. he has since stopped returning my phone calls and is avoiding me.

I have spoken to the consumer about these issues. The basement is now 98% finished. I am undergoing treatment for some health issues, and he is aware of it. I will be able to finish the basement when my treatments are finished in 6 weeks.

I am rejecting this response because: The work at my home is not 98% done and I have messages of him saying that whatever he is claiming the medical condition is he was done with it weeks ago. *** is a scam artist and should be held accountable for taking advantage of hard working ppl.

We hired *** Allstar basements to finish our basement. He assured us all would be code. The electric was a fire hazard and nothing was up to code. Jeff stole a large amount of the flooring we purchased and, per his flooring worker, used the floor in another job. Jeff kept coming for more money for supplies, and to pay his workers.. We found out he never paid his flooring worker and we were being harrassed to pay him even though he had paid ahead. Jeff is refusing to refund us our 10,000.00 we overpaid after terminating him. We now see many reviews that werent visible about many others that he scammed out of money.

We signed our contract in mid-September, 2018. Work began in October, and for a couple of months, proceeded exceptionally well. The workers were professional and did a great job. Nearing the end of December, electrical, plumbing, framing, drywall, most of the bathroom, and painting were all completed. Next steps involved flooring. We paid $2760 for our flooring selections on 12/21/18 and agreed to hold off on any further work until after the holidays. On 1/11/19, I asked when we might start work up again. ***'s response was that flooring would be in stalled. On 1/27/19, I asked for an outline and asked for commitment to complete the project by the end of February. *** apologized for unexpected delays (he had good reasons that I won't divulge), but said he would update me in the next two days. My next contact with *** was 2/15/19, when he asked us to confirm the color of the flooring we had communicated and paid for on 12/21/18. This should have been handled two months prior. Our next moment of progress happened when trim was delivered at painted at the end of March, 2019. On 4/16/19, *** asked me to confirm the flooring color we asked for on 12/21/18, and confirmed on 2/15/18. Unbelievably, the flooring color was wrong. That was my last contact with ***. His phone number these days goes straight to voicemail and his voicemail box is full. He has not responded to any of my texts. I'd happily have him finish our project, if only I could get a hold of him. I noticed from other reviews posted this year that he has completed other projects while my, mostly paid for, project is stuck in limbo. Last year, I would have heartily recommended *** to anyone looking for basement work. This year, I just wish he'd return my calls.

If 0 stars were an option, that's what Jeff *** and AllStar Basements STL would get! I have had a similar experience as other reviewers: Jeff takes the money and runs. He started a "simple" basement bathroom install in January, and told me he could "knock it out" in a week. The cost was less than $5,000. I paid him $2,000 as a down payment. His employee (plumber) started work three days later and Jeff asked for (and received) another $1,500, plus another $350 for unforeseen plumbing problems. The first three or four days, the plumber, who now turned out to also be the carpenter and drywaller, did a great job. Then he showed up very sporadically, and only when I called Jeff and asked what was going on. In early March, the framing and drywalling had been completed, and the concrete floor leveled out. The plumber/carpenter/drywaller told me I needed to select the paint color and the toilet, shower, tile, flooring, vanity, and medicine cabinet (all had to be from *** since that's the only place Jeff has credit) and send the info to Jeff that day so they could finish the project. Jeff also insisted I pay him $1,000 of the $1,500 I still owed. I informed him I only owed $1,000, which he agreed to, but then said he needed at least $500 of that. I told him I'd pay him the $1,000 when the job was completed, but he was persistent that he needed at least $500 to buy the materials. I caved. Unfortunately, but too true,and just like others on this site, I have not seen or heard from anyone at AllStar Basements since. Every time I texted Jeff prior to giving up, I got a litany of excuses: he's been sick, his kids have been sick, he had surgery, he had complications after the surgery, he had a rough time with physical therapy after his surgery, and finally--his worker stole his truck, his credit card, and his tools--probably because he wasn't getting paid, according to another complaint on this site. I'm "only" out $4,500. Others have lost much more; in fact, a friend of mine is out about 10 times that amount for a 6-month remodeling job that was only one-fourth completed.
I know I won't see my money again--none of us will because Jeff doesn't own any property--but I think we need to warn as many people as possible that AllStar Basements STL, aka Jeff ***, is a *** and needs to be put out of business.

This guy hires people to do the work and refuses to pay them.

My complaint will sound a lot like the complaint filed against this business on November 7, 2018, because this appears to be this company's practice of ripping people off and moving on to the next homeowner. Unfortunately, the other complaint was not viewable before I signed my contract. Either way, HomeAdvisor recommend AllStar Basements STL, so I signed a contract on November 7, 2018 with Jeff Anderson D/B/A Allstar Basements STL worth $18,760.00 to renovate/finish my basement. I paid Jeff $4,670 when I signed the contract. He was eager to start the work and now I know why. He wanted to get to the second $4,670 payment fast. After the second payment, he virtually disappeared and started canceling appearance and his contractor would show up and leave after a few hours on the job. Also, his employee (the framer) also urinated in my basement twice and uses all kinds of profanity while on personal phone calls with my children in the home.

To date, I have not seen any permits for the work done so far (carpentry and electrical) and he now refuses to continue the work. Today (December 3, 2018) he finally showed up for a meeting at my house, one that ended with me calling the police on him. I informed Jeff that I was aware of the negative Revdex.com complaints and review on his business and I was not comfortable doing business with AllStar Basement anymore. I wanted him to complete the framing and any work up to the point I already paid for, then our contract would be terminated and the project finished with another contractor. He refused. I also asked him for the second time to repair the window broken by his employee and he refuses.

I'm concerned that even if he returns and finishes the job, he won't have the permits and the work will end up costing me more money down the road. I can't trust this guy and I want to see the permits before any additional work is done and I want an inspection of the electrical work currently done in my home. Like the other complaint, I requested lien releases and he refuses to sign. I even handed him the 10-day demand letter with the police officer here and he refused to accept the 10-day demand to finish the work and repair the broken window or refund my money. This guy is a sham. I asked him to verify his business is in Missouri because there is no DBA registered under his name or the business and he said he is registered in Illinois, but his businesses address (personal home) is in Missouri. Total liar with serious integrity issues. His business is not accredited, insured or registered and I'm sure after all these recent complaint, he will change the business name and start all over again. This guy is untrustworthy and a conman.

Thanks for reaching out and for following up.No, I have not been contacted by anyone from Allstar Basement STL. I have not received a refund and the work remains incomplete. In conclusion, this claim remains unresolved.

did not perform his agreed upon duties as a contractor. His team barely ever showed up, unless it was time to get paid. He told us he bought our flooring, had us pay for it, and never brought it to our home.
We were forced to cancel the contract 5 weeks after construction began because of non-performance on their part.
We had to hire another contractor, found that no permits had been pulled and that the electrical was not done to code. We have had to hire an electrical company to come in and redo some of the work done.

This company paid for merchandise with an NSF check for $1000.00.
The bank had to notify my company*** did not.
