I have been renting an apartment from Cp Development since April 1, During my time in this rental, I have has a series of issues with the property that went unresolved or unacknowledgedAmongst these problems was a rodent infestation that was still active upon my move out (February 1, 2017), unsafe living conditions including an improperly sealed basement window that allowed copious amounts of water to pour in over the building's electrical boxes during rainstorms, and frequent privacy violations which included my apartment being entered by maintenance members and rental agents without any prior warning via phone or email and often without even knocking I was an outstanding tenant, I always paid my rent on time, and I always called in to report any issues I was having with the rental so they could be taken care of in a timely matter Due to these ongoing issues never being resolved, I was forced to leave this apartment before the end of my original lease (the original e

I rented half a duplex from CP Development August I planned to live in their unit for several years after selling my family homeBecause the amenities were low quality, I installed several new ceiling light fixtures, a new Kohler sink & toilet, a laundry room door, painted & refinished floors, refinished a china cabinet & installed curtain rods in closetsThe second year of my lease renewal, CP Development raised my rent, which was already over-priced, by $2,for the next yearI had not received any improvements to the property and they obviously discounted my improvements to their propertyThe second year lease renewal my rent was raised from the beginning rate of $1,to $1,monthlyFrom 8/16-8/my rent increased by $3,When I initially leased the unit, I was promised certain improvementsCP Development failed to make those improvements which included painting dark green, yellow and pink wallsThe leasing agent agreed to paint the walls a neutral colorDespite that they assured me they would do this, they didn't during the next months & sent me a lease renewal only six months after I moved into their unitI reminded them that they had promised to paint these roomsThey informed me these rooms were "on their list" which I learned is CP Development CODE for we're not ever going to do what we said we'd do unless somehow you force usI held off signing the second lease until they did the painting they had promisedSeveral months later they sent one of the owner's daughters and a laborer to do the painting they had promised would be done months before in order to secure my lease renewalWhat you should know is that CP Development promises to do certain things before you sign their lease agreement, but once you've moved in, if their promises aren't in the lease agreement, they'll never do what they've promised to doThe leasing agent who originally showed me my apartment, a daughter of one of the CP Development owners, promised me when I was considering renting the unit that they would do anything I askedThis was a bold-faced lie since I had to fight for everything I had been promised, and in some cases, I gave up when I was ignored for monthsUltimately, I ended up doing most of the painting myself that they had promised to doEven if you've gotten their promises in writing, they'll ignore you unless your force the issueThen, after several months of living relatively and peacefully in their unit, despite their failure to keep their agreements, new tenants moved in below my unitThese tenants had alcohol issues and began harassing me making my home not a peaceful place to liveI notified the management of the problems I was having with this tenantThe management ignored meWithin this period, the odor of cat urine was permeating my unitThe downstairs tenants had a catI began having respiratory problems and a persistent coughI complained to CP Development management about this during a period of six monthsThey ignored meI attended three physician appointments to identify the cause of my breathing and coughing problemI notified CP Development about thisThey ignored me & did nothing to correct the cat urine problemAfter they ignored me for several months, I began spraying Febreeze and bleach spray into the vents which would temporarily neutralize the cat urine odorI notified CP Development that I was doing thisDays after, I received a district magistrate complaint they had filed for "Recovery of Property." Rather than do anything about the toxic cat urine or the alcoholic tenants who had been harassing me for months, they filed a complaint against meOne of their employees confidentially told me that I wasn't a tenant who was in their demographicThey are used to low-income and/or student tenants who don't pursue enforcement of CP Development agreements and move out when their rent is raised by thousands every yearBecause of the district magistrate complaint for "Recovery of Property," rather than doing something about the cat urine & tenant harassment issue, I had to hire a landlord/tenant attorney to negotiate a removal of this complaint so that it would not damage my credit or future ability to rent propertyCP Development is a family owned business with egregious poor management and unhappy employeesIn one case, one of their employees who had been habitually rude to me was drunk during the day when I visited their officeThey also have no regard for the tenant's privacyThey show up and enter your unit with no noticeOne day I found a CP Development employee in my kitchen who was using an electric outlet to do some work outside the propertyI was undressed and shocked by his appearanceIf you're considering renting property from CP Development, be carefulIf you decide to rent from them, be sure you get everything they say they're going to do in writingDon't believe them if it's not in writing and they tell you it's "on the list." When they don't do what they say, you'll be in for a fightIf you face problems that inconveniences them besides basic maintenance issues, you can forget about CP Development being a responsible property manager or being honest about their intentions

My tenant experience with Regent Square Rentals was exceptionalThe tenant and landlord relationship they create is something to be admiredFrom prompt responses to my questions, to a friendly and helpful staff that greets you anytime you walk through their office door For the length of time I was with RSR, they made renting feel like homeI would recommend anyone looking for affordable and charming apartments in the Pittsburgh area to give Regent Square Rentals a call

Here to give the LOWEST possible grade to this terrible company! Currently a tenant that is unfortunately stuck with these slum lords until because THEY FORCE YOU TO SIGN YOUR RENEWAL LEASE MONTHS BEFORE YOUR CURRENT LEASE ENDS!!!!! And rest assured, your rent WILL be increased each and every time - not even a discount for resigning so earlyDon't expect any of the amenities that you've been promised to actually work properly and if (and most likely when) those need to be replaced you can be sure you'll get the absolute cheapest replacement possible - even if you ask to have something comparable to what you had when you signed the original leasePromises made by the leasing agents are simply bait and switch lies to get you signed up - when they take these things away later (things like storage area, # of parking spaces, access to patio space, etc) - they'll cling to the lease agreement and if that amenity wasn't listed in the lease, too bad for youYour rent will still go up anywayThat's if you can even sign the lease after they make you jump through multiple hoops to prove your worthiness as a potential tenantThey really make you feel like they must be giving you a great product because they are so meticulous and rigid about all of the paperwork that you need to complete to be "approved"What a joke! The office staff is somewhat pleasant on occasion when I call to discuss yet another issue with the property and the ragtag group of maintenance people are truly the worstThere's maybe or of them that seem to at least try but still screw up anyway and the rest will pretty much blatantly tell you to go screw yourself if you ask for corrections to errors in their work or for them to clean up after themselvesBut we all know the real problem here is terrible management and cheap as can be ownersOf course, I knew CP Development aka Regent Square Rentals (btw you aren't fooling anyone with that "re-branding") had a reputation for not being great landlords, I considered that when looking for an apartment but asked myself how bad could it really be? I have my answer and am writing this review to make it clear to anyone asking themselves the same question - it could really be THAT bad! And I could somewhat give it all a pass if the prices were fair and the rates were somewhat constant but these people charge TOP DOLLAR in the neighborhood (calling themselves "Regent Square Rentals" is a bit of stretch considering most of their properties are in Wilkinsburg) for garbage rental properties and even worse serviceAlso, their 1980's Miami Vice pastel paint aesthetic on the exteriors of all of the properties is so tacky and it ruins the charm of the neighborhood to be honestI cannot wait until my lease ends (but not for like more months!) and I will take each and every chance I get to publicly lambaste these frauds (I work in the media industry so believe that I will) and hopefully keep at least one person from wasting their money and feeling constantly frustrated
