Thank you for forwarding the inquiry from Mr [redacted] regarding his recent interaction with Mr [redacted] ***, Senior Account Executive of Leasing, at Tri Counties BankTri Counties Bank acts as a Broker in Leasing transactions, and is not the direct lender in these situationsBelow please find the narrative addressing Mr [redacted] 's concern.In mid-December 2016, Tri Counties Bank received an application from Mr [redacted] requesting $36,to purchase a used truck and $22,to purchase a used refrigerated trailerOn December 15, 2016, the transaction was approved by [redacted] Equipment Finance, and the Mr [redacted] signed his loan documents on December 23, On December 27, 2016, [redacted] Equipment Finance received the completed loan documents and debited $8,from Mr [redacted] 's account for the deposit that was required to acquire the equipment for his transactionOn December 29, 2016, an independent inspector for [redacted] Equipment Finance performed an inspection of the equipment used as collateral for the lease and found a discrepancy with the refrigerated trailerThe invoice provided to [redacted] Equipment Finance by the trailer vendor stated that the refrigerated trailer had 6,hours of use on it but the inspector found that the refrigerated trailer actually had 25,hours of useDue to this material change in the condition of the collateral, [redacted] Equipment Finance rescinded its credit approval for Mr [redacted] 's application.On January 3, 2017, Mr [redacted] offered a trailer as a replacement for the previously offered refrigerated trailer [redacted] Equipment Finance declined to accept this trailer as collateral for the lease due to excessive age.On January 4, 2017, Mr [redacted] left a phone message for Mr [redacted] at Tri Counties requesting contactMr [redacted] returned Mr [redacted] 's phone call on the morning of January 5, Mr [redacted] asked for Tri Counties Bank to cancel his transaction/application and to return his deposit to himThe deposit funds in the amount of $8,were deposited into Mr [redacted] 's account that same dayAt this point, we do not believe there are any further action items related to Mr [redacted] 's requestThank you for the opportunity to explain the sequence of events related to Mr [redacted] 's concernShould you have any additional questions please feel free to contact me.Sincerely,Operations Administrator Tri Counties Bank

Thank you for forwarding the inquiry from Mr [redacted] regarding a debit card dispute claim filed for six Point-of-Sale transactions that posted to his Tri Counties Bank checking account between the dates of December 22, and February 5, On February 16, 2018, Mr [redacted] contacted Tri Counties Bank and requested that a transaction dispute claim be filed for six transactions, totaling $which occurred between December 22, and February 5, Mr [redacted] indicated that the transactions were fraudulent and when Mr [redacted] reached out to the Merchant to discuss the transactions, they denied ever charging him and referred him to his financial institution A Tri Counties Bank Reg E Dispute Resolution Specialist reviewed Mr [redacted] dispute claim During the investigation, they were able to confirm with the merchant that the charges in question were the result of trial offers Mr [redacted] signed up for in December 2017, that were not cancelled The merchant provided Mr [redacted] delivery address and [redacted] tracking number [redacted] ; confirming that the initial package was delivered to Mr [redacted] on 12/26/at 4:53pm Based on these findings, they were able to determine that Mr [redacted] benefited from the activity and that this activity would not be considered fraudulent Because the transactions were authorized they were not subject to Regulation E and a Notice of Final Determination letter was mailed to Mr [redacted] on February 22, 2018, alerting him of the denied claim Mr [redacted] indicates that Tri Counties Bank is in conflict with the claim that his debit card has zero fraud liability To clarify, per Tri Counties Bank’s Consumer Debit Card Agreement and Disclosure, (pages & 6): Your Card comes with Zero Liability Card Protection for unauthorized transactions that you report promptly An “unauthorized transaction” is a transaction that does not benefit you that is made by a person who does not have your actual or implied authority The Bank acted in accordance with our ‘Consumer Debit Card Agreement and Disclosure’ which was provided to Mr [redacted] when he initially received his Debit Card, and is included with each debit card received thereafter Thank you for the opportunity to explain Mr [redacted] claim history, and should you have any additional questions please feel free to contact me Sincerely, [redacted] Operations Administrator Tri Counties Bank Phone: 530-898-ExtEmail: [email protected]

At this moment, I am completely astonished with the horrible level of service I am getting. I haven't been able to access my mobile banking or even check my balance for several days. I call and find out my pin number has been changed. By who? They cant tell me how why or when It was changed even after veryfiying I am me. They can't change It back, or tell me my balance even. So basically someone stole my information, and I can't do anything about it. I guess I'm to assume im also out any money that was in my account. Of course I have no way Of checking! Absolutely ridiculous! I may change banks...

I am rejecting this response because: Not even a mention or, apology for the unprofessional behavior of Tri County Banks "Senior Banker" *** ***. No one should hurt themselves inside a Tri Countys Bank due to negligence of the Bank as the Bank and its employees it seems, are above the consideration of customers like Mr***

Thank you for forwarding Ms***'s inquiry outlining her concern of the transaction dispute she filed on August 4, 2015, regarding an ATM withdrawal from her Tri Counties Bank checking accountOur ATM/Debit Card Customer Support Group took her claim and submitted it to an ATM/Debit Adjustment
