I am writing to you in response to a complaint filed against my company on November 3, 2014, ID [redacted].
The customer in question did make a reservation for a wheelchair accessible vehicle to pick up 2 people at Philadelphia Airport...

on October 10, 2014 and take them to a hotel in King of Prussia. They paid $140.40 for a private van from the Airport to King of Prussia. This is price for a private van, regardless of whether it is wheelchair accessible or not.They also had a reservation for a return pickup on October 14, 2014 at 4:00am from the hotel in King of Prussia to Philadelphia Airport. They paid $172.80 for this private van, which was more than the other because we have a charge for early morning pickups before 5:00am. Again this is the same price for any private van, wheelchair accessible or not.
At 3:00am on October 14, 2014, the driver who was supposed to pickup the customer called out sick. My dispatcher was unable to get in touch with anyone else who was able to operate the wheelchair vehicle, so he sent a driver with a non-wheelchair accessible van to pickup the customers. He made the decision that it was better to send someone to get them then to leave them stranded with no ride. Although the driver was late, he arrived at the hotel at 4:25am. When he arrived at the hotel, he had someone from the hotel help him lift the customer into the van. The customers were dropped off at Philadelphia International Airport at 5:06am. When the driver arrived at the airport he had an employee from the airport help him lift the customer out of the van.
One of the customers called our office later that morning insisting on a refund because she was charged for a handicapped accessible vehicle and did not receive it. We tried to explain to her that the price for a private van was the same no matter what. She insisted that she was charged more and it was explained to her the extra charge going to the airport was because the pickup was early in the morning. She insisted she wanted a refund and was told that she would have to speak with someone in management. She never mentioned anything about her daughter being dropped by the driver. When she called back the second time and was told again that she would not be getting a refund because there was no difference in price, she then changed her to story to wanting a refund because they were mistreated and the driver dropped her daughter.

I am rejecting this response because:  Mr. T[redacted] never called us back when we tried several times to speak to him.   Our story has never changed, and he doesn't know if we changed our story, because he never spoke to us.  The employees that answered the phone listened to our complaints and stated that was wrong and we should talk to management.  They sent our phone calls to his voicemail.  We also sent him a certified letter, which was refused by him and returned to us unopened.
We were not complaining about the amount charged, but about not receiving what we needed and ordered.  I cannot walk or stand without assistance, so that is why we called ahead of time and ordered an accessible van.  We did not receive what we ordered and was not even called the morning of pick up to tell us they had no accessible van, we had to call the company.
The driver never went to ask for help.  My mom was trying to help and someone from the hotel saw me on the ground and came running out to help.  Also, at the airport, the driver never asked anyone to help, my mom helped me out of the van.Because the shuttle is not wheelcháir accessible, I agreed to pay more for the wheelcháir accessible van. I did not get what I ordered, so that is why I requested a refund.
