For many people, being contacted or having to contact a collection company can cause a little anxiety. I paid this debt in September and today the company certified to Experian that the debt still remains. Even after speaking with them to confirm paymen
I paid this debt in September just before purchasing a home in November. When I went to buy a car with a low APR in January, my application was declined because of this debt! I called UCS and Patrick went through the steps of locating my account, called me several times and assured me that the debt would be removed within the next 30 days. I just received an update from Experian explaining that today, the company certified that the debt still remains on my credit report. I do not want to be contact until the debt is REMOVED. My credit score is suffering because of this companies negligence!

Desired Outcome

Get the erroneous details off of my credit report now.

My name is Athena H, the new owner of Universal. I was present during your conversation with Patrick and assisted in the deletion of your accounts. To provide a detailed response I'd like to, first, establish a timeline of the events.

9/27/2019 - You paid $500 by credit card to the previous owner, Jeff, for both *** and ***.

1/23/2020 - You called stating that account # 565049 was still showing up on your credit report and that you were denied a car loan. After speaking to you, Patrick marked the account for deletion and expunged it.

1/31/2020 (Friday) - Patrick came across your second account, and left a voicemail with you regarding account # ***. You called back saying you had paid in full and had receipt. You e-mailed Patrick the receipt for $500 from 9/27. This receipt provided us with enough information to locate the accounts and identify the problem. You had two accounts, and one was under the last name *** and the other was under ***. The previous owner, for some reason, applied the payment to one and not the other. Realizing this mistake, Patrick marked the stray account for deletion and made a courtesy call to you. Meanwhile, you submitted a dispute, to which he replied. By law he had to respond to the questions that the dispute posed and they asked him to verify the information that was on file. We must reply to that information. Our response was not a refusal to delete; but rather a response to a separate matter technically. Disputes are not an appeal; they are a verification of information.

2/1/2020 (Saturday) - You e-mailed Patrick regarding the unfavorable dispute response, saying you would make a complaint to the Revdex.com.

2/3/2020 (Monday) - Patrick replied saying that it had been a weekend since we sorted this out, (credit reporting agencies only work during business days) and marked your account for deletion again; he suggested that it needed to be given time ("give it a couple days"). He then expunged the account. He didn't hear anything back from you.

I understand that Collection agencies are not seen as helpful institutions thanks to the very few that chose to practice unethically. When I took over Universal Collection Services, my goal was to change the face of medical collections and that is done through transparent and honest communication. We aim to help. If there is a mistake, we work speedily to correct it and help those in our system. I stand by Patrick's initiative to call you, identify the problem with you, and provide a solution. While I apologize that it did not happen in your preferred timeline, Patrick specifically identified that it would be removed within the first week of February. You filed with the Revdex.com on Feb 1, which was a Saturday. With all due respect, you did not permit sufficient time for this matter to be processed by the relevant credit bureaus.

Additionally, if the problem had persisted further (say if Experian or Transunion needed further information, which sometimes happens) we would have happily gotten on the phone with you and Experian/Transunion to have confirmed that we have removed these accounts. I support your right to file through the Revdex.com, it is through the Revdex.com that we are able to understand and express experiences with companies, but I strongly believe that this could have been avoided and resolved had you permitted the credit reporting agencies sufficient time within which to receive, process, and execute the request for deletion. Please feel free to call me and I will personally help you with this.

Their refusal to remove the erroneous collection from my credit report is costing me damages near $699,900 because I'm unable to apply for a home loan
I disputed the claim that I owe $350 to UNIVERSAL COLLECTION SERVICES, INC. to both Experian and the collection agency on July 22nd of this year. Experian replied on August 22nd and stated that the information regarding the collection had been verified. The debt collection agency responded on August 30th in a letter stating, "...WE ARE AUTHORIZED BY OUR CLIENT TO REQUEST PAYMENT IN FULL OR PROCEED IN A MANNER PRESCRIBED BY LAW. IT IS TO YOUR ADVANTAGE TO COOPERATE FULLY."

This written correspondence from Universal Collection Services, Inc. included a copy of my drivers license and a signed copy of an Authorization to Release Medical Information form. I think this is a violation of my rights and breach of security with respect to unsecured PHR identifiable health information (i.e. my personal health records). They have acquired these documents without my consent.

I told them as much in a letter dated September 5th. When I hadn't received a response from them in close to 30 days, I called their office in Baltimore, MD. A woman representative explained that they'd received my 2nd letter and were uncertain of "... just what it is I want from them." She went on to say that their company's reputation and longevity in working with their client was sufficient enough to validate the debt.

Desired Outcome

I respectfully request that UNIVERSAL COLLECTION SERVICES, INC. ceases and desists any and all collection activities, including reporting of; or verifying of this collection account on my credit report.

On 07/27/2018 we received a dispute from through the credit bureaus requesting validation of the debt and we responded on 08/07/2018 confirming the debt.

Ms. contacted our office by letter on August 23, 2018 stating that "you have also failed to provide me with a copy of any evidence, bearing my signature, showing the account is being reported accurately".

The account in question is a medical bill for services provided by the Emergency Room Doctor at *** Hospital on November 5, 2016. Our client is *** Emergency Room Physicians at *** Hospital.
I called Ms. as a follow up to her letter and she indicated in that conversation that she had no recollection of ever being in the ER on that date. I indicated to her that when you register you will typically at the least sign several forms and they will take a picture of your drivers license. In that conversation she requested that I obtain any information that would document her visit.

I called my client and they indicated that they did in fact have a copy of her drivers license, consent papers that were signed at registration, discharge patient instructions signed and dated, Authorization to discuss health information "HIPPA", and information that she requested Financial Assistance on 12/05/2017 which was denied on 06/07/2018

When I spoke to Ms. again on 08/30/2018 indicating that these documents were on record she requested that they be mailed to her which we did on the same day.
In a letter received from Ms. dated 09/05/2018 she stated "This is not a refusal to pay, but a notice that your claim is disputed. I am requesting proof that I am indeed the party you are asking to pay this debt, the date of the alleged medical service, the name of the patient, and proof that there is some contractual obligation which is binding on me to pay this debt".

We have been doing collections for this client for over 20 years and in my memory I have never gone so far to document and validate a medical debt and still have someone request further documentation.

This is a valid debt and we have done all that should be necessary on our part. If Ms. wants to buy a $700,000 house and this is holding that up I would suggest that she just pay the debt.

UNIVERSAL COLLECTION SERVICES, INC. has addressed none of my issues, the most important being the breach of security with respect to unsecured PHR. I do NOT understand their response, which seemingly is consistent with what a female rep told me over the phone, prior to my filings with the CFPB, Revdex.com and Federal Trade Commission. To paraphrase she said, "...our company's reputation and longevity in working with our client is sufficient enough to validate this debt." In their written response to Revdex.com they double down and state again, "We have been doing collections for this client for over 20 years and in my memory I have never gone so far to document and validate a medical debt and still have someone request further documentation." Sending signed Authorization to Release forms and a copy of my driver's license shows that I was at the hospital on that date. However, those documents DO NOT verify that I owe a debt to UNIVERSAL COLLECTION SERVICES, INC. I'm left with no other recourse but to file a lawsuit against this debt collection agency for their continued violation of the FCRA & FDCPA. The fact that this company has misrepresented our correspondence, AND the fact that they can't even spell my surname and title correctly, is a testament to their inability to keep and report accurate records.

First I would like to apologize to Ms. for the misspelling of her last name.
Our representative has been misquoted as saying that

" our company's reputation and longevity in working with our client is sufficient enough to validate this debt"

That was never said and it would be an obvious misstatement. We have done all that is necessary at this time to validate the claim that Ms. presented herself for emergency medical care at *** Hospital on the said date. The hospital has several of her signatures, a copy of her drivers license and a record of where she was requesting financial assistance from the hospital to write off this bill.
At this time the only recommendation that I can think of for Ms. would be to file a police report claiming identity theft and we will assume that who ever was present in the ER looked very much like her. I still refer to the first conversation that I had with Ms. where she said she just couldn't remember if she went to the hospital or not and that rather than checking her own records she preferred that we jump through numerous hoops to provide the evidence. If she can't remember either way if she was there or not how can she now be so certain that she wasn't after we provided her with the documentation that she requested.

I am afraid that she is just sending everyone in circles and we have done all that she has requested and the police report seems to be the best course for her since it would appear to me that the only conclusion is that someone has stolen her identity

Iv been contacting these people to fix my credit. A multiple times of voicemails and no response!
Iv had this balance for a while now and wants to settle but no answer !

I just want them to communicate with me!

It is not clear to me why Ms. has had difficulty reaching our office. She has performed four online disputes directly with the credit bureaus on 11/06/2017 and they were responded to at the time.
There are four outstanding accounts that we hold for Ms.. They are all for visits to the Emergency Room at *** and are bills for the ER Doctor who attended to her on those dates. The total for these bills are $1,585.00. WE have no record of her ever contacting our office by phone or mail. We would be happy to help her if she would call our office during business hours of 9 to 5 Monday through Friday at 410-719-7802. If she would provide her phone number we would be happy to contact her at her convenience to discuss these accounts.

No one wants to have to deal with a collection agency... but when I found myself having to deal with this one (after medical bills had gone unpaid after an attorney-managed auto accident). From the moment that I contacted this company, after being alerted to a collections alert on my credit profile, I found Athena to be helpful, understanding and personable. Before she even spoke with me about this bill, she wanted to contact the hospital to find out if there had been any updates to my account, so that she had the most accurate information at hand. She worked to help me figure out the origin of the bill(s) and to resolve the situation... entirely. It was clear that this company had both of our interests (the hospital's and mine) in mind through all of our interactions. No one wants to deal with a collection agency, but if you can get one that cares... it makes matters a little bit better.
