In response to the complainants concerns about the time he has spent in the Instructional Design and Technology graduate program
Based on our inquiry into the facts of this situation, we learned that he did not graduate this past spring
semester because he never submitted a valid degree plan to the School of Graduate StudiesHe was instructed to submit a degree plan in the Fall of (his complaint was filed in the Spring of 2015)The IDT instructor informs all students that the tentative degree plan assignment in that class is only practice; and that an official degree plan must be submitted to the School of Graduate Studies after to hours of coursework is completed
Also, in the IDT course, one of the assignments is to review the Program Planning and Course Sequence, which includes the School of Graduate Studies flow chart for WIU Degree-Seeking Students at the graduate levelThe link to this information is below:
(http://www.wiu.edu/coehs/idt/current_students/graduates/graduate_degree_plan.ph... /> Here, it is indicated that graduate students must file a Graduate Degree Plan at the departmental level prior to the completion of semester hours of course workThe chairperson of the IDT department, DrHemphill, has indicated that the exit options are discussed and that all IDT students are required to read the IDT Graduate Portfolio GuidelinesDuring the exit option discussion and assignment, students learn about the 32-credit research exit options and the 35-credit coursework exit optionThey submit a description of which exit option they have chosenPer the departmental records, the complainant (the student) submitted a tentative degree plan assignment on 8/26/through the IDT online course discussion area (please note that this is not the formal degree plan that should be submitted by the student to the School of Graduate Studies)
For clarity, I have provided the specific language that the IDT instructor used in the feedback that was written regarding this student's tentative degree plan on 8/30/13:
"Complainant - as you continue your program, you should get a better idea if you want to do a portfolio or an applied projectIf you have questions, you can contact meWhen you submit your finalized degree plan, please: 1) put "General" in the Emphasis area and 2) change the course hours from to for IDT The IDT graduate electives are listed in the course descriptionsWe also will consider elective graduate courses from other accredited departmentsHowever, these courses cannot have been used for another degreeYou can send me information (number, name, description) about the course from outside the department you are thinking aboutAlso, include a description of how these courses would enhance your IDT degree and professional lifeWe will consider up to nine transfer credits for the coursework options and up to six for the research optionWe will decide if the department supports these transfersThe final decision will be done in the School of Graduate Studies at the time your degree plan is submitted and reviewedThis should be done at least a full semester before you want to start on your applied project (this was never done by the student), and you will want to contact an IDT graduate faculty member about working as your applied project committee chairYou will need then to complete the Request for a Graduate Advising Committee form to request a committeeOnce your committee has been assigned, you will need to work with the committee chair to complete the requirements for Permission to Enroll in IDT You will also need to work with the committee chair to have your IRB submitted and approved before you begin your research."
Based on was written regarding what the student submitted in the IDT course, it is clear that what he submitted (and other the students) for this course was a tentative degree planIt was not the formal degree plan that must be submitted to the School of Graduate Studies
The tentative degree plan that the student submitted in the IDT course was for the Applied Project option, which is semester hours and his tentative degree plan did not include the undergraduate course: MKTG If his tentative plan had included MKTG 317, he would have been told immediately that an undergraduate 300-level course would not be counted for a graduate degreeFurther, his Graduate Studies Grade report states that students must select a degree plan, as stated in the WARD (Western's Audit of Requirements for Degree) reportIt also states that "responsibility for verification of the information and completion of degree requirements rests with you, the student."
Below are the emails the student was sent from the IDT graduate advisor on April 21, 2015:
Email 1: Complainant - I checked with the Graduate OfficeThey do not have an approved degree plan on file for youThe Graduate Office makes the final decision on whether or not a course can be used for a graduate degree plan after they have reviewed the transcriptsThe Graduate Office does not approve undergraduate courses as IDT M.Sdegree course electivesPlease submit your graduate degree plan to me as soon as possible
Email 2: This is the request form for IDT 603, not the degree plan formFinal permission to count courses towards a degree and permission to graduate must come from the graduate office
Perhaps the student does not understand the differences in the required forms or what constituted an "in-class assignment" vswhat paperwork the School of Graduate Studies requires, a review of this case indicates that in order to earn a master's degree - students must submit a degree-plan and complete semester hours of coursework - based on the option chosenAlso, MKTG is an undergraduate course, and it cannot be used to complete a graduate degreePerhaps the student believed that completion of the portfolio signifies completion of the degreeHowever, the completion of all the courses on the approved degree plan, as well as the application for graduation, that constitutes completion of the degreeBased on our investigation of this situation, we are not able to honor the student's request for a full refund for a course that he registered for and completedThe student received the instruction from the course that he took (and we explained his case in detail to him when he contacted the UniversityIn fact, we were respectful and understanding in all of our correspondence with the complainantWe wished him much success in the future, and encouraged him to complete the degree

Please see attached PDF -- this is a copy of the formal request filed for permission to enroll in IDT (portfolio)I understand this is not a formal degree plan
My issue with this is that the plan was either blindly approved or approved with the intent of taking my money and I was allowed to complete the plan despite a number of obvious issues with itIf you read the "Prerequisite" block you will notice that having an approved degree on file is a requirement for approval to enroll in the portfolio courseI did not have an approved degree plan on file and that should have prevented me from being able to enroll in the portfolio courseHad I been required to submit a formal degree plan this whole situation would have been avoided as the other issues with the informal plan I filed would have been brought to lightThe next issue with the plan is the inclusion of MKTG 317, a course I took with the intention of it serving as an electiveI found out after having completed it and the portfolio course that this course did not count as credit towards the IDT degree I was pursuingHad the plan been reviewed I would have never wasted my time or money on this courseThe final problem with this plan is that it did not include enough semester hours, even if MKTG would have been considered for credit towards the degreeI now know, after having gone through all of this, the portfolio option requires semester hours and I am short, due to the plan I submitted being short hours and the MKTG course not counting towards the IDT degree
I was under the impression that I did have an approved formal degree plan on file, due to the fact that this was a prerequisite for enrolling in the portfolio course for which I was approved for and completedAs I stated earlier, this oversight, whether deliberate or not, resulted in me completing MKTG 317, a course which I have come to find out did not count towards the degree I had been pursuing, leaving me feeling as if I have been taken
As there seems to be some confusion, I am not upset about not graduatingI understand there are certain requirements for graduation which I have not met and although it appears requirements may be dismissed by the school under other circumstances I do not expect or want thatFor me, it comes down to a matter of trustI had instilled my trust in WIU and was taken advantage ofNow I find myself in a situation where I cannot continue with the degree in good faith that WIU has my or any student's best interests at heartIt seems to me there is a disconnection between those in leadership positions and the students they serve
I know I will never get the time back I spent in the MKTG course, nor any of the time I have spent defending my position, or, for that matter, any of the time or money I spent in enrolled in the IDT program; however, I would like, at the very least, a refund for this course and supplies or the course counted as credit towards the IDT degree I was pursuingThis gesture would show me that I can once again place my trust in WIU and its leadership

Two whom it may concern: Western Illinois University received your letter dated June 9, 2017. This letter states that there has been a complaint submitted against WIU by *** *** regarding a refund for academic work performed spring semester. The person filing the
complaint is not the student, but the parent of a student. The student received letter grades for the term and it is against University policy to refund a student for a term they received letter grades. This student was instructed to file an appeal to have the grades changed but has not done so. Until an appeal has been processed and approved a financial refund can not be consideredWe are willing to work with the student on this matter to find resolutions that are within our policy.
