In reference to you complaint date 6/22/I am providing you with the following explanation which will show we did nothing wrong in this matter
"letter-spacing: 0.4pt">On April [redacted] came to our store to send information to Consulate General of UkraineHis letter was processed for 2nd Day Air deliveryThe package was labeled and tendered to UPS on April This package was transported by UPS to the Chicago areaUPS made delivery attempts on the following dates (I have also attached the tracking to this email); 5/4/9:48am Business was Closed 5/5/4:13prn Business was Closed 5/6/4:56pm Business was Closed 5/6/6:55pm Final Attempt Business was Closed According to UPS the business was closed on the final attemptIf you look at the attached tracking they attempted to contact the receiverAt that point the package was returned to our location on 5/18/Once we received the package we attempted to contact the sender to inform them that the package had been returnedWe properly completed what we were required to doThe package was sent via UPS and was not able to be delivered in ChicagoThe UPS Store has no control over the ability of UPS to deliver a package to a closed business[redacted]

Consulate General of Ukraine in Chicago is government entity that is working
on daily basis. It is generally known that state institutions tend to have it’s
own working hours.
The Schedule of the
visiting hours is available on the Consulate’s door plaque.
Also it is available on its’ website: http://usa.mfa.gov.ua/en/index/city/id/30
Visiting hours: 'Monday (2 pm - 5 pm), Tuesday, Thursday, Friday (9 am – 12 pm), Wednesday ( 2
pm - 4:30 pm)'.
I appeared in person
before the Consulate on June 8 and June 9, 2015. As result I have
got Certificate dated June 9, 2015(See attached). They are working perfectly fine. The
Ambassador informed me that UPS had not delivered my application and did no
call to their office.
The delivery of application would be considered as properly
completed job. The UPS failed to deliver and failed to contact ether recipient
or sender. In addition, UPS had all necessary
phone numbers.
Instead, UPS not only failed to deliver a package but
also was secretly keeping my application for about 1 month.
