I have reviewed the response made by the business in reference to complaint ID [redacted], and find that this resolution would be satisfactory to me.  
I hope that the Revdex.com can help monitor to make sure that US Global Mail takes the steps and submits the necessary paperwork to make sure that I can change my address through the [redacted] and begin to have it forwarded immediately.

Our goal at US Global Mail is always make sure first and foremost that our
customers are taken care of in a timely manner
The first shipment was never charge to Mr[redacted]
account as there was delay
in the warehouse that was no fault of his ownThat shipment was upgrade from [redacted] priority
mail to [redacted]
On the second shipment the credit card decline and so the shipment was not
sentThe invoice was paid on a Friday nightWe are close on the weekend and
so on the next business day which was the Monday morning the shipment was not only
shipped but it was upgraded from [redacted] first class mail to [redacted] express mail
This shipment has already been delivered
As requested the customer account has been closed and a refund will be granted
The customer will be contact for a mailing address where the check can be
sent since the original invoice cannot be refunded because it has been
pass days
Please see attach for documents showing that we were in communication with the
customer trying to resolve the issue and concern of the customer

how they would like they item ship. They get to see all the carriers, the price, the transits time and whether it comes with tracking or not before the shipment request is completed.In this case the customer chose [redacted] non trackable service. Hi, I just saw on my Inbox a returned mail sent from you with some letters that I was expecting to receive. I paid for the shipping and this piece of mail was never delivered to my current address as all the others. I am not expecting to pay for this shipping for a second time. Well, I have requested the shipment, paid for it and never got the mail.   I
understand that Global Mail also did their job but because this service
has a considerable price I expect that Global Mail takes responsibility
for the provision of the service that customers pay for. I am also sure
that for being a big customer Global Mail has leverage with [redacted] that
failed to deliver the mail to negotiate a discount. This said, I would

[redacted], I do understand your frustration with this matter however we receive no discounts with the [redacted] for shipping items.The
[redacted] simply does not care if we buy millions of dollars worth of
postage per year. They treat us just as they would treat you in this
scenario.
