A large portion of the cost of tires is the installation. We cannot afford to change tires for no charge based on the opinion of another mechanic. Our tires were balanced and had nothing that would have contributed to a vibration when they left our premises. The fact that the car vibrated prior to the tire change indicates that the problem is not our tires.
We did not have the size tire (235/60) for the front so we could not do a third tire without doing a fourth. If one of the rear tires (that ended up on the front) had a broken belt we did not see it. A tire with a broken belt would ride rough at any speed not just above 65 mph. But our warranty does not and can not cover changing ones's mind for any reason including the opinion of another.
The customer's purchase was for a Grade B tire and was charged accordingly. We do not have Grade A tires in that size. We also do not sell dry rotted tires in any grade.
