I fully understand the consumer's position and frustration, both as a parent and a consumer.
However, we are licensed by the State of Illinois Secretary of State (SOS), Commercial Driver Training Diving, A Division of Driver Services. There...

are specific Regulations and reporting functions that we must follow. As simple as this request may seem, it is directly opposed to the regulations that apply to commercial driving schools in Illinois, which was explained to the consumer in question.
Our regulations do not allow for us to issue any verification of partial completion. Before this student turned 18, they enrolled in our "Teen Behind-The-Wheel Only Option #2" which is 8 hours of private driving time with an instructor, no Observation required. This Student did all classroom work at the High School. All Students under age 18 must complete 30 hours of classroom and complete required driving hours. This customer also failed to provide the necessary forms concerning Grade Approval. There are specific qualifications outlined by the Illinois Vehicle Code 625 ILCS 5/6 and 92 Illinois Administrative Code Ch II Part 1060.
We have tried to work with the consumer to finish their lessons, but this student did not:
1) complete his 8 hour of driving time before age 18
2) provide necessary evidence of scholastic eligibility.
Therefore, he did not meet Under 18 Teen "Graduate to Safety Driving Laws" qualifications for the State of Illinois. Our school did try to contact to schedule remaining lessons. I am aware that they paid $380.00 and they were NEVER denied any lessons. The customer chose not to finish the Under 18 "Teen GDL Program".
To Complicate the issue, the student turned 18 between his last lesson with us and her complaint.
If a student did not complete the "Under 18 Teen Program" they must complete "The 18 to 20 Year Old Adult Driver Education." The Drivers Facility must see a completed Drivers Education in the computer OR the Adult 6 Hours. This student did neither.
She has been mistakenly informed by someone outside of our school who told her that we can give her a "Satisfactory Verification Letter" for partial completion of Behind the Wheel lessons to obtain a license for her son. No such legal document exists for the State to accept.
I tried to explain that if a student should be able to obtain a High School transcript for "Drivers Education I Classroom" to give to the Driver Services Facility where they can enter in computer. However, its issuance by the High School and acceptance by the State is not under my control. If a student completed Driver's Education with me I can send it directly to the State of Illinois to process it. Our school is prohibited from sending anything to the Driver Services Facilities for them to enter into the computer.
This student did not take either "Classroom I" or complete "Driver Ed 2 Behind-the-Wheel" with me or provide his "Grade approval." Therefore, there is nothing to send to the state.
It is at this point the customer became upset. She refused to believe any information on Classroom Completion. She wanted a Satisfactory Verification Letter for DMV. It is not possible to help her for uncompleted work Driving Hours.
In the hope of helping her son obtain a license, it may appear to this parent that our "refusal" to create the documents that she desires makes us appear difficult and unprofessional.
If we were unprofessional, we would ignore our legal responsibilities to the Secretary of State's regulations and requirements, instead of trying to explain them and work with the customer.
