Review: We hired VC Professional Heating & Cooling ([redacted]) on 10/**/13 to install a two-zone central air conditioning system as well as converting the existing heating system to a hydro system. I was told the job would take approximately 2-weeks. Our home is in the midst of a **/ renovation mess - which involves, among other things, gross negligence, misrepresentation and malfeasance - which were currently in the midst of sorting through with the Department of Consumer Protection. The **, [redacted] from [redacted], recommended and brought in, under false pretenses. The contract, which by the way did not have our name anywhere on it and was addressed to the **s company, total was for $18,500. The first installment of $9,000, paid 10/**/13, included all ductwork, hydro systems, Pex hydro lines, and low voltage wiring. Second installment of $7,500, paid 11/**/13, was to include condensers, boiler connections, registers, thermostats and start-up. Work began on 10/**/13. House was in renovation mode and without any lights or adequate electricity. The VC employee doing the ductwork worked mostly afterhours typically after 8pm in to all hours of the night and accompanied by his very young daughter (considering the unkempt/unlit state of house and time(s) of night, last place a child should have been posed potential serious liability issues) - in total darkness with only a single droplight. On multiple occasions his work had to be stopped, taken down and out and reinstalled due to abominable workmanship and damaged materials. I finally had it when this employee cut the existing hot water radiator feed pipes without flushing and draining the system, which spewed toxic, greasy gunk that was fermenting in those pipes for 90-years, all over the place. To add insult to injury, this employee had the nerve to take out curtains my wife was washing in the washing machine and used them as rags to stem the flow and sop up the greasy gunk. To this very day, the gunk is still scattered all over the place.Since the ** recommended and considered John Viggiano/ VC PH&C as one of his guys, I requested a meeting with both of them where upon we walked-through and detailed the problems that had to be addressed. I was promised the negligent work and the subsequent damage caused by this unskilled worker would be fixed and the job would be put back on track turned out we had a few of these meetings. Despite these renewed commitments to completing the work and being told house needed to be heated, work was neither coordinated nor performed and came to a virtual standstill. In late November, well after the target completion date, when the freezing temperatures set in multiple pipes froze and leaked and flooded the basement because there was no heat. To this day, after numerous requests to repair the damage, these pipes have not been fixed, nor has the full extent of damage been determined because neither VC Professional Heating & Cooling nor the ** accepted any responsibility and had the pipes fully assessed. Again, this would not have occurred if they delivered on their promises and had the heating system up and running. Despite a promised targeted completion date of November **, 2013, to date, nearly 6-months after work began, the ductwork still sits incomplete and is in a state of total disarray. Only one air-handler/zone was hooked up and is barely running due to the incomplete ductwork. Neither of the condensers was piped in and are just sitting unattended in the yard. Boiler connections are incomplete. No registers and only one temporary thermostat connected, barely. After many unsettling incidents and promises and repeatedly being shunned and lied to I notified all parties involved on 1/**/14 that I was putting the entire job on hold so that I could arrange for an independent assessment of the goings-on under our roof. Since then multiple professionals, including the DOB, identified numerous issues with this substandard HVAC installation, including but not limited to, Hydro lines installed within exterior walls and outside conditioned space, which were not properly insulated and subject to freezing temperatures, leaving the potential for more damage. Overall the work was described as being done by someone who did not know the rules and neglected minimum industry requirements. Our towns head Building Supervisor said it best. He wouldnt have installed it this way in his, or anyone in his familys, house. By virtue of the installed equipment manufactures own guidelines, this misapplied equipment, which was not installed in accordance with industry standards, ordinances and/ or codes applicable to the work; the applicable warranties are null and void. Needless to say, this is not the outcome we had projected nor agreed to for our $18,500.00 home improvement investment.Desired Settlement: We did not get what we paid for and we would like work completed as promised and contracted for, however, considering the abominable workmanship he's done to date and since [redacted] was brought to the project by the **, whom we're pursuing separately for gross negligence, misrepresentation and malfeasance, he's proven himself untrustworthy and unreliable. Therefore, we are seeking a refund for the work that we paid for that was not completed as per the terms of contract.
