Hello,I am writing in regards to the complaint above. First off we have had boil orders, which are necessary to maintain the public’s safety. Unfortunately we had some valves in our plant wear out and they were not an easy find for replacements. I however was advised to not give a credit to anyone’s...

bill per the Village board. The shut off did occur due to the individual being two months behind on their bill which has happened on other occurrences. I was advised by the village board not to give any credits due to the current water situation  and the day after the second months bill is due is the shut off date. The monthly bills are always due on the 10th of each month. I am not allowed to make any payment arrangements nor is this discussable as it states on the water bills that they are due on the 10th of every month.  The Village policy is that one day after the second month’s bill if a person is two months behind they are to be shut off. I followed the policy. I was not in the office as the village office was closed due to demolition of part of it and it was unsafe to be in the building. There was a letter on the door stating this. I have hours posted on the window as to what the hours are now. I however did not receive a phone call. I did receive a text message on December 12, 2017 at 4:38 pm. The message read as follows:  “Sorry to bother you ma'am, on ur personal phone. I was wondering what is the hours for village of nebo. So I can come pay my bill and get it turned back. on. There is no schedule up anymore. Also tried calling village of nebo, but no answer. “ I responded to this text message on December 12th at 8:32pm as I was away from my phone with a family emergency. I responded”  I work Monday and wednesday  5-8pm and tues and thurs 8-9am. You can take it to [redacted]’s house who is the mayor.” The village board advised me that once someone is shut off that the customer must take the money to our Mayor [redacted] to get the water turned on. Mrs [redacted] responded with the following; “ Oh... I dropped it off in the water box, outside of the village of nebo..“ I then responded, “ Ok I will go get it in the morning and I’ll let [redacted] know.” This was not my time frame to work and yet I still responded on my personal cell phone and yet went down the next morning and got the payment and called the village employee [redacted] to immediately turn the water back on. Unfortunately during the time frame Village Hall was closed and I was not actually working the set hours due to the Hall being closed and a family emergency. I however tried to accommodate Mrs [redacted]. Mrs [redacted] has been repeatedly late and having issues paying her bills on time for months now and has always been given documentation of her billing questions.  As far as the accusations of the old mayor quitting, etc I will not address hear say and false statements. Please let me know if you have any other concerns. There are hours posted at Village Hall now that it is back open for public use and is safe to return too. Unfortunately this whole misunderstanding happened during a very bad time for the Village and all water and village hall hours have been resolved. I would love for Mrs [redacted] to understand that at the point the building was unsafe, I could not be in there nor could the public. I have many of times gave her print outs of her billing history and tried to explain it to her and she always is upset and does not respond appropriately. I would be more than happy to review any further questions she has to her billing if she can come in. The Village has an audit every year and she is more than welcome to request that document. Our fiscal year ends in April.  Thank you!
