Wagner Lawn & Irrigation

I contracted with Wagner Lawn and Irrigation to install an irrigation system at my home. The system is installed but not complete. Included in the contract was a rain sensor to determine if it rained the irrigation system would not cycle on. This has not been completed. The system was installed in August of 2018. *** informed me the sensor he wanted to install was not available. He had ordered it and it would arrive in the next week. I have contacted him on numerous occasions by phone and text. I was told he had forgot and he would get right on it and once he made the comment that the job was complete. He later corrected the statement and apologized and again said he would get right to it and get it fixed. The last text was in April 2019 and he said he had come by the house twice and no one was home and he did not have my cell number. My wife is home most every day. I gave him good cell numbers and to date not one phone call has been received from Wagner Lawn & Irrigation on my cell or my wife's cell making an appointment to complete the job. I feel this is a case of deliberate indifference to whether the job is completed satisfactorily or not. He has received full payment. That is my mistake. I also feel if I were to quit calling or texting Wagner lawn & Irrigation the rain sensor would never be installed. After the last text exchange *** told me someone would get out here in the next week. That was in April. I feel strongly that if *** wanted to get in touch with me he would have found my cell number. It is on the contract as a contact number. I have also never received a layout or print of the irrigation system installed which was promised me by ***.
